As part of the Advancing Environmental Protection, Climate Change and Democratic Resilience in Georgia programme, WFD seeks to engage a Supplier to conduct nationwide public opinion research through quantitative (national opinion polling face-to-face interviews) and qualitative (focus groups) research methods in Georgia on environmental and climate issues knowledge, perception, attitudes, behaviour and preferred policies. Objective As part of the Advancing Environmental Protection, Climate Change and Democratic Resilience in Georgia programme, WFD aims to enable the delivery of sustainable change in environmental protection, climate resilience and democratic governance in Georgia. It supports various national and local stakeholders in the delivery of the new climate change and other green-focused legislation and policies, enhances the enabling environment in favour of low-carbon development alternatives and supports advocacy and policy dialogue efforts in a positive, evidence-based (constructive) manner among key governance and civil society organisatinos in favour of these outcomes. WFD wishes to retain the services of experienced and expert professional security risk advisers to support the organisation to ensure that its safety and security policies, procedures, and practice meet WFD's legal duty of care to staff and stakeholders and standards of good practice standards. WFD is issuing this Call for Experts ("Call") to a range of potential experts and we would welcome a proposal from your organisation. This Call constitutes an Invitation to Tender ("ITT"). WFD has been actively supporting democratic development process in Georgia since 2009 through its Georgia Country Office (WFD Georgia). WFD Georgia has been primarily implementing the parliamentary strengthening programmes funded by the British government as well as other donors like EU, UNDP and USAID. Those parliamentary democracy programmes were instrumental for introducing and establishing parliamentary supervisory tools such as thematic inquiry and post-legislative scrutiny in Georgia. In 2021 WFD broadened its focus to include environmental democracy and climate resilience considering urgency of action for tackling environmental degradation and climate crisis. Environmental democracy was first piloted in Georgia during 2021-2022 as a one-year experimental programme and upon successful implementation scaled up to a three-year programme, which is currently one of the flagship programmes in Georgia supported by the UK Foreign, Commonwealth and Development Office (FCDO). Advancing Environmental Protection, Climate Change and Democratic Resilience in Georgia (the Programme) programme aims to deliver sustainable change in environmental protection and climate resilience through enhanced democratic governance in Georgia. It supports various national and local stakeholders in the delivery of the new climate change and other green-focused legislation, enhance the enabling environment in favour of low-carbon development alternatives and support exertion of positive (constructive) pressure on governance stakeholders in favour of these outcomes. As part of the "Democratic Resilience - Building Transparent and Inclusive Models in Montenegro" project, WFD seeks to engage a subject to conduct a comprehensive study on violence against women in Montenegrin politics. The study should provide insight into the public opinion on the topic and the perception of politicians as well as media monitoring and expertise recommendations to address this issue at both party and country levels. The results of this study will be presented in a round table discussion that will include the parliament, the government, academia, civil society organisations, and political parties. In addition, the result of this study will be promoted through a social media campaign. With the goal of enhancing awareness and providing support in fighting the violence against women, WFD would like to engage with eligible subject(such as think tanks, CSOs, companies, agencies, groups of experts etc.) with relevant expertise that will create, conduct, and promote a comprehensive study on the topic of violence against women in Montenegrin politics. The study aims to provide an overview of the situation of violence in the political realm of Montenegro against women, and it should be conducted nationally. In order to gain data from all respective actors, the study methodology should include a public opinion survey on violence against women in Montenegrin politics. Additionally, the study should provide the perspective of politicians from both genders through a series of interviews as well as the opinion of youth from political parties through focus groups. Besides this perspective, the study needs to reflect on the results of media monitoring that will be conducted on this topic and provide a comprehensive set of recommendations and best practices from different countries that can be implemented on both party and state levels to improve the current atmosphere for women in politics. Finally, upon completion of the study, a third-party agency will be contracted to help the subject conduct a social media campaign promoting the study results. Due to the nature of its work and the importance of high touch engagement with stakeholders, WFD delivers most of its programme events and activities in-person through its country-based practioner staff and contracted experts. However, as and when appropriate, WFD programme teams often elect to organise an event or activity in a hybrid or fully online format. In addition, from time to time, WFD also commissions the creation of e-learning or digital knowledge products or the development of apps for the benefit of its stakeholders as part of regional or country programmes. WFD values "Excellence" across all its work. As such, WFD wishes to establish a panel of specialist suppliers to provide technical services from time to time to support WFD's capacity and capability for effective online engagement and delivery of digital products and services. The requirements for services may arise as part of WFD's regional or country democracy support programmes, under the