Stonewater is seeking a contractor to support the build of a new development on land situated off/at The Firs, Meriden. The scheme comprises 75 units.

The existing site comprises of dense continuous bramble scrub, semi-natural woodland, native species rich hedgerows, with scattered mature trees and saplings. Whilst the land is for pasture use, it has not been used for grazing purposes for some time. The site is close to nearby residential areas, a retirement scheme at adjoining land called The Firs (Stonewater) and the village itself of Meriden. It is also within a short distance of the A45 and M42 and within easy reach of Birmingham, Birmingham International Airport and train station and other smaller train stations.

In addition the site will require abnormal works undertaking such as piled foundations, retaining walls, foul pumping station, surface water attenuation, capping layers, methane protection works and highway sub base improvement works.
This requirement was originally tendered and awarded to another contractor in March 2021. However, due to unforeseen difficulties, this contractor was unable to continue the build project, which has been on hold since March 2023. The intention is now to appoint a new supplier for the project, through this tender.
The proposals are to provide 32 family houses comprising 4No 1B, 15No 2B and 13No 3B house types with associated external works and services all in traditional construction. In addition the site will require abnormal works undertaking such as piled foundations, retaining walls, foul pumping station, surface water attenuation, capping layers, methane protection works and highway sub base improvement works.

The site clearance works, substructure and installation of the 114no modular houses, the structures, external walls and pre-cast concrete planks to the intermediate floors and roof of the traditional constructed apartment block and the site infrastructure works have progressed.

This resulted in a planning non-material amendment being obtained revising the design to traditional pitch roofs. These works have commenced. However, the main contractor entered into Administration on 12th June 2023 and the build contract has been terminated.

The scheme is an inherited design for 22 new build houses and the refurbishment of 1 semidetached bungalow at the above location. The original scheme has been updated for Stonewater Limited to suit their mix of housing needs.
An Expression of Interest (EOI) document will be issued as part of the tender pack, which will outline the proposed project at a very high level, allowing prospective bidders to review and decide on whether they will participate further.
Accompanying the EOI will be Stonewater's pre-qualification requirements. These will mirror the Selection Questionnaire used in all public sector tenders procedures and are designed to give Stonewater visibility of information from bidders, which relate to key project risks, as well as satisfying other internal governance requirements. If prospective contractors are interested in the project, they must complete the information required when registering their interest.
Bidders will be asked to provide information about their organisation's financial and legal standing, as well as references of current/previous customers, details of their current insurance policies and responses to requirements on health & safety and data protection/governance.
In addition to this, Stonewater will include questions, scored 0-5 related to some of their non-project specific organisational initiatives and how well bidders' policies match to these. The areas of coverage will be Corporate Social Responsibility (CSR) and Equality, Diversity and Inclusion (EDI). As Stonewater intends to only take a maximum of 6 contractors through to the Invitation to Tender (ITT) stage, the scores from the questions will be used to assist with shortlisting bidders, where necessary. Please note that the scores obtained here will not contribute to the final outcome of the tender and are confined to the pre-qualification stage only.
All bidders who are shortlisted through the details above will be issued with the ITT pack. This will require the completion of the Form of Tender, as well as providing responses to technical questions, specific to the proposed site. The questions will cover areas that are important to the project and will challenge prospective bidders to think about the additional value they can provide, beyond the standard remit, as well their commitment to the environment and the local community.
