Please submit your quotation by 12 Noon on Monday 6th March 2023 to dcro@street-pc.gov.uk or Street Parish Council, 6 Leigh Road, Street BA16 0HA 1.1 In recent months there have been signs which suggest some young people lack appropriate access to positive activities, and do not feel part of the Street community. The parish council wishes to understand the situation and to engage a suitably experienced and resourced organisation to work with young people to develop a programme of activities which enable their development and engage them in the life of the village. 1.2 Street has a range of activities and opportunities for young people aged 13-19, including sport and active leisure, creative and performing arts, uniformed groups and social spaces. In addition to the above, the village has communal and common areas which are popular meeting and congregation points for young people. Some are public spaces - e.g. the skate park and library gardens - and some are privately owned with public access - e.g. McDonalds and the Crispin Centre. There have been incidents of antisocial behaviour, with some amenities being vandalised. 2. Support required 2.1 Street Parish Council is inviting bids from appropriately qualified and resourced youth outreach organisations to work for a period of three years with an initial review after 6 months and a review point at the end of each 12-month period. This work would commence as soon as practicable in 2023 with the following aims: • To research and report on young people's perceptions of Street and their ambitions for the village • To work with young people and other stakeholders to develop a programme of activity and opportunities to improve young people's engagement in village life • To address and reduce incidences of antisocial behaviour • To improve the uptake of after school clubs and holiday activity opportunities • To reduce the number of calls to the Police to report ASB in the village 3. Funding available: 3.1 Total contract value of up to £30,000 per annum for three years funding is available and should be used to fund the entire planning, administration, management, resources, delivery, evaluation, and report-writing. £15,000 to be paid on acceptance of bid and £15,000 to be paid subject to a satisfactory review at 6 months. Funding in years 2 and 3 to be paid at the start of the year. 3.2 An outline specification will be agreed between the council and chosen provider. The provider will report quarterly on activities, outputs and outcomes in the specification, and provide an annual progress report to include a presentation to Council. 4. Timeframe: 4.1 Once the organisation has been appointed, work is expected to start in April/May 2023. You can get an application form from the contact listed above.

Scope of works Street Parish Council is inviting tenders for the ground and horticultural maintenance requirements throughout the village, which includes: • Merriman Park Note: Merriman Park is owned by Street Parish Council and managed by the Merriman Park Community Group (MPCG). • Street Skatepark Note: Street Skatepark is owned by Street Parish Council. • Strode Road Allotments Note: Strode Road Allotments are owned by Street Parish Council and administered by Street and District Allotments Association. • The centre of the roundabout on the Westway near McDonalds Note: The roundabout is owned by Somerset Council and maintained by Street Parish Council. • Hanging baskets (High Street, Farm Road and Leigh Road), Flower Beds (High Street and Leigh Road), and Horse Trough (The Cross). Note: Owned by Street Parish Council Additional works • Cleaning and maintenance of four bus shelters. • Moving Speed Indicator Devices (SIDs) to locations around Street. • Other works as required, on an ad hoc basis. Ad hoc works The successful contractor must be flexible when ad hoc work is required. This is to be quoted for on an agreed hourly rate. Once the quote is approved, works can be carried out. Future opportunities with Street Parish Council Due to Somerset Council's program of Asset and Service Devolution, additional services may be available from 1st May 2025 which could include: • Additional grass cutting of open spaces and verges. • Additional play area health and safety inspections and maintenance. Within the invitation to tender we are asking contractors to indicate whether they may be willing to quote for these works in the future.

Specification Street Parish Council is responsible for the upkeep and maintenance of a footbridge at Street Skate Park under a lease arrangement with Joseph and Frances Clark Trust. Following deterioration to the wooden planks during late December 2024, the footbridge was cordoned off and the Skate Park closed on safety grounds. Street Parish Council has a duty under the lease to maintain the footbridge and are seeking tenders for a contractor to investigate the condition of the pedestrian footbridge and submit a proposal for its repair or replacement. The current lease arrangement is in place until 15th September 2039 upon which time the lease arrangement is likely to be reviewed. Nature of deterioration • At least four wooden planks/boards together with at least one of the wooden bridge hand rails show rot. • It has not been confirmed whether there is further rot in the wooden sub structure - though this may be present due to the age of the bridge. • Quotation to include all necessary works associated with the current pedestrian footbridge repair or replacement (to include removal of any waste as required).

Tender for 2-year Grounds Maintenance Contract for Play Areas and Open Spaces It is anticipated the legal process to transfer land and assets under devolution from Somerset Council will be completed on or after 1 September 2025 Date of the contract therefore may be subject to change.
