Swansea University is seeking to appoint a Contractor to provide: Additional Security Capacity over and above the in-house service to meet increased demand. Some of these will be known events that are listed below, but additional short notice requirements such as VIP visits or an increase in the National Alert State will set a requirement for additional temporary staff. Swansea University and the City and County of Swansea Council (together the "Partners") shall establish a Joint Venture ("JVCo") to operate the Swansea Bay Sports Park ("SBSP"). The expectation is that the SBSP will then be managed by a third party operator under contract to the JVCo. Swansea University’s Fisheries Programme team wish to source a suitably qualified and experienced supplier of Acoustic Tags and Passive Acoustic Receivers up until the programme ends on 31st March 2028. The Programme teams existing passive acoustic array currently comprises ca.200 deployed receivers (about 190 deployed at sea and approximately 30 in rivers) currently operating on MAP 114, map 115 and Gen2 with most equipment on long term loan from partners including Natural Resources Wales, Natural England, The Environment Agency and the Atlantic Salmon Trust. The Senedd election is scheduled to take place by May 7th, 2026. In order to study this election, the project academic leadership team of Prof Matthew Wall (Swansea University), Dr Bettina Petersohn (Swansea University), and Dr Anwen Elias (Aberystwyth University) are leading a survey-based research project seeking to capture and disseminate representative data on Welsh voters’ attitudes, behaviours, and socio-demographic attributes (including an enhanced focus on the themes of ‘place, power, and political engagement’). The wider project toward which this work will contribute is entitled ‘The 2026 Welsh Election Study: Place, Power, and Political Engagement’ In this procurement process, Swansea University is seeking tender submissions from survey providers to undertake a series of representative sample survey waves of the Welsh electorate, encompassing one pre-campaign wave, one in-campaign wave, and one post-campaign wave. The overarching aim of the WES 2026 Survey is to implement a high-quality data collection strategy to capture voters’ attitudes and behaviours pre-election, during the campaign, and after the Senedd election in May 2026, resulting in a cutting-edge public opinion data resource that is, as far as possible, robust, representative, and generalisable for inference about the Welsh electorate. The research team has identified push-to-web as the representative sampling methodology that they will deploy. A clear, granular account is required of how this approach will be rolled out to deliver 3 x representative samples across the project timetable (see section 9). A minimum n of 2,000 is stipulated for each survey wave, but the approach is one that prioritises data quality over quantity. As such, an emphasis is sought on the survey frame coverage, on the randomisation of selection, and on the protocols to secure a 20% plus response rate, as well as the generation of survey data weights. In addition and as stipulated above, an approach is also sought to the provision of anonymized respondent location data using the ONS Output Areas system. The project is funded by UK Research and Innovation’s (UKRI) Economic and Social Research Council (ESRC). WES 2026 is part of a UK-wide set of national election studies, and its work supports the delivery of ESRC’s data infrastructure strategy. The Project comprises of the full removal of the existing duplex pair of top drive traction passenger lifts and the full replacement with a duplex pair of MRL traction passenger lifts as specified in ‘3. The project will run sequentially with the right hand (lift isolated) lift being completed first and the LH remaining in service until the completion of the first lift. The right-hand lift was isolated but will run on inspection and the left-hand lift was operational at the time of writing this document. This re-tender procurement process is to source a suitable supplier of high-end portable Ultrasound Machine with specialised phased array cardiac, linear and non-imaging probes. The original Specification from tender SU05(26) which was advertised but not awarded in September/October 2025, has been overhauled to better address the challenges of its practical use in the intended physical environments, as well as its extended scope of data analysis, to better meet the needs of the research. The role of this equipment is to satisfy the high-quality clinical research imaging to be acquired in remote locations with underserved populations. Dr Drane has laid foundations to explore how rapid urbanisation contributes to rising rates of cardiometabolic disease worldwide and in order to understand the earliest mechanisms of pathophysiology and disease, the scope of the research needs to include people whose lifestyles remain largely unaffected by urbanisation. Since the remote locations of such communities often exclude them from institutional research, a fully portable, high-end ultrasound machine is needed to enable inclusive, community-based research. The successful supplier must be able to deliver their equipment to the Health and Wellbeing Academy, Glyndwr building on the University’s Singleton Park Campus (map and full address provided within tender documents). External funding has been granted from the Higher Education Research Council (HERC) for a fixed maximum budget of GBP 44,900 excluding VAT (this equipment is VAT exempt due to its medical research usage) which includes all delivery and service contract costs. The HERC funding stipulates a delivery deadline of 31st March 2026, so we would like to achieve delivery with appropriate training and SOPs provided to all users, as soon as is practically possible.
