The estimated value of the Framework Agreement over its maximum possible term will include the delivery of a £45,000,000 (Excluding VAT) capital program in conjunction with our standard revenue budget allocations. Any estimated spend referenced within this framework is indicative only and does not constitute a guarantee of volume or value. It is anticipated that further funding may be made available, but any additional funding will be subject to further Council approval and spend from other participating authorities is neither known nor guaranteed under this framework agreement
The Caring Dads Programme is an evidence informed intervention designed specifically for fathers who have abused or neglected their children or exposed them to domestic abuse. The programme recognises that children are harmed not only by direct abuse, but also by witnessing controlling, coercive, and violent behaviour within the family.
Caring Dads aims to improve child safety and wellbeing by helping fathers:
• Acknowledge responsibility for abusive behaviour
• Understand the impact of their behaviour on children
• Develop safer parenting practices
• Reduce the risk of future harm

Support at Home Service FPS
Flexible Purchasing System
Lot 1 - Through the night support service - offers domiciliary support outside of the core delivery hours of the support at home/homecare service. The levels of support cover areas such as positional turns, toileting, fluid intake, medication, and carer break.
Lot 2 - Non-zoned provider homecare framework - Any work the zoned providers are unable to cover will be picked up through mini competition. A framework wil be launched on an annula basis for providers to apply.

Lot 1 - Zoned provider homecare - four contracted zoned providers delivering to designated areas covering twenty nine postcodes across the Borough. These providers will: have a strong on-going reablement emphasis; be integral partners in an integrated approach to care and support; work on the ongoing development of blended health and social care roles; and co-produce care and support plans.
Lot 2 - Extra care schemes - there are 4 extra care schemes and this is going to increase across the duration of the contract by an extra 2. The extra care schemes deliver housing and support to individuals aged 55 and over. The extra care buildings themselves are provided by different housing associations, and the care and support will be delivered by one provider. Extra Care Sheltered housing schemes offer individual self-contained flats with an on-site staff team providing support 24 hours per day to meet the assessed needs of all tenants. The philosophy behind extra care sheltered is that people, can with the right support, be supported in their own flats without the need to move into costly residential care.
View to awarding a new contract for up to 6 years and 5 months, the contract will be reviewed annually and uplift awards to align with the national minimum wage.

The Supporting Families programme is based around reductions in anti-social behaviour and crime, improvements in school attendance, supporting children's welfare and development, unemployment and financial exclusion, domestic abuse/violence, and health problems (considering physical illness, mental health, drug and alcohol abuse).
The service is aimed at providing daytime support and activities to those people with a diagnosis of dementia whose needs are such that they are best met by a service able to provide a level of specialist support not readily available in mainstream or other social care settings.
The contract period for this software solution is a 59 months plus the option to extend for a further two years (i.e. 1 + 1 years).
The successful tenderer must ensure that they have the capacity and skilled resource available to deliver the requirements under this contract
from November 2022.
The successful tenderer will have significant experience of providing a finance software solution within the Children's and Adults Social Care environment
with extensive understanding of the regulatory frameworks within which these services operate and the impending reforms that are being introduced
(as detailed in the Specification).
It is key that the successful supplier is able to provide both an Adults and Children's Finance system solution, which is compatible with
our existing Case Management system for Adult's and Children's Social Care and Early Intervention services (Liquidlogic (LAS/LCS/EHM).

To achieve this, the Service Provider must have a workforce that is recruited and trained to meet the understand needs, values and customs of the people they support. The Service Provider will promote and facilitate person-centred teamwork and have in place quality assurance processes that enable Staff to feel confident in focussing on outcomes and ensuring that these happen.

The provision of a Helping People Live at Home Service that enables Service Users to remain in their own home, living as independently as possible, achieving and maintaining their potential in relation to their physical, intellectual, emotional and social capacity.
Lot 1 Support at home - To provide a service to a Service User in their own home as specified in the Support Plan.
The Service shall be available 7 (seven) days per week, 52 (fifty-two) weeks per year and operate over a 24 (twenty-four) hour day. The standard hours of the Service will operate between 7.00am to 10.00pm.
Lot 2 Night Service - To provide a service to a Service User carrying out calls in their home as specified in the Support Plan.
The Service shall be available 7 (seven) days per week, 52 (fifty-two) weeks per year and operate over a 9 (nine) hour night. The standard hours of the Service will operate between 10.00pm and 7am.
