The e-Auction solution is required for normal reverse auctions and the e-Sourcing solution is required as a procurement process tool to manage the end to end process cycle covering all stages of the tendering process from notice creation to award of contract, including the automated publication of all notices, expressions of interest, requests for information and request for quotes, the secure exchange of all tender documents, and a secure messaging system.

The case management system (CMS) needs to be compliant with the Youth Justice Boards specifications and accreditation, which includes ASSETPLUS assessment and case recording functionality and compliant with relevant criminal justice legislation.
