Servicing, Testing and Maintenance of Fire Sprinkler Systems – Ref 01024
Tai Tarian is seeking to appoint a single Supplier to provide annual servicing, testing and maintenance of Fire Sprinkler Systems to ensure ongoing reliability and performance of the sprinkler system. The scope of this Contract includes tasks such as checking for leaks, inspecting sprinkler heads, testing alarm systems, and conducting periodic flow tests to verify water flow and pressure, to be carried out in accordance with the Specification (Appendix 1) for the Supplier’s submitted rates set out in the Price Framework (Appendix 2).
In addition to this, the Supplier may be required to carry out remedial works that are within the scope of the Contract but are not specifically provided for within the Price Framework.
The quantities and sites provided in the Price Framework are based on Tai Tarian’s current new build and independent living accommodation stock. The Supplier may be required to take on additional site types throughout the duration of the Contract as and when new developments are built.
We are seeking to issue a Framework Agreement for Skip Hire to support Tai Tarian in the delivery of its property maintenance and improvement programmes, across its property portfolio of over 9,000 properties, comprising of domestic housing, flats and sheltered housing complexes.
It is envisaged that a maximum of 3 Suppliers will be appointed to the Framework Agreement.
We are seeking to issue a contract for Graphic Design and Print Services to support Tai Tarian in the delivery of its communication function.
The Contract will be split into two Lots:
Lot 1: Graphic Design
Lot 2: Print
Lots will be awarded on an individual basis to a single Supplier, a Supplier may be awarded more than one Lot.
Provision of Electronic Document and Records Management (EDRM) System
As part of its transformation plan, Tai Tarian is seeking to issue a Contract for the provision of a full, comprehensive and native to Microsoft Office 365 Electronic Document and Records Management (EDRM) System to include (but not be limited to):
- Change Management support to ready our business for the change and embed the solution to become business as usual.
- Implementation (where appropriate) of the new system into our business.
- A training package for all Tai Tarian staff.
- Migration and cleansing of documents from our file shares and existing system.
We are seeking to issue a Contract to provide full and comprehensive Occupational Health and Associated Services to assist with the health and wellbeing agenda of Tai Tarian.
We are seeking to issue a Contract for Material Supply and Delivery Service for a period of 7 years with the option to extend for up to a further 3 x 1 year periods.
The Contract will be split into three lots:
Lot 1: General Building
Lot 2: Plumbing
Lot 3. Electrical
Lots will be awarded on an individual basis to a single Supplier and a Supplier may be awarded a combination of Lots.
Therefore, Tenderers must ensure that their submission clearly shows that they’re able to meet the requirements of each selected Lot, and not to make any statement or assumption that their bid is conditional on being awarded all, or a minimum number of Lots.
Whole House Void Property Works Framework Agreement
Tai Tarian is seeking to appoint contractors (Service Providers) to a Framework Agreement for Whole House Void Property Works to support Tai Tarian in the delivery of its void property maintenance and optimised retrofit programmes.
The Framework Agreement will be split into the following two Lots:
Lot 1 – Routine Voids
Lot 2 – Retrofit Voids
Lots will be awarded on an individual basis and a Tenderer can bid for either one or both Lots.
The estimated annual value for each Lot is:
Lot 1 – Routine Voids – 3,400,000 GBP
Lot 2 – Retrofit Voids – 1,625,000 GBP.
Tai Tarian is seeking to award a Contract for Redevelopment Works at Heol Crwys, Cwmavon, including complex ground remediation and managing demolition within an occupied area, to support Tai Tarian in the delivery of its development programme.
Fabric Decarbonisation Improvement Works Framework Agreement
Tai Tarian is seeking to appoint contractors (Providers) to a Framework Agreement for Fabric Decarbonisation Improvement Works to support Tai Tarian in the delivery of its capital investment and optimised retrofit programmes.
The scope of this Framework Agreement comprises of fabric decarbonisation improvement works such as external wall insulation, installation of environmental building energy monitoring systems, internal wall insulation, loft insulation and re-roofing works.
We are seeking to issue a Contract for the Supply of Double Glazed Sealed Units to our PVCu Production Factory.
Tai Tarian is one of the largest social landlords in Wales and have responsibility for over 9,000 homes across the Neath Port Talbot County Borough.
