Procurement for a Virtual Wards solution to NHS Surrey Heartlands ICB
Surrey Heartlands Integrated Care System invite suppliers of remote monitoring technologies to submit tenders for a monitoring platform and device ecosystem solution, for the provision of care to patients across Surrey. The ICS will be supporting Primary and Secondary care providers build resilient technology enabled Virtual Care services, providing clinically safe patient care away from acute settings. The ICS requires that solutions provided can immediately be upscaled in alignment with trajectories the Integrated Care System submitted and agreed with NHSE.
The partnership of providers in Surrey requires, from the outset, interoperability with in situ primary, community and secondary care electronic patient record systems, a future proof solution which can support both spot and continuous monitoring and invite suppliers to articulate a service offering for the issue and retrieval, maintenance, and infection control of remote monitoring devices, once the service goes live.
The initial ambition is to support @Home monitoring and Virtual Wards e.g., acute frailty and acute respiratory infection pathways, maturing rapidly to provision a solution which supports people along the care continuum, including providing higher levels of monitoring according to needs. The ICS seeks to demonstrably achieve both admission avoidance and early discharge from acute settings. Surrey Heartlands have a strong organisational desire to create the highest standard of end-to-end patient experience and would request suppliers who tender provide solution designs and narrative focused on articulating this goal.
Other service providers across Surrey will seek to utilise this platform: Cancer Services, Adult Social Care and Children/Young People and Maternity. There will be potential opportunities for suppliers to create further Virtual Care pathways to support additional services on the platform, once implemented and the operational need for further devices beyond the initial capacity. Cancer Service have immediate investment opportunities in financial year 2023/24.

This contract is for the provision of a nurse led homecare service to administer intravenous COVID-19 neutralising monoclonal antibodies to eligible community patients registered with a GP in Surrey Heartlands in line with NICE TA878.
The contract is required following notice being served since which time patients have been provided with oral antivirals with IV therapy reserved for individuals recommended by their specialist service. IV administration has needed to be delivered at a specialist centre in the absence of an infusion service at home.
The service is required as soon as feasibly possible in the interests of patients.
The indicative maximum contract value is £408,000 over 3 years.

Non-Obstetric Ultrasound Service for Surrey Heartlands Integrated Care Board
Surrey Heartlands ICB is seeking to appoint a contract for the provision of a non-obstetric ultrasound service to eligible patients registered with a GP in Surrey Heartlands ICB North West Surrey Place. This contract is for a local, direct access non-obstetric ultrasound service. The Provider is required to provide staff qualified to appropriate levels of skill and experience, using ultrasound equipment which complies with the guidance set by the Royal College of Radiologists. The service will require connection to NHS image transfer solutions, provide robust performance management systems and guarantee stringent levels of clinical governance.
Providers will be required to provide diagnostic investigation and a report to the referrer, which covers the description of the investigation and findings and, where appropriate, any recommendations which may include further imaging or investigation and advice on Primary Care management. The use of structured reporting will support local referrers in their options for further clinical management. The service will need to be fully quality assured, validated and supported by Surrey Heartlands ICB.
The Provider must aim to provide an excellent patient experience across the entire clinical and patient pathway. In order to measure this, Providers should have in place robust mechanisms for collecting patient feedback using approaches that reflect the diverse nature of their patient population. This should include as a minimum, a Patient Satisfaction Survey and one real time feedback mechanism. There must be a sound process for receiving and dealing with suggestions, compliments and complaints.
