Stotfold is a medium sized town in the North East of Bedfordshire. It is a growing town, and we have recently taken on new areas of public open space following significant development. There are also likely to be more areas to be adopted in the coming years. The Town Council has an agreement with the Highways department at Central Bedfordshire Council, our Unitary Authority, that we will cut their highway verges within the town's boundaries, under contract. Stotfold Town Council's Grounds Maintenance & Grass Cutting Contract is due for renewal on 1st April 2023. The contract will run for a period of 3 years, ending 31st March 2026. Stotfold Town Council has identified that there is a need to install a new Skatepark facility on land to the rear of the Greenacre Centre, Valerian Way, Stotfold, Hitchin, Herts SG5 4HG (The Project). The Specification provided for the new facility is performance-based and the successful Contractor will be appointed based on a fully costed design including all fees for the provision of a new Wheeled Sports Park that demonstrates innovation, incorporates anti-vandalism, and makes the best possible use of the space available. This design will include multiple uses and rideable features suited to a full range of users from beginners to advanced. The successful contractor will be responsible for presenting their design to the local community including the local users of the current Skatepark and then finalising the design and safely delivering the construction and handover stages of the project. It is planned for the new Wheeled Sports Park to be opened for use by the public in time for the Autumn of 2024. This Tender process will identify and select a Design and Build Contractor who can demonstrate that they have the experience and skills to deliver a high-quality Wheeled Sports Park that will be stimulating, challenging, and exciting for users. Tenderers are advised to visit the Site the extent of which is defined in Plan 1 and described in the Specification to familiarise themselves with the prevailing constraints which include limitations on access and working areas. The allocated budget from the Town Council is £100,000. As part of this contract, the successful contractor will be required to obtain additional funding for the remaining budget. The successful Tenderer will be required to engage with residents and potential users of the facility regarding the design and any mitigation required to inhibit anti-social behaviour or nuisance to residents. The successful Tenderer will be responsible for applying for planning permission from Central Bedfordshire Council. It is the responsibility of Tenderers to obtain for themselves, and at their own expense, any additional information necessary to prepare their Quotation for provision of the Services and the Works. Following the consultation with the community and final acceptance of the design by the Town Council, the Contractor will prepare all necessary construction details and the provision of a completed concrete faced Wheeled Sports Park all in accordance with the Contract and which satisfies any relevant Statutory Regulations or Requirements. Stotfold Town Council has a car park to the rear of the community centre, where it is located. The existing car park comprises of 30 parking spaces, some of which are on a permeable concrete solution and tarmac with thermoplastic markings. The current car park is access via Buttercup Road which is one way in nature and makes it difficult to use during opening hours as parking in the neighbouring roads is severely impacted by parents of the nearby school. We require an extension to the current car park, terminating to the east of the current car park into Marigold Way forming and in and out opening. This will also include an access control system to the current car park which will be retained for staff/visitor parking and additional disaled parking should it be deemed necessary.