We are seeking to issue a Contract for Tai Tarian’s PPE and Corporate Clothing consisting of:
- An OTIF (On-Time In-Full) delivery of all goods from the Priced Schedule.
- A delivery service direct to Tai Tarian’s head office and satellite depots for additional items.
- A collection service for all goods, as and when required.
- A collection and/or delivery service of additional products throughout the Contract period that are not listed in the Priced Schedule.
- A detailed and accurate quarterly reporting function.
Tenderers must be aware that all quantities provided in the Priced Schedule are estimated based on current annual quantities and used for tender purposes only.
The quantities and scope of requirements may change throughout the life of the Contract.
We are seeking to issue a Contract for the supply only of uPVC profile for use in our window and door manufacturing process.
The Contract will comprise of the supply only of uPVC profile delivered to our production unit at Nant-y-Cafn, Dulais Road, Seven Sisters, Neath, SA10 9EY.
The Contract will not include the supply of glass, hardware, or any installation works.
The successful profile Supplier must be compatible with our existing manufacturing, and stock management software (Business Micros). If not compatible, a new software package to replace our existing must be supplied. The software package must be able to fulfil all of our requirements in terms of profile fabrication and stock management. Further information can be found in Appendix 1 – Specification.
Transformational Change & Business Applications Consultancy Framework Agreement
Tai Tarian is seeking to appoint consultants (Providers) to a Framework Agreement for Transformational Change & Business Applications Consultancy to support Tai Tarian in the delivery of its transformation programme.
The Framework Agreement will be split into the following two Lots:
- Lot 1 – Transformational Change Consultancy
- Lot 2 – Business Applications Consultancy
Lots will be awarded on an individual basis and a Tenderer can bid for either one or both Lots.
It is anticipated that a maximum of 3 Providers will be appointed to each Lot.
The overall estimated value of the Framework Agreement for both Lots for all call-off Contracts is not expected to exceed 1,000,000 GBP (excluding VAT).
The Framework Agreement shall operate for a period of 4 years. However, Tai Tarian reserves the right to award call-off Contracts that exceed the expiry of the Framework by no greater than 2 years.
The scope of this Framework comprises of Transformational Change & Business Applications Consultancy services that supports Tai Tarian deliver its transformation programme. Over the life of the Framework Agreement, Tai Tarian reserves the right to award call-off Contracts to the appointed Providers for consultancy services for any of the 5 themes for transformation as set out in ‘Diagram 2: 5 Themes of Transformation’ in the ITT.
In addition to this, the appointed Providers may be required to carry out consultancy services that are within the scope of the transformation programme but are not currently provided for in ‘Diagram 2: 5 Themes of Transformation’ as set out in the ITT.
Our Executive Management Team have set aspirations for the programme across horizons, with each horizon building on the successful deliverables from the previous, enabling us to achieve our overall vision.
To achieve this vision, our transformation programme will focus on five key themes, as set out in the diagrams included in the ITT. All themes are connected, with dependencies across multiple areas. At the centre of our programme is the customer experience and wrapping around the entire programme is our business applications theme.
New Build Development Works & Associated Drainage, Infrastructure & Highways Works at Tudor Inn, Cimla, Neath
Tai Tarian is seeking to award a Contract for New Build Development Works & Associated Drainage, Infrastructure & Highways Works at Tudor Inn, Cimla, Neath, including managing demolition within an occupied area, to support Tai Tarian in the delivery of its development programme.
The work comprises of the demolition of 2 existing properties to form access for the construction of 12 houses and 10 apartments and associated external works, drainage and incoming services.
Tenderers should note that a site visit may be made at any time. Tenderers are responsible for obtaining any further information including inspection of the site (and will have deemed to have done so) to ensure sufficiency of your Tender.
Tenderers must complete the Contract Sum Analysis (Appendix 2 – Contract Sum Analysis) in the format provided. A breakdown of the external works costs and preliminaries is also required.
Collateral warranties will be required from all designers and will only be accepted in the format contained in Appendix 1 – Contract Documentation.
Tenderers are reminded that it is expected that the Tenderers proposals will mirror the Employers Requirements. Any alterations must be clearly identified.
A S104 Agreement will be required for the scheme. All costs associated with obtaining this agreement will be borne by the Contractor and should be included within the tender sum. For the avoidance of any doubt, this should include all legal fees, surety costs and commuted sums.
