Expressions of Interest for Bus Shelter Operating Contract - Swale Borough Council Area This opportunity closes at 12:00 noon on Tuesday 1st July. This Notice provides information of a future opportunity to provide a bus shelter supply, operation and maintenance service for bus shelter locations and infrastructure in the Swale Borough area in Kent. Swale Borough Council (SBC) would like to engage with bus shelter providers in regard to supply, installation and maintenance of bus shelters, including some possible living roof shelters, for bus shelter infrastructure managed by SBC in the Swale area and to agree a preferred supplier and product as per SBC's specification. SBC requests that interested suppliers express an interest in this opportunity and share their thoughts and expertise to assist SBC to determine and shape the specification. The solution can be a new design or based on an existing design used elsewhere. Land at Leysdown Costal Park, Shellness Road, Isle of Sheppey, Kent, ME12 4RP known as Pitch & Putt course, Leysdown Location The Pitch & Putt Course is an approximate 12.4 acre parcel of land located along Shellness Road at the east end of the Isle of Sheppey. The site is adjacent to a council managed play area and open green space that forms part of Leysdown Coastal Park. Leysdown is a seasonal coastal area with beaches, a number of caravan parks and a diverse mix of residential housing. The nearby Promenade offers a mix of beachfront entertainment. Swale Borough Council is seeking Expressions of Interest (EOI) from organisations and individuals to manage and maintain a 9 hole, par 3 Pitch & Putt Course under a FRI lease agreement on land at Shellness Road, Leysdown with the objectives being to secure income for Swale Borough Council and to contribute positively to the leisure offer to visitors and residents alike. Description The premises has not been operated for approximately 5 years and initial investment in this site will be required to secure the site and cultivate the golf course to bring up to the standard required to deliver this type of business.. There is a small building on the land that has been used as a greeting hub and storage of equipment. The adjacent parcel of land is approximately 1700m2 is also being offered as part of the lease for customers of the Pitch & Putt for parking. This parcel of land is grassed with bollards identifying its area. The repair and maintenance liabilities would fall on the successful applicant. Term A minimum term of 5 years with a view to extend subject to subsequent successful operation of the facility. No security of Tenure is offered. Swale Borough Council are currently reviewing options for public convenience service provision post March 2026 when the current service contracts expire. We currently have 16 public conveniences. Part of this review has included a consultation on facilities and the future of some of these public conveniences. To assist with the development of the future contractual opportunity we are seeking views from potentially interested parties to help shape the specification. 1) Currently, the hygiene services contract provides and maintains baby changing units, hand driers and sanitation bins for all public facilities and for three local authority office buildings. This contract is separate to the opening, cleansing and minor maintenance of public conveniences contract. Should the two areas of work be combined under one specification, or should they be kept as separate lots for bidding purposes? 2) It is expected that a core of public conveniences will continue to remain open for the public to use. However, there will likely be a small number that may be closed or transferred in ownership to other organisations such as town or parish councils. If the transfer process extends past the start date of the new contract, these establishments will still need to be opened, cleansed and maintained for a period of time until the successful transfer can take place. For these few establishments we would appreciate your comments on these points: Currently, we are considering an option to offer these facilities as a separate Lot on a shorter term (with extensions). How should we ask for them to be priced if the intention is for them to change ownership most likely within year 1 (monthly, six monthly etc)? It is possible that different establishments get transferred at different times (or maybe not at all). How should this be considered in the contract with regards to removing facilities and will that impact pricing for the remaining facilities? 3) Would any bidders suggest we advertise the opportunity in any other way other than all establishments under one specification e.g should we advertise some facilities (or groups of facilities) as individual lots? 4) How much notice will bidders need prior to taking a decision to close/ transfer one of the facilities identified in question 2? 5) Most of our facilities have no permanent attendants. A few facilities where there is high footfall or a possible elevated risk of damage have partial attendance ranging from 3 – 6 hours a day. What are bidders views on this? Does this seem reasonable or would an alternative model be preferred? What model would offer best value for money? Should there be an option for a variant bid from prospective service providers? 6) How would bidders satisfy mass openings at the same time without the provision of attendants at some venues? 