SE1184 aims to re-procure a multi-provider, multi-LOT Framework to support Sport England's Active Environments priority whilst further contributing to delivery against our place expansion, future of public leisure and wider planning work. The Framework, promoting active spaces and healthier communities, provides high-quality consultancy services for the sport and leisure sector. Consultants now play a significant role in strategic planning and investment projects for local authorities, aligning with Sport England's guidelines. With 43% of Local Authorities requesting to access it, the Framework streamlines procurement, saves time, and facilitates collaboration with Sport England. Users value the expertise and express strong interest in its continued use. The Active Environments Framework provides consistent, high-quality consultancy support to help organisations, such as Local Authorities, Active Partnerships, and System Partners, address capacity and capability challenges. It also serves as a tool for Sport England to influence external investment and protect Lottery funding. Internally, the Framework allows for commissioning work without needing extensive procurement or legal involvement, saving both time and resources, especially important in areas under strain. Sport England are aiming to procure a supplier, or consortium of suppliers, through a single contract to maintain the continuity of the MC service for existing users and further develop the data collection, analysis and improvement service to understand physical activity levels and their wider impact in places across England. Key Objectives: The service should help to achieve the following objectives: Provide national data collection and dashboard reporting on participation levels to support policy and decision making. Sport England will be a primary user of this and will use the platform to inform work with wider stakeholders, including central government. Provide local data collection and reporting to support local authorities in the management and delivery of their strategies to achieve their local strategic outcomes. Demonstrate how physical activity contributes to wider outcomes for local communities and articulate the impacts on population health, wellbeing and the social value of services to elected members and stakeholders. The contract value is estimated at up to £3.4m over 4 years. Sport England is inviting interested suppliers to attend an online meeting with them to discuss and inform a forthcoming procurement to model the overall contribution of its work to four strategic outcomes. The contract value is estimated at £100,000 over 2-3 years with the possibility of an extension. Sport England funds, supports and delivers a diverse range of investments and programmes of work, all designed to contribute to its national strategy Uniting the Movement and four outcomes: increasing activity, decreasing inactivity, providing a good experience for children and young people, and reducing inequalities in participation. Our work includes some direct provision of physical activity opportunities where the impact on these four outcomes is straightforward to evidence. But most of our work is concerned with effecting systemic change - such as governance, leadership, safeguarding and capability-building - where the direct impact on these four outcomes is more difficult to show. We want to procure a supplier to explore the feasibility of, and potentially carry out, a way of modelling the overall contribution of our work to these four outcomes, using a variety of data collected from evaluation, research, monitoring and other sources. This modelling will provide us with greater confidence and clarity about the contribution of our work, improve our ability to communicate and report on it, and help us improve the data we collect. Sport England would like to invite suppliers to a virtual early engagement session to discuss the Collective Evaluation and Learning for System Partners on the 10th January. Sport England's strategy Uniting the Movement was launched in 2021. At the heart of the strategy is a commitment to tackle inequalities and unlock the advantages of sport and physical activity for everyone. We are revolutionising our long-term partnership approach through how we invest in and support partners. These long-term partners, or System Partners, play a significant role in the sport and physical activity system, and ultimately have a critical role in implementing Uniting the Movement. Through the System Partner work we want to make the most of our collective resources and capabilities to tackle inequalities. We need to develop ways to track change, understand impact and learn together so that we can continually improve. We have been collaborating with System Partners to develop our thinking about what needs to be included in the Collective Evaluation and Learning for System Partners. Our hypothesis is that by improving our effectiveness as individual organisations (Better Organisations) and improving the connections and collaboration between us as a group of partners (Better Connected Systems) we will maximise our overall contribution to the shared ambitions of Uniting the Movement (Better Community Impact). The evaluation, and subsequent learning, will act as a catalyst to enhance how we work to develop our collaborative approach and understand the success of this work. We are therefore, looking to appoint an Evaluation and Learning Partner to help manage and support the collective evaluation and learning.
