Together Housing is seeking expressions of interest from suitably qualified contractors to provide a solution for the replacement of the Geographic Information System (GIS) Together Housing Association (THA) has invested in GIS technology over a number of years, recognising the opportunities it can provide for creating more effective and efficient processes. GIS is currently provided by a number of different providers /platforms: including MapInfo, Spatial Analyst. THA has a dedicated GIS officer who manages and oversees the current GIS technologies and is the subject matter expert for the organisation. THA uses GIS across several service delivery areas, including but not limited to: Development, Property Improvement, Environmental Services, Housing Management, Renewable energy and Marketing and Sales. The purpose of this procurement is to enhance the current platforms employed and support a blended hybrid approach. Whereby more technical and detail use of the technologies can be undertaken by dedicated staff whilst at the same time a more generic and self-serve approach is available to the wider business and which allows for interaction with external customers. We would also like for the other division to be able to manipulate certain datasets specific for them. The system should also integrate into our other data analysis system which are R and Power Bi. We would also like to expand the products in the future to other devices such as mobile phones and play a role in company growth. This is a call for Expressions of Interest ("EOI") pertaining to a potential future procurement exercise by Together Housing Association ("THA"). Such Expression of Interest exercise pertains to the "Provision of Support Vouchers (including Fuel, Clothing, Food) and Voucher Management Platform." A brief contextual description of the Summary of Requirements is included below, with further information available in the document appended to this notice. Summary of Requirements: Together Housing operates the provision of "Support Vouchers" (including but not limited to Fuel Vouchers, Food Vouchers, Transport Vouchers, Clothing Vouchers) for Tenants and wider community members (henceforth "citizens"), to support with access to these provisions for Citizens who are in crisis need, or may otherwise be disadvantaged and/or experiencing limited access to such provisions. Such Support Voucher provision has historically been delivered through multiple agreements with individual providers, tracked centrally by THA employees in a variety of methods. Review of such provision has identified a potential opportunity for both the consolidation of the Support Voucher provision, and the modernisation of Voucher allocation tracking through a consolidated Digital platform. Together Housing are thus seeking to develop, modernise and expand upon its Support Voucher provision, through the identification and award of a single, consolidated contract for the Provision of Support Vouchers and a Consolidated Support Voucher management platform. This expression of interest has thus been developed to engage with the market, to understand both the capability of the market to meet such requirements, and to provide further information (commercial/operational/etc) as to inform any future planned procurement activity in this regard. Such Expression of Interest exercise is intended to inform Together Housing's Planned Procurement Activity, and response in no way constitutes any form of agreement or assurance from Together Housing regarding the development of its procurement process or selection of Procurement "Route to market" for this provision. This is especially pertinent in relation to the mobile or remote workers, who utilise mobile connectivity (voice and data) in the performance of their role across the Together housing geographic area of operations. Such system has historically been provided by Orchard Information Systems Limited, and is utilised across the Finance and Accountancy functions of THA. This document is not, at this stage, a call for competition. Together Housing is instead seeking to utilise Early Engagement and Expressions of Interest to build an understanding of the capability within the market for meeting its requirement, and to assess the benefits of competition for this requirement. Open Accounts and eBis (together "the Solution" within this document) is utilised as the primary software solution for Finance, Accountancy and Accounts Payable functions across THA. The Solution is at present utilised by approximately 40 users (for Open Accounts), and 550 across the eBis e-Finance software packages. This further extends to non-finance users, for the raising, authorisation and processing of purchase orders and payments. The solution is currently hosted on Together Housing Digital Infrastructure. This Expression of Interest Exercise is thus intended to develop a further understanding of the Market Capability pertaining to support of the Open Accounts and eBis Finance Management Software, and identify suitably capable and qualified suppliers who may meet Together Housings requirements.