auspices of its Centre of Expertise on Democratic Governance & Elections, and as part of its international or Parliamentary engagement work. The Parliament of Georgia, through WFD's support, leads the Climate Law drafting process with a novel approach implying drafting and publishing consultative green and white papers prior to starting legislative drafting. Such approach provides an unprecedented possibility for all interested stakeholders to be involved in the consultation process. Green Paper on Climate Law was prepared, and public consultations carried out during March - June 2023. Following reception of comments and suggestions on the Green Paper, the next consultative document - White Paper has been drafted and published. Public consultation process and meetings on White Paper will last till the end of December 2023. Following the publication of White Paper, the team of national and international experts have been engaged for drafting Climate Law of Georgia. The first draft to be prepared by the end of December 2023. Therefore, WFD intends to commission an in-depth Ex-Ante Regulatory Impact Assessment including Gender Impact Assessment of draft Climate Law of Georgia. Scope of work The supplier will prepare in-depth RIA and GIA including an economic, financial and gender impact analysis of the draft climate change law of Georgia. The assessment shall include several (at least two) scenarios with various policy options, and among other assessments shall monetize the benefits and costs of the draft climate change law of Georgia. In light of the ongoing economic crisis in Sri Lanka, WFD seeks to support the legislative process to address the crisis through an inclusive approach to policymaking and improved practices in public debt management and finance oversight. To this end, WFD has been providing technical assistance and capacity building to parliamentary staff and Members of Parliament (MPs) from cross parties on better understanding their role in finance oversight. Additionally, WFD also supported the Coalition for Inclusive Impact comprising MPs, civil society representatives, media personnel, and young political activists with the objective providing evidence-based policy recommendations to policymakers and enabling a more inclusive and participatory policymaking environment. Kyrgyzstan is a young democracy. While there has been a recorded decline in openness and democratic space, the UK and other international partners have continued to encourage civic and political freedoms. Political leadership is interested in attracting international investment without compromising stability. It is important for Kyrgyzstan to demonstrate democratic successes and convince key internal stakeholders of the benefits of remaining open and internationally engaged. Prime Minister Japarov has requested UK support to improve economic governance, highlighted in his recent UK visit and a December Op-Ed calling for reforms. The UK has an opportunity to support key reforms in Kyrgyzstan through external expertise that can build rapport with the Kyrgyz leadership and promote an open society. This assignment aims to provide the Kyrgyz Government with experienced and senior advice on reform, including legal reform, that builds strong UK-Kyrgyz relations on democratic governance issues. Scope of work A senior and experienced UK expert, most likely a respected academic, professional or political, foundation or business equivalent, should have an expertise in a key area of interest to Kyrgyz counterparts, such as legal reform aimed at improving the economic and administrative environment, or economic reform. They will: - Familiarise themselves with Kyrgyz reform issues through reading and briefings (up to 2 days); - Undertake a scoping visit to establish strong Bishkek networks and identify areas of policy advice and support (up to 6 days); - Provide substantive advice and mentoring to Kyrgyz counterparts in consultation with the Embassy during and post visit (visit plus up to 4 days of follow-up engagement); - Develop an advisory note for the Embassy setting out recommendations on further UK engagement and support, with rationale (up to 2 days). Context: Supporting Democratic Stability in Bangsamoro First inaugurated in March 2019 pursuant to Philippines Republic Act 11054 or the Bangsamoro Organic Law (BOL), the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) is the result of an almost two-decade-long peace process. Currently led by an interim parliament known as the Bangsamoro Transition Authority or BTA, the autonomous region is set to hold its first ever parliamentary elections in May 2025 - a major milestone in the peace process that will have profound implications for the future of democracy and political stability in the autonomous region. Between 2020-2025, WFD is leading on supporting democratic stability in Bangsamoro programme through the UK Conflict Stability and Security Fund (CSSF) managed by the Foreign Commonwealth and Development Office (FCDO). The programme is designed with the overall aim of supporting the implementation of the BOL. With less than a year before May 2025, WFD aims to contribute to transparent and credible parliamentary election in the Bangsamoro region through civic education, promoting inclusion, and supporting effective and sustainable parliamentary processes. WFD is seeking an organisation or a team of researchers to submit technical and financial proposals for conducting research on the 'cost of politics on inclusive political participation and socio-economic development in Nepal'. WFD has supported a growing body of research into the "cost of politics." WFD's approach focuses on the spending of individuals running for political office, rather than that of political parties. It is comprehensive and aims to cover expenditure incurred throughout the election cycle, tracking the money spent from a candidate's decision to stand for office at the party primary phase to the end of their elected tenure. These costs can be both monetary and 'in-kind'. The approach seeks to develop a better understanding of the factors driving individual spending on politics. This can help explain