7) Is there anything else we should be considering or amendments/ models that may enhance the service but still offer the very best value for residents? 8) Any other comments or considerations? Swale Borough Council has had successful supplementary environmental enforcement contracts for 10 years. Officers provide a visible deterrent and issue Fixed Penalty Notices (FPN’s) to offenders. Previous contracts have focussed on environmental issues that are important to our residents such as littering and dog fouling. Officers have also investigated other concerns such as breaches of the Public Space Prevention Orders (PSPO’s). It’s now time to retender. We are keen to engage with interested partners. We acknowledge that changes need to be onboarded to develop and grow solutions for enforcement. The enforcement provision is a self-funding service with the cost of delivery funded from the money received from the Fixed Penalty Notices. We are open to embracing new ‘value for money’ ideas, innovative solutions, and new pricing models that have been successful in other local authorities. The Council takes a strong stance on enforcement when it comes to environmental issues. We pride ourselves on such services being delivered in the right way. Master's House in Trinity Road, Sheerness was formerly the district office for Swale Borough Council. It is a two storey, largely period property comprising 5,813 sq. ft gross internal area. It is a well-located asset in the heart of Sheerness, between the Water Tower and Holy Trinity Church, with Swale Borough Council's Trinity Place Car Park to the rear and a short walk from the High Street, train station and sea front. A location plan is attached. The building has benefited from a £1.5m refurbishment, including a range of low carbon measures and it is now the intention that it is managed to provide good quality, small business space with associated meeting rooms and kitchen areas provided. The building should also provide wider community benefit through the provision of meeting rooms and a larger function space on the first floor. Any event should adhere to regulations and have relevant licences in place. The configuration of the refurbished space can be found on the plans attached, including room sizes. To the rear of the building are three separate workshop spaces. Whilst these are not part of the refurbishment an application for further funding has been made and it is hoped that these will become available, once refurbished, in the next 12-18 months. SBC currently owns two wet and dry leisure facilities, Sheppey Leisure Complex, Sheerness (incorporating Sheppey Healthy Living Centre and Sheerness Swimming Pool) and Swallows Leisure Centre, Sittingbourne, both of which are leased to Swale Community Leisure Trust (SCLT). SCLT employs Serco Leisure as their managing agents to operate the facilities on a day-to-day basis. There is planned major investment into the dryside facilities at Sheppey Leisure Complex in Sheerness which is due to commence in February 2025 and complete in March 2027. Swallows Leisure Centre in Sittingbourne has recently undertaken a refurbishment. As part of the procurement, we are considering the inclusion of a third facility alongside the two sites stated above; this facility, known as Faversham Pools, Faversham, is currently split in ownership between SBC and Faversham Pools Trust. This contract is due to expire in June 2023. We are therefore advising businesses of the opportunity to work alongside Swale Council and provide the necessary services. The current service is highly regarded and has received ongoing recognition from partners such as the RSPCA. In the last 12 months (Nov 2021 - Nov 2022) Swale Borough Council received a total of 260 reported stray dogs. 88 of these were taken to the kennels by our dog warden for owners to come forward, or to be re-homed if the dog was not collected. 44 of these were collected by owners and 39 were successfully re-homed by the kennels or passed on to suitable charities for re-homing (the remaining 5 had either passed away before we arrived, euthanised under a vets recommendation, or were delivered to another LA as the dog was found outside our borough). In the coming weeks, we will be offering the opportunity for businesses to quote for the advertised services on the ProContract e-procurement portal. Prior to advertising, we wanted to offer all interested parties the opportunity to suggest how the contract specification could be improved. We would be very interested to hear from any kennel establishments that may be able to assist in the provision of this service in its entirety, or for specific parts of it i.e. you may be able to kennel the dogs but not re-home them. We will then consider if the opportunity should be divided into lots involving collection, kennelling, and rehoming of the dogs. Bidders may then select to bid for one, two or all three parts of the service. Alternatively, depending on what the industry advise us, we may keep the opportunity as a single lot. Additional information: A few key points from the current service are as follows: • The current service involves our 'in house' officers collecting stray dogs 7 days a week up to 21.00 hours (therefore the current facility stays open until 22.00 for our officers to deliver dogs). These operational hours are currently under consideration and they may reduce