Swanley Town Council is seeking to appoint a preferred contractor to source, fit and install two containers with multiple functionality. The units will include two large changing rooms fitting up to 24 player seats/pegs, five general public toilets, one disabled user friendly toilet, two shower blocks and an officials. The outcome of the tender process and decision will be to identify and select a single contractor to take the project forward from consultation to a final design and completed installed containers. All this must be considered whilst still working within the site's constraints.

3. Requirements
The Town Council is requesting the following:
Creation of two changing rooms, toilets, showers and an officials changing room on the old golf driving range at the back of the Olympic Sports Centre. The specification should be the same as the design below outlines.
The price includes the items listed below.
• To supply two container structures - Length 11750 Approx / WidthTr 3680 Approx.
• To fully fit the units with all necessary components required.
• To supply all small tools required for completing the works.
• To supply all plant required to carry out the works.

Creation of a new rugby pitch and a training area on the old golf driving range at the back of the Olympic Sports Centre.
• To cut and fill the rugby pitch and training area using 360 machines, dozers and dumpers.
• Install drainage to the edge of the pitch.
• All spoil to stay on site.

A new sewage connection must run from the park public toilets along approximately 300 linear meters to the main sewage network along Collage Road.
The toilet facilities are situated next to New Barn Road within the curtilage of Swanley Park with the current drainage leading to a Cess Pit which is emptied up to eight times weekly at 4000 ltr a time.
The Cess Pit currently serves a single changing places toilet, two mens cubicles and 3 urinals, 11 cubicles ladies, one baby changing room toilet, one domestic property, one cafe, one staff toilet and 13 basins.
The quote must allow for:
1 . Carry out statutory searches on utility undertakers and obtain all service drawings.
2. Supply of method statements and risk assessments required.
3. Supply of all signing lighting and guarding required including for all heras fencing required.
4. Supply of all heavy duty shoring equipment required trench boxes and manhole boxes.
5. Mobilization to site for all plant and materials remove on completion.
6. Excavate for and construct new type A & B manholes to sewers for adoption specifications maximum depth 4.2m. Averaged depths 3.1m (design to confirm) remove spoil from site.
7. Install new 180 MDPE gravity sewers by directional drilling method including road crossing.
8. Air test all pipework on installation.
9. Supply of all confined space entry equipment required IE gas monitor's, escape sets 3 man riding winch harness and lines for all manhole entry's for duration of work.
10. Obtain relevant road closure if necessary.
11. Complete all sign off for Thames Water to adopt the new connection.
12. Decommission / Close Cess Pit
The following conditions apply:
1. Prior to excavations starting, the area of any excavations shall be fenced out to all users of the footpath crossing the Avenue of Limes,
2. Swanley Town Council & Kent County Council to reserve the right to:-
( a ) inspect the work as it proceeds, subject to any Health and Safety requirements made by contractors,
( b ) gain access to its adjoining playing fields via the rights of way defined in the current lease
3. No tree roots over 25mm diameter within any excavations to be cut without the permission of a tree surgeon appointed by the Town Council, and any such cuts to be suitably treated as soon as possible thereafter, prior to excavations being backfilled,
4. All excavations to be backfilled with compacted soil to marry in with adjoining ground levels, and thereafter re-seeded to the the reasonable satisfaction of Swanley Town Council.

Example Specification:
- Supply storage container for machine and equipment.
- Spike courts with 30mm holes at approximately 450mm centres and backfill with pea-shingle.
- Chase a 150mm channel around present edging kerbs and feather new surface down to old kerb edge should new edging kerbs not be required.
- Cut root lifts and infill with macadam in readiness for new wearing course.
- Supply and lay a bitumen emulsion tack coat.
- Hand lay and screed along 40mm steel bars 6mm open textured Supersport Multi Play tarmacadam wear course to a minimum compacted depth of 30mm laid in accordance with
SAPCA, The Lawn Tennis Association and BS4987. Thoroughly roll and cross roll with suitable power roller until an even close-knit surface occurs.

- Mark out and paint five sets tennis, five sets netball and one set of basketball lines with quartz sand slip-resistant acrylic line paint. (Price to not paint basketball lines to be considered if evidenced in quote and saving can be met)
- On completion of all works, all surplus arising shall be removed and the site left clean and tidy.
If you believe a different approach to resurfacing the courts can be achieved and would be to the betterment of the facility then the Council would welcome your views.

To replace current wetpour base with a new wetpour safety surface which compiles with BSEN 1176 and has a minimum guarantee of 2 years but preferably longer. A maintenance plan is a desirable extra service we would like. The product should have been tested in accordance with BS EN 1177 and BS EN 7188.
To remove existing equipment unless agreed otherwise and replace with new equipment with a significantly uplifted play value compared to the current playground.
The area and equipment where possible should follow a jungle theme with a center piece designed to look like an elephant.

To remove existing equipment, wetpour and then top soil with seed the current playarea and replace with new equipment in a new location on the Recreation Ground with a significantly uplifted play value compared to the current playground.
The area and equipment where possible should follow a space theme.