discrepancies between stated rules and their implementation, and provide clearer insights into the challenges of regulating, curbing, or better monitoring spending on political campaigns. WFD collaborates with country experts to conduct cost of politics research that explores the context and unique drivers of parliamentary politics costs in specific countries. The study involves collecting and analysing indicative costs through a nationally representative quantitative survey and qualitative discussions for different phases of seeking and maintaining political office. The research aims to outline potential solutions to reduce the costs of politics, which increasingly obstruct ordinary, well-qualified citizens from contesting for political office and contribute significantly to the under-representation of women in politics. Generally, female candidates, with less access to financial and political capital than their male counterparts, find themselves at a disadvantage when financial resources are a deciding factor. WFD's evidence, gathered over nearly a decade of study, highlights the systemic nature of the growing monetisation of politics. In many countries studied , women are self-selecting out of politics due to insufficient resources to run a credible campaign. Additionally, factors such as misogyny and violence deter women candidates, leading those who do run to come from a small, elite group, often referred to as 'networkers' in WFD's research into women's political careers in Asia. This exclusion results in a legislature that lacks diversity and fails to represent a broad cross-section of the population, leading to the alienation of under-represented groups. Recommendations from a cost of politics study in Nepal will focus on identifying opportunities for key actors-such as political parties, the electoral management body, and Parliament-to address these systemic issues and create a more supportive environment for candidates from disadvantaged groups. WFD is issuing this Call for Experts ("Call") to a range of potential experts and we would welcome a proposal from your organisation. This Call constitutes an Invitation to Tender. We seek to enter into an agreement with a single supplier (individual or organisation) who is a senior and experienced expert in thinking and working politically and in public administration . This expert, preferably a respected policy professional, academic, or political figure, foundation, or business equivalent, should specialize in governance and accountability and have experience in working on building state effectiveness, accountability and integrity. Contemporary knowledge of FCDO programming and the Bangladeshi political context is preferable. The expert will be required undertake two scoping missions to Dhaka where they will provide: • Scoping Support: Assist in identifying and refining key components of a proposed programme aimed at building state capacity and accountability in Bangladesh. • Policy Delivery Analysis: Conduct in-depth analysis of policy delivery challenges and potential coalitions to address them. • Institutional Analysis: Clarify the approach for delivering institutional analysis and incentivizing reforms. • Stakeholder Engagement: Engage with various stakeholders, including government ministries, donors, and think tanks, to support programme design and implementation. Timeline We are anticipating a first mission of ten days at the end of September to support scoping and the Concept Note. We are anticipating a second visit of ten days in February to support the delivery of inputs into the Business Case which will be finalised in February/March. Westminster Foundation for Democracy ("WFD") is looking to procure the services of a single local Corporate Hospitality Management company to assist WFD Sri Lanka team with all of their accommodation requirements and coordination of conferences and events, following WFD's guidelines and policies. Overview WFD is the UK public body dedicated to supporting democracy around the world. Operating internationally, WFD works with parliaments, political parties, and civil society groups as well as on elections to help make political systems fairer, more inclusive and more accountable. . We are a problem-solving, practitioner-led organisation that offers: • High quality and impactful regional and country programmes that directly support the full spectrum of institutions in political systems to develop inclusive political processes, more accountable political systems, protection of rights and freedoms, and more pluralistic societies; • Specialist analysis, research, and advice to inform policy makers on a range of democratic governance issues via its Centre of Expertise; and • International elections observation on behalf of the UK. Aim of this Invitation to Tender WFD is issuing this Invitation to Tender ("ITT") to a range of potential suppliers of services and would welcome a bid from your organisation. Due to the nature of the work WFD carries out, we conduct events, workshops, trainings, and meetings on a regular basis, with a diverse range of participants (both local and foreign) - including policymakers, parliamentarians, political party members, state officials, civil society representatives, international organisations, media, and the private sector. Our accomodation and conference needs are sometimes short-notice or subject to last-minute changes due to the changing needs of participants. For the logistical arrangements of these events, WFD needs the services of a provider that can facilitate both an individual's accommodation arrangements, complex group accommodation, and VIP accommodation, as well as coordination on conference requirements with the selected hospitality providers. The successful bidder will provide the following services: event venue/meeting space finding and booking and hotel bookings with an estimated annual expenditure of GBP 15,000 (no minimum guarantee) on accommodation and conferences. This will need to be reflected in a flexible cost and billing structure. We require dedicated agents on hand to help with any queries and to support with group, VIP, and complex booking needs.
