Demolition of Carnavon House and associated structures in Clacton on Sea. With reference to site plan and asbestos demolition report, demolish and remove from site all arisings the building known as Carnavon House. Structure to be removed 200mm below finish floor level. Voids to ground level to be graded to adjacent levels with compacted type 1 aggregate. Asbestos to be removed by licensed contractor, appointed by principle contractor. Principle contractor to include for all costs associated with notification removal, air monitoring and proving client with relevant certification upon completion . The site encompasses a 3 story building originally constructed c1960/70s. The structure comprises of RC frame incorporating masonry infill. The floors and roof are of concrete construction. The building incorporates a lift and associated lift motor room to the room and pit to the ground floor. Internally the building includes lightweight partitioning. The site also incorporates an external stair case and small storage areas. The site is accessed from Carnavon Road to a small car park area. Full design and construction of residential Lifetime Homes Standard bungalows, together with a single community meeting room building. 80% of the development should consist of 1 bedroom bungalows and 20% 2 bedroom. All elements of the development should conform to British Standard BS EN 17210:2021 Accessibility and Usability of the Built Environment and Tendring District Council’s policy on net zero carbon emissions. It should also meet the Lifetime Homes Standards in order to be designated as such. The Council has a zero carbon policy and is keen to see as many effective energy saving measures used across the development as possible. The Council is also keen to promote innovation and welcomes proposals that adopt modern methods of construction, sustainability and off-site manufacture. Design should be considerate to local style, on a domestic scale and use sympathetic but durable materials. Whilst bungalows have been specified, the Council are open to a design of two storey properties, provided they are fully accessible or capable of future adaptation.

The district's main areas of population being seaside with the Centre of the district being rural. Residential property numbers for Tendring District of approximately 75,210 as of July 2024 with the Councils current local plan target of 550 new build properties per year and for 2022/23 had a recycling rate of 38.60%. With the seafront areas within Tendring attracting tourists and visitors there are very wide seasonal variations in the level of use of the seafront and Town Centre areas by members of the public and in the amount of litter and waste generated. Additionally, every year a number of major public events on parts of the contract area take place which all generate the need for cleaning during and immediately after the event. The funding of Vehicles is to be discussed during Dialogue; details can be found in the procurement documents. Following submissions of the completed SQs, the Authority will apply the selection stage criteria, as set out in the procurement documentation. Demolition enabling works to two sites in Dovercourt town centre, as part of the Capital Regeneration Projects investment. Both sites are subject to regeneration proposals with planning submissions in November 2024. Demolition is proposed of the following: - Milton Road: two storey pre-fabricated steel car park structure, at end of life and disused - Victoria Street: Fire damaged three storey late-19th century masonry structure, known to include asbestos and be in poor structural condition Demolition works are required at this point in order to enable further site investigation works to derisk design development towards construction; and tackle immediate issues in terms of site condition including potential risk of collapse. 1. Introduction 1.1. The Electoral Registration Officer is required to complete and annual canvass of all households within the district. Part of this process requires sending a communication to each household with follow up communications to non-responding properties. This specification seeks to outline the printing and postage requirements for that process and to obtain costings for these requirements. 2. Background Electoral Registration Officer: shall have the meaning given in section 8 of the Representation of the People Act 1983 in so far as it relates to the District of Tendring. 2.1. The Authority provides resources to the Electoral Registration Officer for the District to enable them to perform their statutory functions. These resources include Canvass Print Services in which the data of those included on the electoral register are processed. 2.2. Due to the volume of forms required to complete this process it is not viable to complete in house. 2.3. The annual canvass must conclude by 1 December each year but can begin as early as June. 2.4. Data required to populate the items to be printed will be exported directly from the Electoral Management System. 2.5. No expected significant changes in the format of the annual canvass for the duration of the contract term. 2.6. Canvass is time sensitive with several deadlines that impact on other canvass activities. The supplier of print and post services will need to have sight of the pending and future deadlines so that any alterations to the timetable are agreed in advance and sufficiently adjusted throughout the canvass period. 3. Scope The government's English Devolution White Paper, Power and Partnership: Foundations for Growth, published on 16 December 2024, states that the government wants all remaining two-tier areas in England to be eventually restructured into single-tier unitary authorities and is termed Local Government Reorganisation (LGR). This reorganisation is part of a broader devolution strategy to simplify local government structures, save public funds, and improve local accountability. LGR will impact the County of Essex as it currently operates a two-tier Local Government structure. It is anticipated, that during the life of this contract/framework, the LGR process will commence and/or progress potentially impacting this contract/framework. Impacts may include, but are not limited to, modifications such as a transfer of the legal entity you currently contract with, significant increases and/or decreases in the value/volume of goods/services/works required due to the change in size/scope of the Contracting Authority, and/or changes to the scope of the nature of goods/services/works required. Although any contract scope changes should broadly relate to the nature of the existing scope, new goods/services/works of a related nature may be required that were not previously included. The scale and exact timing of the changes are unknown at this point, but it is known that LGR will impact the County of Essex. All suppliers who work with the Authority need to be aware and where possible, work with the Authority to adapt to any changes/modifications as required to ensure smooth transition and continuity of services. 3.1. Must be able to receive data in CSV format and provide proofs in easily readable format or else on a portal accessible by Tendring District Council. 3.5. To incorporate all of the District of Tendring (approximately 80,000 properties). 3.6. Initial contract 3 years with option to extend for three years in yearly intervals. 3.7.
