Taunton Town Council require a suitable play provider and installer to deliver upgraded play area facilities for the local community. The successful Service Provider will be required to design play areas in line with the specification, supply the equipment, appoint and manage a suitably qualified installer and project manage, co-ordinate and oversee the installation of the new facilities. The resulting tender should also outline a proactive repair and maintenance schedule for the first ten years. • The preferred Service Provider will then be charged with: 1. Developing a play scheme design informed by the public consultation for all twelve (12) Play Parks. All designs must be DDA compatible. Further work with the community is likely to be necessary onsite to finalise the ultimate design; and, 2. Delivering the new play areas for Taunton Town Council within the agreed budget. Key Responsibilities of Preferred Service Provider: • Oversee the project, including planning, design, installation, monitoring, control and delivery; • Compile a detailed plan identifying the timeline from consultation to completion of installation and sign off; • Prepare documentation including risk assessments, method statements, health and safety and evidence of relevant insurances; • Co-ordinate meetings throughout the development of the project; • Undertake site visits to check on works and discuss the progress; • Carry out communication with TTC and any other stakeholder necessary to the delivery of the project; • Compile a health and safety file for the project and once the project is complete hand this over to the TTC for its records; Design Requirements The play areas are to be designed to enhance the existing facilities and to create spaces that links imaginatively between each element, maximising play value for users. The following key expectations need to be addressed within the design: • The site is 'bespoke' and complements the rest of the provision within the Town as a whole • Considers the use of natural materials and elements of natural play • Provides a wide range of play experiences & opportunities • Accessible to both disabled and non-disabled children • Better accessibility to others with mobility impairments • Meets community needs, both now and in the future • Allows children of different ages to play together • Builds in opportunities to experience risk & challenge • Is attractive, sustainable and appropriately maintained • Allows for change and evolution • Creates exciting links between existing features and new installations • Utilises innovative safer surfacing options • Use of available features to enhance play provision, a sense of place and access Play features should offer challenges to all children, regardless of their capabilities, initiative and skills. Where possible, play activities for children with disabilities should be integrated with those for able-bodied children. The play area should be designed to minimise the degree of assistance a disabled child may require, with special adaptations only where necessary and without fostering an atmosphere of separateness. Landscape features (mounds and planting) should be considered not only to enhance the area of play value but also to enhance the play experience. Therefore, such considerations should not be just for aesthetic but include structure to create a sense of place. The site layout and safe surfaces should be designed with regard to anticipated high levels of site use and abuse and with respect to the maintenance and revenue implications, to sustain and prolong the life of the play area. Consideration must be given to what type of boundary would add play value to and compliment the look of the setting. Consideration should be given to softening up the existing fencing, if applicable, or the introduction of a boundary that allows the play area to link into the wider park, whilst still providing a suitable boundary. Interesting entrances in and out of the play area must also be considered and included in the design. Appropriate signage shall be provided to include the name of the site and a contact telephone number (design to be agreed with TTC). All aspects of the design, installation, materials, equipment position, safer surfacing, minimum use areas and installation methods must comply with the recommendations of BS EN 1176 and BS EN 1177. Play area features should be easily maintained and spare parts should be readily accessible. Wherever possible, all materials and work shall be carried out in an environmentally sensitive and sustainable manner with recycling of waste materials, wherever possible. Public Consultation Public Consultation and Engagement is critical when considering any changes or significant investment into an existing or new facility. Not only should the community be part of the process to help understand and ensure investment is being made in the right way, but the method for engagement and the way in which it is formulated and conducted is just as important to ensure the information collected is relevant, measurable, deliverable and beneficial. A consultation can be designed and based on various factors, which may include: • Strategic importance of the site. • Current and potential use. • Considered changes and impact. • Budgetary impact: initial and ongoing. • Time Frames of proposed changes. The 12 Play Areas the Town Council owns and operates do have a range of areas that require attention and investment and we are seeking a suitable provider to help us through this process and achieve the desired outcomes.

