The contract is to remove and appropriately dispose of as many common carp and mirror carp as possible during 2023 from the ecologicially sensitive and highly designated Little Sea lake within the Studland Dune system, part of Purbeck Heaths National Nature Reserve. Carp were illegally introduced to the lake around 15 years ago, prompting serious ecological degradation of a sensitive aquatic ecosystem. Work to remove the carp commenced in 2014 and is ongoing. Various methods have been trialled, with trammel netting found to be the most effective. All work requires strict biosecurity measures to be adopted, and close liaison with National Trust ecologists and site managers. Funding has been secured through the Dynamic Dunescapes-DuneLIFE project for further carp removal in 2023. The primary purpose of this brief is to commission a suitably qualified consultant to deliver an options appraisal for new innovative finance products for urban trees and create a flow chart to help local authorities and others quickly identify what type of green finance might be most suitable for the type of urban forest they have, or wat to develop. More detail of the specific objectives of this work and the deliverables required is set out below: I. Discovery, development and design of new innovative finance opportunities for urban trees and forests based on delivery of environmental, social and economic outcomes. a. The focus for this work should be on identifying/designing funding models for urban tree planting which isn't viable for established natural capital markets (e.g. carbon, BNG), which could be structured around contributing to: i. Reducing air pollution ii. Workplace recruitment/retention iii. Reducing urban heat islands iv. NFM and SUDs v. Social prescribing b. Responding to identified gaps in the market and evidenced outcomes, the successful consultants are required to undertake an initial options appraisal of innovative funding models for urban trees and woods. c. The consultants will then seek to develop one of those ideas further, building the business case for that new product or approach. This would include undertaking the following core tasks: i. Design of business models ii. Stakeholder engagement to assess willingness to pay and prices iii. Financial modelling iv. Investment case where modelling illustrates viability v. High level recommendations on legal and operational models, where investment case is promising. d. As this is a developing and rapidly changing sector, the work will need to consider local and national projects, context and policy. For example, initiatives such as West Midlands Combined Authority's Local Investment in Natural Capital programme could have an impact on the feasibility of potential models in Birmingham. Such initiatives should therefore be considered an analysing opportunities for innovative finance models. II. Development of Green Finance Flow Chart Developing a simple Urban Forest Green Finance Flow Chart to help local authorities and others quickly identify what type of green finance might be most suitable for the type of urban forest they have in their area. For example it should quickly and easily help to identify the main sources of innovative finance for e.g. new trees, planted in a woodland-setting in peri urban locations. Site works to restore two mire systems (Agglestone & Greenlands) within the Purbeck Heaths National Nature Reserve, as part of a wider project led by the Dorset Peatland Partnership. The aim is to secure peat forming habitats, improve peat condition, slow flow rates and maximise Carbon capture within currently degraded mire systems. This will be achieved using a range of sensitive restoration techniques that are described in more detail in the attached restoration plans and project specifications. Activities include the installation of heather bales to block channels, installation of solid dam structures (plastic, metal, timber, woody debris), infilling of channels and flailing of vegetation. Contractors will be chosen based on capacity, capability, relevant experience including of working in sensitive habitats on protected sites, proposed solution and cost. This is a Request for Proposal for the supply and installation of Electric Vehicle Charging Points (EVCPs) to a range of sites across the National Trust, which covers England, Wales and Northern Ireland. The National Trust recognises a growing need to have an agreement in place for EVCPs. To support this, the National Trust have an existing contract with a supplier for the installation of EVCPs in our larger visitor car parks, but we have an additional requirement to provide an alternative solution for our 500+ holiday cottages and campsites, smaller visitor attractions and back of house charging for estate vehicles. As a result of this tender process, the National Trust is looking to set up a contract with the successful Proposer which will be communicated to all properties. It is envisaged that this agreement will run for 3 years with an option to extend. This is a two-stage process. Climate Change Study for The Mournes, Northern Ireland . The purpose of this RFP is to invite a list of possible suppliers to provide the Trust with a proposal for the provision of a review of historic satellite imagery and development of a climate change study for the Mournes. This will allow the Trust to understand which supplier will be capable of meeting the requirements and to identify a preferred supplier based on the information returned. The National Trust is seeking a total cost proposal from a suitably qualified Consultant to deliver the following: 1. Analysis of satellite imagery (from 1970's - present day) Review and analysis of historic satellite imagery to determine trends in the changes to the landscape (for example, habitat changes, wildfire scars, erosion etc.) across the High Mournes and environs. The Consultant will need to source the satellite imagery, for example, through the Sentinel Hub, and include any cost for this within their fee proposal. 