after the review in time for the specification to be finalised. f you have requirements around collection times, we are flexible and still very interested to hear from you. • Dog owners can make appointments to collect their dogs from the current kennels and pay the fees incurred directly to the kennels (within normal working hours). Again, this is open for discussion as alternative models could apply. • After the statutory 7-day period the dog becomes the property of the council. We welcome ideas for how the re-homing of the dog could work but options may include the kennel taking ownership after day 7 and re-homing the dog directly. Alternatively, the council could arrange a place for the dog at a recognised re-homing charity (or possibly a hybrid of the two). SBC do not perform any rehoming or home checks, so our dog warden currently starts the re-homing process by reaching out to established and respected rescue organisations. This is completed as quickly as possible however there are occasions where this takes more than the 7 days to be arranged. We operate a non-destruct policy unless it is in the best interest of the dog and under veterinary advice. • Animal welfare is of course critical, and establishments would need to have suitable facilities, protocols, record keeping, regulatory licences and procedures in place to ensure legislative compliance and high standards of welfare for the animals. Swale Borough Council is inviting Expressions of Interest to quote for a structural inspection of a footbridge over Network Rail Sheerness branch line off Cromwell Road, Sheerness. Evidence of previous inspections of structures over the Rail Network would need to be submitted before consideration. This would include copies of previous RAMS, WPP and BAPA agreement with Network Rail. The survey should be carried out by a suitably qualified structural engineer with the relevant experience and qualifications in bridge structures, and all necessary permissions from Network Rail. Expressions of Interest for Visitor Centre and Catering Concession Swale Borough Council is seeking expressions of interest (EOI) from organisations / parties to operate, occupy, manage, and maintain the visitor centre and potential catering concession at Oare Gunpowder Works Country Park, off Bysing Wood Road, Faversham, Kent, ME13 7UD. The whole site measures 7.2ha in total and currently consists of the Visitor Centre, toilets, car parking, woodland and open space interspersed with historic remains of the former gunpowder works, leats (small water canals), lake and picnic areas. https://oaregunpowderworks.co.uk/ The site is a scheduled ancient monument, part Site of Special Scientific Interest and well known for both its heritage and biodiversity value. It has consistently been awarded both Green Flag and Green Heritage award status and there are several external groups involved in providing volunteer maintenance and visitor activities. We have been welcoming visitors for nearly 20 years following creation of the park with a lottery grant and continue to maintain the site and facilities guided by our management plan. We believe the site has the potential to be a bigger tourist and local resident destination with an all year round offering. The Council is seeking an experienced operator who can add value to the sites offer to visitors and manage the visitor welcome and experience by operating the visitor centre and unlocking and locking the site at weekends and bank holidays, under an appropriate agreement commencing from 1 April 2024. The Visitor Centre currently consists of:- • Heritage Displays • Environmental Displays • Toilets • Small Kitchen The visitor centre is a single storey former cooperage adjacent to the car park and provides a good opportunity for a more commercially focused provider to deliver visitor welcome, interpretation and deliver a food & beverage provision for the country park. The internal part of the building currently mainly houses heritage and environmental displays, with education/volunteer meeting space. Bidders are advised to inspect the building and carefully consider the cost of reconfiguring the interior, providing catering equipment and any necessary works before submitting their EOI especially in light of the sites Scheduled status. It is anticipated that Planning Permission and Scheduled Ancient monument Consent will be required for significant changes. In addition to the key building, the Council is keen for the site to attract more visitors to the area, all year round, but in particular during the summer season. Innovative ideas are therefore sought on what additional offering could be created on the site. As the site has multiple users, it is important your EOI shows how you will balance and work alongside these, attract new and return visitors. Groups include the Friends of Oare Gunpowder Works, volunteers, KCC Childrens Centre and a Home Education Group. Cont. Additional information: It is expected that the successful applicant will open the building to the public all year round and during that time will also open the adjacent, access, car park and public toilets. It is anticipated that the Council will continue to provide basic grounds maintenance services to the whole site, while building maintenance of the visitor centre will be the responsibility of the tenant, potentially full repairing, depending upon the length and nature of the agreement.
