In 2019 the District Council commissioned a Development Officer to work closely with the VCS to identify and secure funding opportunities that will enhance and support the voluntary and community sector within Stratford-on-Avon District, focusing on priorities identified within Stratford-on-Avon District Social Inclusion Statement 2019-2024. The Changing Places Toilet is a badly needed project for Stratford District Council and will see the first Changing Places facility within a shopping area in the District. The Council has now been fortunate to receive funding to cover construction and 3 years of use. Consultation has been undertaken with key stakeholders and the need for a Changing Places facility is clearly apparent. The core purpose of the Changing Places facility is to provide a more accessible, inclusive environment for all user groups. The inclusion of the facility will help to improve the quality of life for a number of people and will help to create a safe and secure environment in which people with disabilities feel comfortable. The location of the Changing Places facility is a pivotal aspect in achieving a more accessible town centre and ensuring every resident of and visitor to, Stratford feels part of the community. Stratford-on-Avon District Council is inviting your organisation to complete the following application to employ a Community Builder for the Clopton & Bishopton areas of Stratford-upon-Avon. The Community Builder role will provide support for two of the most deprived communities as identified in the Index of Multiple Deprivation (IMD) 2019 in Stratford-on-Avon District, to harness and build on their existing assets, developing opportunities that promote financial stability, positive health and wellbeing and a strong sense of community. The Community Builder will seek to minimise the likelihood and impact of social and financial exclusion and increase community resilience through adopting an asset-based community development approach (ABCD). The Community Builder will be located within the communities of Clopton and Bishopton and will deliver improvements in line with Stratford-on-Avon District Social Inclusion Partnership's (SIP) priorities. This will be achieved through the following activities. o Community presence o Engaging with residents o Supporting the establishment of new groups and activities o Promoting physical and mental wellbeing o Supporting anchor organisations to become more sustainable The Community Builder pilot project began in November 2022 to support the communities and respective community centres in the Bishopton and Clopton areas of Stratford-upon-Avon. The purpose of this project was to understand the existing assets and needs in these communities and mobilise them to increase individual and collective resilience through a range of initiatives and opportunities. The pilot project length was 18 months, and this is a continuation of the work carried out to build on what has been achieved. Stratford on Avon District Council ("the Council") is seeking specialist consultancy ("the Contractor") with demonstrable experience in the delivery of Detailed Planning Development (DPD) studies for low carbon heat networks with commercial and financial services specifications outlined in this document. Stratford-upon-Avon Canal Quarter Regeneration Zone ("CQRZ") is identified as a strategic site in the Stratford-on-Avon District Core Strategy as a mixed-use residential development. This DPD work follows the completed techno-economic feasibility study that Sustainable Energy Limited delivered. The initial study highlighted that a heat network could deliver efficient and affordable heat to the planned developments in the CQRZ. However, that original feasibility was completed in 2018, and a technical refresh of that study will soon be undertaken. The DPD stage will build upon the Feasibility Study to develop the strategic, economic, financial, commercial and management cases for the CQRZ heat network. The five cases will collectively form the HM Treasury Green Book Outline Business Case. The planned heat network supports the priorities set out in the Council Plan, which states that 'we will do all that we can locally to contribute towards the national carbon reduction targets, fulfil our aim to becoming a carbon-neutral District by 2030 and support measures to adapt to the impact of climate change'. The Council are being provided with S106 money to build a Community Hub in the new development of Upper Lighthorne. The aim is to provide a community facility in the new village centre that aligns with the wider principles and vision for the community and creates a vibrant and viable village centre as a focus for community life. The Council is already working with the community to define what they need, taking into consideration the wider area; adjoining villages; what is currently already in place and new facilities that are proposed elsewhere on the new settlement, so that this hub offers something unique to the community that will enhance what it already has in place as opposed to duplicate provision. The community hub needs to align with the vision for the wider development where possible and appropriate. This vision includes healthy lifestyles, green initiatives, a variety of new skilled job opportunities, being well connected, community focused, walkable, with a range of new homes. The Council have undertaken stakeholder analysis to determine the main stakeholders and how best to engage with them. The Council has already undertaken work with an external consultancy firm to explore with partners such as the Police Safer Neighbourhood Team and the Coventry and Warwickshire NHS Integrated Care Board (ICB) whether the community hub should be a standalone building or whether shared facilities would best serve the community, the outcome of which is that there is agreement from the Council's Cabinet and the NHS Integrated Care Board, Primary Care Group in principle to undertake this as a joint project in which the Local Authority will lead on the design and construction of a shared building under the umbrella of the same project to create a Community Hub and Doctor's practice. Discussions are underway with Warwickshire Police with the potential for some facilities to be made available onsite to be used by the Police and Neighbourhood Services team. The report attached at Appendix A of this specification outlines the proposal, amongst other findings to help ensure the success of this piece of work and sets the scene for the direction the Council and partners would like this project to take. As discussions are still underway with the Police and the full remit of their requirements is not yet understood the contract cost is based on their full involvement in the project which will be scaled accordingly. Legal services have been initially consulted with to understand how their proportion of the S106 money can be used. If it is determined that they require less space the money can likely still be used to provide community facilities within the shared building with agreement from the landowner. Its purpose is to provide additional supported accommodation for homeless individuals. Since the acquisition, the property has remained vacant. Supported accommodation provides a short-term housing solution for individuals who find themselves without permanent shelter. Supported accommodation is viewed as a transitional accommodation that will provide the short-term solutions of shelter for individuals experiencing or at risk of experiencing homelessness. This type of accommodation prioritises basic needs, offering a safe and functional space until a more permanent housing solution can be found. The successful tenderer will demonstrate the capability to form and lead a team composed of skilled professionals representing all necessary disciplines. This work will seek to ensure social and physical community infrastructure is planned and delivered for within new communities and larger urban extensions so that new communities are resilient and self-supporting with access to appropriate services that support and enrich the lives of the residents. This will enable communities to: o Build community cohesion, generate social capital and support the transition of new residents into the community. o Encourage the community to become self-supporting, placing less demand on services particularly during formative years of the community. o Explore and pull-down external funding sources and opportunities that will benefit the community. o Ensure they are well-served with the right services delivered in the right place at the right time. Stratford-on-Avon District Council currently supports existing and emerging communities around three new settlements within the district. The pressure on services is significantly increased due to lack of a well-established social capital / community infrastructure.