It is anticipated that a S278 Agreement will be required for the scheme. All costs associated with obtaining this agreement will be borne by the Contractor and should be included within the tender sum. The client has commenced with the SAB application, and it is hoped that this will be in place prior to signing of contracts. Tenderers should note that the specification documents must be complied with fully and no deviation from the listed items will be accepted, unless agreed with Tai Tarian prior to installation.
Power Tools and Consumables including Servicing and Repairs
Tai Tarian is seeking to appoint contractors (Providers) to a Framework Agreement for the Supply of Power Tools and Consumables including Servicing and Repairs to support Tai Tarian in the delivery of its property, grounds maintenance and roofing programmes.
The Framework Agreement will be split into the following three Lots:
Lot 1 – Power Tools and Consumables (Stihl only)
Lot 2 - Power Tools and Consumables
Lot 3 – Grounds Maintenance Equipment
It is anticipated that 1 Provider will be appointed as Primary Provider and 1 Provider to be appointed as Reserve Provider within each Lot.
Annual Servicing, Maintenance and Repair of Specialist Lifting Equipment
Tai Tarian is seeking to appoint contractors (Providers) to a Framework Agreement for the Annual Servicing, Maintenance and Repair of Specialist Lifting Equipment to undertake the maintenance and servicing of their specialist lifting equipment in their properties. The equipment will include straight stairlifts, curved stairlifts, changing tables and hoists in a mixture of occupied properties and communal areas throughout the Tai Tarian area.
Design and Installation of Roof Mounted Solar PV Systems Framework Agreement
Tai Tarian is seeking to appoint contractors (Providers) to a Framework Agreement for the Design and Installation of Roof Mounted Solar PV Systems throughout Neath Port Talbot to support Tai Tarian in the delivery of its capital investment and Welsh Government’s Optimised Retrofit Programme.
The scope of this Framework Agreement comprises of the design, supply and installation of individual roof mounted solar PV arrays to Tai Tarian’s properties throughout Neath Port Talbot, and (may include during the life of the Framework Agreement) the installation (only) of environmental building energy monitoring systems, in accordance with all Appendices.
The scope of this Framework Agreement also comprises of the requirement to design and install solar PV systems on a "design and fit only" basis, i.e. this does not include the supply of solar PV panels, mounting brackets, or inverters, as these will be purchased and provided by Tai Tarian.
Tai Tarian is seeking to award a Contract for a Technical Manager Consultant.
The consultant’s role will be responsible to the Head of Development for technical/mentoring support in the delivery of development projects. The role is to ensure all projects are delivered in the most efficient and economic manner possible and within programme and budget.
The role will act as a technical expert within the project management function but also supports the development of the in-house team that supports these functions.

Kitchen and Bathroom Upgrade Works Framework Agreement
Tai Tarian is seeking to appoint contractors (Providers) to a Framework Agreement for Kitchen and Bathroom Upgrade Works consisting of the supply, design and installation of approximately 20 kitchens and 20 bathrooms to Tai Tarian owned domestic properties, to support Tai Tarian in the delivery of its capital investment programme.
The scope of this Framework Agreement comprises of the supply, design and installation of the replacement kitchen and bathrooms together with all associated electrical, plumbing, decoration and refurbishment, as necessary.
All works (for the initial call-off Contracts and future call-off Contracts) are to be carried out in accordance with the Specification (Appendix 2A and 2B) and Preliminaries (Appendix 4), for the Provider’s submitted rates set out in the Price Framework (Appendix 1A).
For the initial call-off Contract, all Works must be completed by no later than 31st March 2026. After completion of the initial call-off Contract period, Tai Tarian may extend the Framework Agreement for a further 3 x 12-month periods, and it is anticipated that during any extension period, any further call-off Contracts will be issued based on similar kitchen and bathroom numbers as the initial call-off Contract. However, Tai Tarian reserves the right to issue any number of kitchens and bathrooms as future call-off Contracts, but this is not expected to exceed 50 kitchens and 50 bathrooms during a 12-month period.
In addition to this, the Provider may be required to carry out works that are within the scope of the Framework Agreement but are not specifically provided for within the relevant Schedule of Rates.
