Development Consultancy Framework for the provision of Employers Agent, Cost Consultancy, CDM Advisor, and Principal Designer Services
The Guinness Partnership (TGP) is seeking to establish a multidisciplinary framework to deliver a range of development consultancy services across its nationwide portfolio. The framework will support the delivery of affordable housing, building safety, and regeneration projects, and will cover the following service areas:
• Employer's Agent - including contract administration, project management, and procurement advice.
• Cost Consultancy - full financial management of projects, including budgeting, tender review, and value engineering.
• CDM Advisor and Principal Designer - ensuring compliance with Construction Design and Management Regulations and promoting health and safety throughout the lifecycle of the works.
These services will be required across England, with a focus on key regions such as Greater Manchester, London, Brighton, Milton Keynes, Bristol, Gloucester, and Leeds. Flexibility and strong regional coverage are essential due to TGP's dispersed housing stock.
The Guinness Partnership Limited, with its appointed managing agent ProcurePublic Limited, has awarded qualified and experienced contractors for inclusion on its newly established Buildings Remediation Framework.
This Framework supports both planned and reactive remediation projects across residential and mixed-use properties and is available for use by all UK public sector contracting authorities.
The procurement was conducted through an open process. The opportunity was open to all competent contractors with demonstrable experience in building remediation and fire safety. Bidders were able to apply for one or more workstreams, via CPV codes, UK regions, and contract value bands, reflecting their organisational capability, experience, and capacity. This ensured equitable access for organisations of all sizes.
ProcurePublic encouraged submissions from SMEs, regional contractors, specialist providers, and established tier 1 contractors. Applicants were permitted to select the project size/value band for which they wished to be considered, supporting proportionality and fairness in line with best procurement practice.
The Buildings Remediation Framework covers a comprehensive range of remediation, safety, and structural works. The scope includes, but is not limited to:

Fire Risk Assessments (FRA) including FRA Type 1-4
Intrusive investigations, opening-up works, removal, and management
Specialist compliance surveys relevant to remediation programmes
The Guinness Partnership Limited, in collaboration with managing agent ProcurePublic Limited, has awarded suppliers for a new Temporary Accommodation Framework. This framework is designed to meet the essential needs of public sector contracting authorities for temporary housing and decant services.
Under the framework, any UK Contracting Authority (as set out in the Contract Notice) may call upon suppliers to deliver a range of temporary accommodation solutions and related support services. These may include self-contained units (apartments and flats), serviced accommodation (house shares and guest houses), and emergency bed-and-breakfast arrangements. Additional services may encompass furniture hire, utilities management, housekeeping, welfare support, lettings, and tenancy management.
Selected suppliers will be required to provide a comprehensive, year-round accommodation and decant service, operating 24/7. This will cover the vetting, sourcing, and booking of suitable accommodation, along with the procurement of all necessary ancillary provisions through hire or purchase.

The provision of a garden machinery repair and maintenance service to ensure all Guinness owned garden machinery is serviced in accordance with manufacturer guidelines to ensure the machinery is safe and in good working order ensuring that Guinness remains compliant with The Provision and Use of Work Equipment Regulations 1998.
Providing measured surveys for various schemes to support Type 4 FRAs and remediation works to be carried out. The measured surveys will assist the first engineer with location of intrusive inspections throughout the building in the Type 4 FRAs and will be used for designs for any remedial works that follow.
Retrofit Assessor, Retrofit Coordinator and Retrofit Design Services

The Guinness Partnership required experience and resources to be utilised to address the urgent and immediate Health and Safety issues being experienced by a large number of residents at a West London block, mainly consisting of damp mould, condensation and water penetration.
Carrying out repairs, communal & internal decoration, cleaning & gardening and waste removal across PSA, Supported Housing & Disposals stock as a one stop service.
