Short-term delivery of two targeted initiatives which support local and national programmes of work relating to prevention, specifically to CVD. Activity must be delivered between 1st March 2026 - 31st December 2026. Payment is:
Element 1: Healthchecks Clinics in Under 40's: £40 per health check
Element 2: CVD Treatment to Target Clinics: £369.56 / 2hr Session or £739.12 per 4-hour session.
There will be no additional payments for activity over the stated thresholds.
Surrey Heartlands ICB faces rising rates of cardiovascular disease (CVD), diabetes, chronic kidney disease (CKD), and obesity, with significant health inequalities in deprived and high-risk groups.
The targeted work will be defined by specific time and volume parameters, to identify service gaps and needs. It will assess the benefits of large-scale models to inform the future design of Surrey's prevention services. The project requires access to GP practice patient lists, existing collaborative relationships, and established financial pathways to support its implementation.

Provision of a 24/7 Section 12 Doctor Rota for Mental Health Act Assessments in Surrey - Market Engagement Opportunity
Surrey Heartlands Integrated Care Board (ICB), in partnership with Surrey County Council, is exploring options to commission a sustainable, high-quality solution for the provision of Section 12 approved doctors to support the delivery of Mental Health Act assessments across Surrey.
We are seeking a provider (or group of providers) who can deliver a reliable, year-round rota of Section 12 approved doctors to attend Mental Health Act assessments when requested by local Approved Mental Health Professionals (AMHPs). This will include:
• 24/7/365 coverage with one Section 12 doctor on-call at all times
• A back-up doctor for surge or dual-assessment requirements
• A single point of contact/booking system accessible to AMHP teams
• Full compliance with clinical governance, performance and response expectations
In 2024/25, there were 1,773 Section 12 assessments conducted in Surrey. The estimated contract value is £500,000 - £600,000 per annum, and we are seeking a provider with the capability to support this statutory function across a geographically large and diverse county. The contract duration is proposed as potentially 3 years with up to a 2 year extension option.
Attached is a draft service specification setting out our proposed requirements. At this stage, we are inviting expressions of interest, alongside any comments or questions providers may have regarding the scope, delivery model, or commercial approach.
We welcome responses from:
• NHS or independent sector providers with experience in urgent mental health delivery
• Clinical staffing agencies with a track record in rota management and mental health settings
• New market entrants with a strong track record of high standard delivery who can mobilise the required capabilities
• Partnerships or consortia (including clinical chambers or equivalent) who can jointly meet the full -service requirements

Innovation in Obesity Pathways - Market Engagement Opportunity
NHS Surrey Heartlands and NHS Sussex ICBs are preparing to bid for grant funding under the Obesity Pathway Innovation Programme (OPIP): Strand 3-Combined Access and Management for Healthy Ageing and Tackling Obesity, a national innovation competition jointly funded by the Department for Science, Innovation and Technology (DSIT) and Eli Lilly and Company Limited, with up to £85 million available across the UK.
To inform our competition response, we are launching a joint market engagement exercise to explore innovative ideas, technologies, and service models that could inform our competition entries and shape future service opportunities in obesity prevention and management in our ICBs.

In December 2022, Surrey Heartlands Integrated Care Board (ICB) delivered an initial pre-market engagement event whereby interested parties were invited to learn more about our plans for the future of Non-Emergency Patient Transport (NEPTS) and share relevant feedback and information to support next steps.
We are now pleased to be in a position to invite further engagement, and would welcome attendance at individual provider level sessions by interested parties with experience and expertise in the delivery of; transport, logistics, technology solutions (such as dynamic route planning, booking and customer SMS text notifications), call centre operations, customer services and other provisions relevant to the delivery of NEPTS, to provide feedback on our draft NEPTS service specification and anticipated financial model.
This is an opportunity to engage in an exciting piece of work that seeks to deliver innovative solutions and collaborative ways of working to respond to client and service user needs, creating a sustainable solution for the future.

The national framework for this service comprises five elements including specialist and non-specialist transport and a Booking & Coordination Centre. The latter will be responsible for support and signposting to people ineligible for the Patient Transport Service as well as the management of financial support and reimbursement schemes.
1. Booking and Coordination
• Single point of co-ordination brokerage and booking for NEPTS across an ICS
• Co-ordination and booking systems need to be interoperable across different providers
2. Specialist Transport
• Vehicles that are designed for the primary purpose of transporting people who require treatment
• They will likely be required to register with the Care Quality Commission (CQC)
3. Non-Specialist
• Often offer scope for new models of delivery
• Not usually required to register with the CQC
4. Dynamic Purchasing System (DPS) / Framework Agreement
• For both specialist and non- specialist transport
• Ongoing assurance and regular review
5. Financial Support Systems
• Considerations for financial support schemes, such as the Healthcare Travel Costs Scheme (HTCS)
