Tameside Metropolitan Borough Council ("the Council"), supported by the Greater Manchester Combined Authority ("GMCA"), Homes England and Transport for Greater Manchester ("TfGM"), intends to procure a long-term private sector Development Partner capable of supporting
the Council to deliver the Vision and Project Goals through a Contractual Joint Venture (also known as a Master Development Agreement).
The programme envisages:
Plot-by-Plot drawdown of land once planning, funding and construction conditions are satisfied.
The creation of mixed tenure residential neighbourhoods, employment space, leisure, health and community assets.
The Council proposes to utilise a Competitive Flexible Procedure under the Procurement Act 2023. The process will be lean, transparent and dialogue-led, seeking a best-in-class partner with the requisite financial standing, expertise and alignment with the Council's Vision and Project Goals.
The Council are undertaking this preliminary market engagement to consult with potential Development Partners to inform approach. This will not be defined as dialogue or negotiation and any future tender process will remain a competitive process.
The preliminary market engagement is being carried out under the provisions of Regulation 16 of the Procurement Act 2023.
Involvement in this preliminary market engagement will not preclude any organisation from participating in any future tender process.

2.1 Community navigation, also known as social prescribing, is an approach that uses 'link workers' or 'community navigators' to connect people to the wider community and its offer of activities, groups and services, to best meet their practical, social and emotional needs. Tameside Live Well Community Navigation Service is a new community-sited and community-delivered service to support the health and wellbeing of local residents. Funded by Tameside Council, its delivery, recruitment, staff training, and allocation and investment of community funds would be managed by an organisation working in and with a good knowledge of the community. The Greater Manchester Pension Fund (GMPF), administered by Tameside Metropolitan Borough Council, operates its own dedicated IT function, independent from the Council's centralised IT service. The Fund manages a modern digital estate built primarily on Microsoft 365, Azure, and virtualised infrastructure, supporting approximately 240 users.
GMPF does not have a dedicated in-house cyber security team. Cyber responsibilities are distributed across general IT staff alongside broader operational duties. While the Fund has invested in Microsoft security technologies and maintains an external cyber incident response (IR) retainer, it does not have the capability to provide continuous 24/7 monitoring, threat investigation or proactive threat hunting. The current incident response retainer expires on 13 October 2026, and therefore the new contract should be in place by 1 September 2026, with the IR service commencing from 14 October 2026.

1. INTRODUCTION
1.1. The Council is seeking to commission a Framework of providers to provide a range of Daytime Opportunities for individuals requiring care and support.
1.2. The Flexible Purchasing System (FPS) will be integral in the delivery of the Council's strategic direction for Daytime Opportunities that focuses on what individuals want to achieve and meeting their needs, aspirations and preferred outcomes, whilst increasing and maintaining their independence.
1.3. The Provider will be responsible for arranging delivery of a range of daytime activities whilst also developing new innovative Daytime Opportunities that are co-produced.
1.4. The Providers must make information available to the Council, individuals, families and carers, which offers an insight into its facilities, the services available and its philosophy and where they feel individuals will fit into and benefit from the service on offer.
AIMS, OBJECTIVES AND OUTCOMES
2.1. The aim of the FPS will be to provide modern and comprehensive Daytime Opportunities that are person centred, promotes positive risk taking, and enable individuals to recognise their strengths and achieve their full potential.
Tameside Council is inviting the industry to innovate and collaborate on a solution to manage our housing register and allocations services to enable our capabilities related to supporting our residents with their housing needs. We are looking for a Choice based lettings system which can be accessed by approximately 150 officers concurrently this would include registered social providers in Tameside to include partner access.
The contract for the current housing system ends on the 31st of May 2027.
TMBC currently have approx. 1400 customers active on the housing register, with approximately 1800 applications awaiting assessment.
The system would also need to transfer applications for our partner agencies of around 6000 applications.
We would like to take the opportunity to do some soft market testing, to determine current interest levels in the market.

Tameside & St Helens Council are seeking to establish a framework agreement for the hire of various types of vehicles from cars to specialist heavy goods vehicles.
The framework agreement will also be open to all Liverpool City Region Local Authorities and all STAR Procurement Partners to utilise if they wish to do so.

• Good working knowledge of Tameside including the population, community assets, underserved groups, partner organisations, local services.
• Good working knowledge of the third sector in Tameside, including challenges
• Previous experience in managing community navigation or similar social prescribing services involving client casework, and the associated systems and pathways

By shifting from reactive repairs to planned, preventative maintenance, the council can reduce long term costs, minimise disruption and extend the life of critical assets. The Service will provide community-based support for people recovering from mental ill-health. It will play a key role in linking them with existing community networks and opportunities. The Service will be available to people 18 to 65 years of age receiving mental health services under the Care Act Eligibility Guidance in that: each person has eligible needs and each person is ordinarily resident in the borough of Tameside.
The service will incorporate a delivery model encompassing the following key areas
• Community recovery
• Short term intensive support following hospital discharge
• Crisis support
The Service will operate a model based on the principles of recovery, reablement and habituation, aimed at supporting people recovering from mental ill-health to move through the service by providing the opportunity and confidence to regain some of the skills lost as a consequence of mental ill health.
The support will enable people to regain or learn new skills to help maintain long term independence and confidence to gain or retain employment, carry out activities and develop relationships that give their lives purpose and meaning, with a focus on promoting choice, control, independent living, social inclusion and wellbeing.
The Service will provide community-based support for people recovering from mental ill-health. It will play a key role in linking them with existing community networks and opportunities.
