The works are Carriageway Resurfacing Works 2026/27. A sample of three schemes has been provided for the quality/pricing element of the contract, along with a request for rates only for standard items expected to be used throughout the contract.
It is anticipated that the successful bidder will be given around 30 schemes, subject to the prices provided.
Upon award of the contract, the successful bidder will receive site extents, core data, site specific information and lining drawings once the contract has been awarded.

The provider shall provide a comprehensive 24-hour, 7-days-a-week care service at the specified location. This service is intended to deliver specialist supported living for individuals with a learning disability and/or autism.
Requirement to appoint a contractor to deliver the main works associated with the Gamble Building Refurbishment Project. This procurement will allow the Council to appoint a suitably qualified and experienced contractor to undertake the core refurbishment works and the construction of a new extension, in accordance with the approved project scope and programme. The main purpose of the project is to repurpose the Gamble Building into a cultural and learning hub with flexible spaces for social, educational, and cultural activities. The vision is to make it more modern, inclusive, and acting as a catalyst for community pride.
The Gamble Building is a key heritage asset located in St Helens Town Centre. To ensure the appropriate balance of cost, quality and risk management it is propose to progress with a two‑stage design and build contract using a competitive tendering process.
The council have decided to use a competitive flexible procedure in line with the Procurement Act 2023 which will consist of the following:
First Stage - PSQ: The council will select 3-6 bidders to move to the next procurement stage.
Second Stage - Main Tender: This will consist of the main tender pack with relevant scope and appendices. Qualitative responses will be captured in a select number of questions and potentially an interview with each bidder. Social value will be proportionately included. The split between quality, SV and commercial will be determined at main tender stage.

The Supported Housing Strategy (Regulatory Oversight) Act 2023 places a statutory duty on Local Authorities in England to undertake a needs assessment and develop and deliver a Supported Housing Strategy.
The Supported Housing Strategy is required to cover all 'Supported Exempt Accommodation' as defined in section 12 of the Supported Housing (Regulatory Oversight) Act 2023. Additionally Local Authorities need to include retirement / sheltered housing, even where this is not classified as Supported Exempt Accommodation.
St Helens Borough Council is seeking to appoint an experienced organisation to develop its Supported Housing Strategy by March 2027.
The Council website contains several core documents and published assessments which will be important contextual evidence including wider housing and care demands and demographic projections. The Contractor will also be expected to utilise this documentation alongside national data (e.g. census and subsequent updates) and sub regional data where available.
