PIN- HMS Victory Rigging Hardware Conservation & Fabrication
The aim of the HMS Victory Conservation Programme is to deliver a fully conserved ship, able to survive in an open environment for the next 50 years without major work beyond a programme of planned maintenance.
A key component of the project is the conservation of existing rigging elements including masts and yards - generally referred to as 'spars' - and assorted metalwork items. There will also be a requirement to fabricate replacement items.
The NMRN is planning to host an industry day at the Portsmouth Historic Dockyard in November 2024.
The tendering approach is yet to be determined although the aim is to advertise the opportunity in February 2025, with envisaged contract award mid to end of June 2024.
The NMRN may ask its appointed consultants to engage with interested bidders on its behalf.

NMRN Hartlepool New Naval Galleries Project- Exhibition Designers PIN
The National Museum of the Royal Navy, Hartlepool is based within the Hartlepool Marina area, which is around 1km north east Hartlepool Town Centre and very close to the main train station. The museum is based in the collection of buildings which are known as the Historic Quayside (or Historic Quay), which was purpose built as a museum in the mid-1990s
NMRN have purchased the adjacent Vision Retail Park. The VRP comprises of seven units and 250 car parking spaces. The units include a large portal steel frame building with a glass frontage of 58,000ft2 (Units 1 to 4/5)
There is an urgency to procure a professional team, part of this is the Exhibition Designers and it is for them to develop a priced RIBA Stage 2 concept design for the whole site by January 2025 to allow NMRN to consider the proposals and submit an Expression of Interest (EOI) to National Lottery Heritage Fund (NLHF) soon after. Subject to NLHF approval or otherwise NMRN will then move to prepare a NLHF Round 1 Application or if not successful reconsider its options.
The remaining professional team is already being procured at the time of the PIN's release.
The NMRN is hosting a Market Engagement Day at NMRN Hartlepool on Tuesday 15th October, which will allow the Project Team to discuss the project in detail, and visit the NMRN Historic Quay and Vision Retail Park where the New Naval Galleries will be situated.

Fleet Air Arm Museum (Museum Cleaning Provision) - PIN
The Fleet Air Arm Museum of the NMRN is looking to appoint a contractor to undertake regular daily invasive cleaning of the Museum's toilet and washroom accommodation, as well as perform basic daily housekeeping such as emptying both internal and external bins.

Fleet Air Arm Museum (Environmental sustainability and environmental resilience of Cobham Hall) - Design & Build PIN
The Fleet Air Arm Museum (FAAM) is part of the National Museum of the Royal Navy and houses the historic Naval aircraft element of the NMRN Collection. The reserve collection storage building (Cobham Hall) is situated at Yeovilton, Somerset, on a site positioned opposite the main Museum site
Cobham Hall was constructed in 1999 and represents a very high quality (at the time) state of the art, climatically controlled museum storage building. The store is a steel portal frame structure (approx. size 100m X 60m), with block walls with metal sheet cladding.
This project will focus on works to Cobham Hall which will benefit the wider FAAM site. We have launched this PIN to highlight the provisional scope of these works, to gauge interest from contractors and to further refine the overall specification.
The project will appoint a single prime contractor on a 'Design and Build' contract to work with the NMRN Conservation Team and local FAAM Operation and Facilities Team, to design and install a package of works:
a) Provision of a new roof coating across whole roof elevation and end panels of Cobham Hall. To include Delcote architectural coating system incorporating Seamsil to the edges and lap ends.
b) Provision of new rainwater management system (rainwater goods).
c) Installation of Photovoltaic (PV) Solar Panels to 30% of Cobham Hall south-west roof elevation (the maximum given roof loading data), with associated battery storage, estimated at 440 panels providing 176kWp
d) Installation of additional ground-level PV array to north-west of Cobham Hall, estimated at 200 panels providing 132 kWp
e) Installation of energy-efficient light-fittings throughout Cobham Hall.

HMS Warrior Dry Docking & Mooring Works- Professional Team PIN
HMS Warrior was built in 1860, is berthed at the National Museum of the Royal Navy (NMRN) Portsmouth and was last dry-docked in 2004 in the Portsmouth Naval Base (PNB). NMRN are planning to dry-dock HMS Warrior for hull, onboard moorings and rigging maintenance, when a dry-dock is available within the PNB.
The availability of a dry-dock is dependent on Royal Navy requirements so the dry-docking may be during the winter of 23/24 or winter 24/25. Whilst the ship is in dry-dock, the permanent sea moorings are to be serviced or renewed and her berth dredged.
HMS Warrior was the Royal Navy's first iron hulled warship, launched in 1860 in Blackwall, London. The ship
featured innovations such as hybrid propulsion of steam engines and sail, and advanced weaponry for the time.
The speed of innovations at the time meant she was placed in reserve a mere 12 years after commissioning.
Warrior became a training ship, then an oil hulk in Pembroke, Wales until being saved for preservation in 1979.
She was fully restored at Hartlepool before returning to Portsmouth in 1987.
These requirements may change in scope and available funding, so this is currently indicative of at the time of writing.

The National Museum of the Royal Navy (NMRN) is an arm's length body under the Royal Navy and is funded by public revenues, and is therefore governed by the Managing Public Money principles and Public Contracts Regulations (2015). In addition to this the NMRN would be seeking a Contract Management function also to help us monitor our suppliers' performance and ensure our records are complete and accurate.
The NMRN and the Procurement Team would prefer to see demonstrations of E-Procurement software as part of supplier dialogue before entering a formal tender process. This will be arranged by the NMRN with you.

HMS Warrior Electrical Rewiring- Design & Install (PIN)
In 2017 the HMS Warrior Preservation Trust merged with the National Museum of the Royal Navy (NMRN), following the merger the NMRN conducted surveys of Warrior's electrical systems and identified that it requires extensive rewiring work. Previously in 2018 a tender was advertised but was not awarded following feedback from the submitted bids.
Scope of Work
The NMRN are seeking to rewire HMS Warrior to bring all electrical systems on board to current standards, these include;
- Refurbishment and upgrade of lighting within historic replica lamps on board.
- Full rewiring of the ships electrical system, including shore side on the Jetty.
Replacement of;
LV/Small Power Systems
Fire Alarm System (to L5 standard and L1 performance)
PA System
Mast Downlights
CCTV System
Leak Detection and other alarms on board
There is also a requirement for the heating system circuits of HMS Warrior to undergo rewiring.