Taunton is the County Town of Somerset and was one of the first towns in the Southwest to be awarded Garden Town Status and has a population of around 62,000. Taunton Town Council is committed to enhancing security and safety measures to tackle the rise in Anti-Social Behaviour and improve safety and security for members of the public, its community and businesses through engagement, education and problem solving. The offer must; Create a safe and welcoming place: by using street ambassadors/marshals to create a friendly and welcoming place for people to shop and spend time in, improving the safety and security of the town centre. Safer towns will lend itself to increased footfall and more potential business for local retailers. The safe streets will entice people to venture out and explore the area, providing a boost to the local economy and improve investment opportunities. The role of the street marshal will be to assist where possible, approach groups of people to ensure all is well and to be that helping hand, you'll be required to engage with local businesses and identify hotspots of ASB issues. Street marshals will look to work with a range of town centre users, this will include businesses, residents, visitors, community groups, street performers, buskers and street traders, the local policing team to ensure that the town maintains a safe and secure environment for all to prosper and grow. Street marshals could have certification, licenses and training in the following; SIA Conflict management Physical intervention Safeguarding children Vulnerable adult protection Welfare and vulnerability engagement "Ask for Angela" First Aid Prevention of violence against women and girls Anti-racism, LGBTQA+ Handling conflict with teenagers Supporting Local Business Communications: Street marshals will support the town centre businesses by allowing the businesses to report town centre issues, ranging from verbal abuse, shoplifting and more serious crime where possible, the use of digital platforms or software (such as UKPAC) should be integrated to streamline reporting, enable real-time updates, and facilitate information sharing between marshals, businesses, and authorities. towards businesses via the radio link system. Street marshals can help in the following ways; To provide reassurance by having a physical presence Be the eyes and ears on the ground to provide accurate and detailed intelligence. Educate members of littering, street drinking and dog fouling and to help preserve the environment. Administer the Town Centre Busking Code of Conduct, moving buskers on as appropriate. Street Trading to ensure compliance to street trading conditions of their permit Deterring conspiracy to commit a crime. Act as point of contact for enquiries and help and support visitors when needed. Support vulnerable people. Act as a professional witness. A point of contact for businesses to assist with reporting crime and other ASB issues. Carry out any initiatives that derive from the Town Council. Wardens are not: Replacement for policing services Emergency response team A 24/7 hour service Parking or Enforcement Officers. The town council intends to collaborate with Somerset Council on the implementation of a Public Space Protection Order (PSPO) in the town centre and surrounding areas, and will support the enforcement of its provisions. In the future, street marshals may be assigned responsibilities related to assisting with the enforcement of PSPO conditions. Tender submissions must detail how the business experience and training requirements are met. The successful contractor will deliver this contract with suitably trained personnel. Taunton Town Council will invite suitably qualified and experienced suppliers capable of providing strategic guidance, technical support, and managed services to submit tenders for the provision of a comprehensive IT Managed Service to ensure reliable, secure, and efficient IT operations. Taunton Town Council was established in 2023 and serves the residents, visitors, and businesses of Taunton. The Council currently operates within the Microsoft 365 ecosystem, with approximately 62 laptop users and 43 mobile users (20 of which are elected members). We are distributed across 2 sites, Deane House (TA1 1HE) and Trafalgar House (TA1 5LY). The Council currently hosts no on-premises servers. Objectives of the Contract The Council requires an MSP who will: 1. Provide a fully managed IT support service, covering end-user devices, software, network, and security. 2. Ensure robust cybersecurity, data protection, and compliance with UK GDPR and NCSC standards. 3. Support and optimise Microsoft 365 administration (Exchange, SharePoint, Teams, Intune, Power Platform). 4. Ensure business continuity through effective backup, recovery, and resilience planning. Scope of Services The MSP will be expected to provide (but not limited to) the following: 4.1 Service Desk and End-User Support • 1st-3rd line support via phone, email, and remote access available within core working hours (0830-1730, ideally beyond) • On-site support as required within agreed SLA • New user setup, onboarding, and device provisioning • Printer, Wi-Fi, and network troubleshooting 4.2 Infrastructure and Cloud Management • Administration of Microsoft 365 tenant and Azure AD • Intune device management (Windows & iOS) • Software patching and updates • Backup management and disaster recovery planning 4.3 Cybersecurity • Endpoint protection (Defender for Business or equivalent) • Threat monitoring, detection, and response • MFA, Conditional Access, and identity management • Annual penetration testing and security audit support 4.4 Reporting and Governance • Monthly performance reports (tickets, uptime, incidents, trends) • KPI tracking: response/resolution times, SLA adherence, system uptime 5. Supplier Requirements Tenderers must demonstrate: • Proven experience delivering MSP services (preferably local government). • Accredited Microsoft Partner (at least Solutions Partner for Modern Work). • ISO 27001 (Information Security Management) or equivalent security standard. • Proven expertise in Microsoft 365 administration. • Cyber Essentials Plus certification. • Demonstrable experience in supporting hybrid environments and Apple device management. 8. Contract Management The MSP will report to the Business Optimisation Lead (Paul Vickery) and Corporate Business Manager (Bryony Wharton).
