Sport England's strategy Uniting the Movement was launched in 2021. At the heart of the strategy is a commitment to tackle inequalities and unlock the advantages of sport and physical activity for everyone. In 2022, Sport England embarked on an organisational transformation journey to ensure that we can be the change we wish to see across the sector. The principles and values that underpin how Sport England wishes to operate are outlined in the How We'll Work section of Uniting the Movement. We have further expanded on the changes we seek to make in the medium term in our Implementation Plan, within the section called "Being the Change". We recognise that we ultimately need a more user-centred & agile approach to how we operate if we are to meet the ambition and vision that is set out in Uniting the Movement. As a result of undertaking a maturity assessment, which was designed around the Digital Service Units Maturity Model, it was clear that there were areas of improvement that we should design our future operating model to address. We are now in the process of developing a different way of organising our work, which is not by the teams we're in, or the projects we run, but by the services we provide to our users. The intention is to transform how our people and processes work together, changing the organisation's culture in the process. Through the initial work, a dynamic service operating model and roadmap have been developed. Sport England is now seeking a partner to support the delivery of the next phase of this organisational transformation. Sport England is seeking through this tendering process to award a contract with a suitably capable Contractor to provide these Services for an initial term of 4 months and a unilateral option of Sport England to extend for further periods up to a maximum of 3 months in total. The anticipated contract value is up to a maximum of £75,000 over the initial and potential extension contract period. Sport England is seeking to procure a supplier to deliver research to understand the role alternative sporting structures and networks play in tackling inequalities in sport and physical activity. It will help us identify examples of what is working well (i.e. 'bright spots') across alternative or parallel structures in supporting under-represented or marginalised groups to be physically active and understand how and why they are successful in reaching and engaging those communities with sport and physical activity. It will also help us explore the nature of any relationship(s) they have with hierarchies of mainstream sporting provision and understand the key implications of this insight and knowledge on our work to tackle inequalities. The research should provide actionable insight into what is working well parallel to, or on the margins of, mainstream provision, so that we are able to make more informed and effective decisions on how best to prevent and address inequalities in sport and physical activity.

The Open Fund - or Movement Fund as it will be known - is a new fund launching in April 2024. It aims to be user-led and to simplify and streamline access to Sport England investment. This procurement is to identify a partner to work alongside Sport England for four years as an Evaluation, Learning, Innovation and Development partner for the Open Fund. SE1168 'Buddle Support Services' is a tender process by which Sport England will secure Contractors to deliver our Buddle service. This work is part of the delivery of Sport England strategy 'Uniting the Movement' by supporting clubs and community groups who provide opportunities for sport and physical activity. In particular, Sport England wishes to support these organisations to provide positive opportunities and embed inclusion, diversity and equitable practice. Sport England is tendering the Services in three lots as follows: Lot 1 Stakeholder engagement, content development and programme co-ordination - £936,675 excluding VAT, £1,124,010 including VAT; Lot 2 Workshops - £570,000 excluding VAT, £684,000 including VAT; Lot 3 Buddle Programme evaluation - £300,924 excluding VAT. In addition, in respect of Lots 1 and 2, Sport England has identified an additional sum of £50,000 per annum per Lot which will be provisionally allocated to fund extra services as and if they are agreed between Sport England and the Lot supplier. The full scope of the Services required are set out in detail in Section 7 of this ITT. The purpose of the ITT is for Sport England to obtain more information from potential Buddle suppliers and to establish which tenders are the most economically advantageous tender based upon the award criteria set out in this ITT.