2. Development of a climate change study examining the effects of climate change on the Mournes and how management should change to address it. The climate change study should have two elements: adaptation and mitigation. This work is being commissioned as part of a new partnership programme with the National Lottery Heritage Fund, which aims to inspire, incentivise and support towns and cities to put nature at the heart of their places, for the benefit of people and planet. SCOPE OF THE WORK There is a wealth of evidence to demonstrate the positive link between nature and human health (both physical and mental). Many reports highlight the significant health benefits that nature provides, but there remain very few examples of health markets, funders or investors generating funding for nature-based solutions. Natural England and the National Trust require the services of a contractor to undertake research to grow our understanding of health markets and health investment/funding models and to better understand how and where nature-based solutions that deliver multiple benefits to people could attract investment/funding generated from these markets. We particularly want to understand who fund and/or invests in health outcomes, why they invest, and the level of risk appetite associated, and the financial mechanisms and models that facilitate this investment. We want to understand how nature-based solutions could enter these markets as well as where there are opportunities to develop new nature-based investment and funding models focusing on health outcomes. In summary this work will involve; Phase 1 - understanding health markets Phase 2 - roundtable exploration of opportunities Phase 3 - developing investible packages EXPERTISE OF CONTRACTOR The Working Group is looking to work with experts or a consortium of experts with a track record of the following: 1. We are seeking an experienced Independent Facilitator(s) to support the development of a significant nature and heritage rich and accessible green corridor in the north-east urban fringe of Durham City. The Independent Facilitator(s) will play a crucial role in ensuring the success of this initiative by guiding a group of stakeholders and the Durham City Green Corridor Board. This role is part of a collaborative project between Durham County Council and the National Trust, aimed at connecting urban communities with the countryside along the River Wear. We want to commission an Independent Facilitator(s) to support the development of the green corridor and ensure the project's governance structure is appropriate for working together towards our shared objectives. BACKGROUND Nature Towns and Cities is a coalition of organisations (National Trust, Natural England, and National Lottery Heritage Fund) working together to inspire, incentivise, and support UK towns and cities to take ambitious action for urban green space. Our aim is to help millions more people enjoy time in nature close to home, in greener, thriving towns and cities. We want more urban areas to use nature recovery and nature-based solutions to tackle health inequalities and climate change, and to put nature at the heart of communities to grow their prosperity, connection and resilience. This commission seeks to support UK towns and cities to access private funding and stimulate an urban greening marketplace. This will begin by providing an online 'marketplace' where urban greening interventions, such as street tree planting, can be tokenised and purchased/funded. SCOPE OF THE WORK In order to help Local Authorities and their partners access private funding, Nature Towns and Cities is looking to develop an online 'marketplace' platform to enable funders to purchase / fund urban interventions in the form of tokens, starting with urban tree tokens. Previous work has broadly validated the demand side requirements for tree tokens and produced a strawman outline of what functionalities may be needed on a platform, for example a map to display tokens at a street, town and national level. Further demand side testing is required, and we would like this to be supported by a theoretical display (prototype) of the marketplace platform to help communicate the concept. This prototype should at a minimum display theoretical tokens, provide the ability to click on a token and see more information such as price, nature-related benefits and photos, the ability to bundle tokens and 'check-out'. The second part of this commission (to be developed in tandem with the prototype) is to produce a functional minimum viable platform / marketplace hub from an existing platform hosted by the supplier.
