The University of Chichester is seeking a partner to work on its Chapel Building roof and floor. The Chapel Building is a locally listed building / within a conservation area. Constructed in 1961 the Chapel Building is steel framed with masonry and 'Crittall' glazed cladding sections. The main roof is a steeply pitched concrete pan tile cladding over a slaters felt to soft wood batten and close boarding, with four lead lined valley sections and eight lead lined internal gutter sections to the gables where the tiles and ridges are all bedded into position on a mortar base. All pitched sections discharge onto the flat roofs. Over a number of years there have been reports of roof leaks to various areas. Following investigation it is clear that there appears to be a number of problems across all areas of the roof and not attributable to one specific area or problem. In August 2022 agreement was obtained to carry out a tender exercise seeking professional services of a multidisciplinary consultant to support investigations, assessment, and subsequent design / specification to fully replace the building roof, and look into options for the Crittall glazed facades, and flooring. In this tender the roof, treatment to steels, water ingress mitigation, and flooring are included. It is expected the glazing will form a second phase of work in the future (date TBC). The University of Chichester is seeking to establish a partner to work with us to converge our current door lock solutions to integrated (lock) solutions with a long life span, with relevant, convenient and easy to use, standards based methods for current and future generations for staff, students, customers and visitors. This means that we are interested to consider flexible, multiple-token solutions including operation through mobile phones and biometrics. Ideally this would be with minimised, low maintenance devices and controllers and minimal cabling to infrastructure to each door. The University is a forward looking institution with a rich history that goes back to the 1839. There are around 110 buildings in total, some of which are interconnected or in clusters. Of these, some are modern, but there are also buildings whose construction pre-dates the University. Most buildings are located on the University's two campuses, with off campus student residences Stocksbridge (+405 rooms) and Fishbourne (+134 rooms). These buildings are variously used for teaching, student accommodation and administering the University, but also for public access and bookable facilities (sports halls etc) and hosts conferencing, sports, and other events. Premises are secured with a range of facilities, from hard (physical key) locks, but also (and increasingly) e-locks. These have developed over time, and with different solutions, across locks that enable internal and external facing doors, powered doors, and facilities such as parking barriers. Over time, we aim to bring together the governance and allocation of soft 'keys' (tokens/credentials), with ease of allocation, integrity, and of course rapidity and automation for terminating access, in a robust, easy to use and coherent (single) management system. Updating the student room's doors is our first priority, and we anticipate transitioning over locks and management. Usability, future-reproofing, security, any-time any-place and ease of use for operating the management system are key factors. Our general design principles are around, simplification, standardising, low maintenance, security, and supportability and are very much reflective of sustainability in all supply, materials, operation, and longevity. Full details of our requirements are available in the tender documents. There is no need to notify the University with your 'Expression of Interest' as all tender documents, Questions and Answers are open to all bidders. But please do send your completed submission, including contact details in Section 1, and responses to sections 2 AND 3, to the University by the closing date of 31st July 2024 at 12:00 (Noon), to tenders@chi.ac.uk. The University of Chichester is seeking suppliers who have the capability to provide the next iteration of the University's Firewall. The current provision is based on Palo Alto, and although this is not a given, we anticipate that new services must be able to integrate seamlessly with our estate and various interconnected services. Our services are protected by (and need to be compliant with) common security technologies and methods, including delineated VLANs, Role Based Access, Insider Protection / Firewalling, Multi Factor Authentication, Mobile Device Management and a Virtual Private Network for off-site access. Our infrastructure uses a private dark fibre to connect our two data centres, (one on each of the Chichester and Bognor Regis Campuses) each with a JISC internet connection. The University currently employs two Palo Alto PA-3250 firewalls, with one located on each of its campuses. They leverage Application Filtering, Threat Protection, Cloud based malware protection, SSL decryption and inspection, anti-virus protection, client VPN and user identification to maintain a strong network perimeter for the University's sensitive data. The University is amongst the first of HEIs to achieve institution wide ISO27001, and also has Cyber Essentials and Cyber Essentials Plus Accreditation, where this is required (with additional security protocols) for Defence Contactor work. We would expect our Firewall partners to embrace these standards, to recognise their role in our Information Security Management System (ISMS) and to work collaboratively with our excellent and highly committed team to maintain, enhance and constantly improve our Security Operations Centre. The University cannot contemplate business interruption - all systems operate 24/7/365. Any new or altered system(s) must be familiar and proven in the HEI sector and must be capable of seamless implementation. The University has limited opportunity to disrupt its workflows, as recruitment, retention, and the cycle of the academic year leaves no part of the year when a system can be taken off-line to be replaced, in part or in full. Full details of our requirements are available in the tender documents. All tender documents, Questions and Answers are open to all bidders. Please send your completed submission to the University by the closing date of 12th December 2024 at 17:00, (5pm) to tenders@chi.ac.uk. Please note, we do not accept submissions via file transfer sites. tenders@chi.ac.uk accepts emails and attachments of up to 35MB and it is acceptable to submit in more than one email.
