The provision of waste, recycling and environmental services in the Southend-on-Sea City Administrative area.
The services under the contract include collection of waste and recycling; operation of a waste transfer station; haulage of residual and bulky waste to treatment/disposal sites; operation of household waste and recycling centres; managing materials collected at the kerbside, household waste and recycling centres and fly tipping including sale and disposal for recycling and or treatment; and street cleansing.
Southend-on-Sea City Council is seeking to appoint suitably qualified and experienced
contractors to undertake regular water hygiene testing (Legionella Control) in accordance
with the approved code of practice and guidance for the control of Legionella bacteria in
water systems ACOP L8 to public buildings, facilities and delegated sites (including schools
and community resource buildings).
This procurement process has been divided into 2 Lots;
Lot 1 – is for the appointment of a qualified and experienced contractor to carry out Risk
Assessments, regular water sampling and testing, and treatment and remedial works
required to the Council’s public buildings including toilets, parks, ponds and fountains in
accordance with the approved code of practice and guidance for the control of Legionella
bacteria in water systems ACOP L8. These services will be appointed under a JCT Measured
Term Contract 2016 Edition. The Council will be appointing one service provider for this Lot.
Lot 2 – is for the appointment of a qualified and experienced contractor to carry out daily site
service visits between 1st March to 31st October and twice weekly between 1st November to
28th February to the outdoor interactive water feature at City Beach Marine Parade in
accordance with the PWTAG Code of Practice and the approved code of practice and
guidance for the control of Legionella bacteria in water systems ACOP L8. This service will
include a 1 hour call out requirement to quickly resolve operational failures. These services
will be carried out under a JCT Measured Term Contract 2016 Edition. The Council will be
appointing one service provider for this Lot.
Southend on Sea City Council are seeking to engage experienced and qualified organisations for the provision of servicing, responsive repairs and maintenance to Drainage and Pumps, Fire Fighting Equipment and Sprinkler Systems and Security Systems including Alarms, Automatic Doors/Shutters within Public Buildings and Schools in the City. This procurement has been divided into 4 lots:
Lot 1 is for the appointment of an experience drainage contractor for the provision of cyclical servicing, responsive repairs and maintenance to drainage systems and water/sewage pumps under a JCT Measured Term Contract 2016 Edition. This service was estimated at £640,000.00 for a 6 year term and has been appointed at £697953.10; scenarios were used in the Commercial Questionnaire therefore the contract spend may be lower than the appointed value for the 6 year term.
Lot 2 is for the appointment of an accredited/compliant Fire Industry service provider for the provision of cyclical inspection, testing and responsive repairs to firefighting equipment under a JCT Measured Term Contract 2016 Edition. The Council are seeking to appoint one contractor for this. This service was estimated at £84,000.00 for a 6 year term and has been appointed at £74,136.00; scenarios were used in the Commercial Questionnaire therefore the contract spend may be lower or higher than the contract value up to the estimated amount for the 6 year term.
Lot. Lot 3 is for the appointment of an accredited/ compliant Fire Suppression service provider for the provision of cyclical planned maintenance and responsive repairs to Fire Suppression systems under a JCT Measured Term Contract 2016 Edition. Lot 4 is for the appointment of an accredited Security System contractor for the provision of cyclical inspection, testing and responsive repairs to intruder systems including CCTV and Automatic Doors/Shutters under a JCT Measured Term Contract 2016 Edition. The Council are seeking to appoint one contractor for this Lot. The Council are seeking to appoint one contractor for this. This service was estimated at £444,000.00 for a 6 year term and has been appointed at £293,952.00; scenarios were used in the Commercial Questionnaire therefore the contract spend may be lower or higher than the contract value up to the estimated amount for the 6 year term.
The aim of the contracts are to provide quality services to responsive repairs and planned maintenance by suitably qualified engineers. Objectives include adhering to priority response time and managing a planned maintenance programme. The main outcomes are to ensure reliable suitably accredited and qualified contractors are in place to ensure the equipment remains reliable and compliant to relevant H&S legislation and British standards.
The Council is seeking a suitably qualified contractor for the following works at the Cliffs Pavilion Theatre, Southend on Sea: -
- Demolition of the existing entrance and east side of building
- Erect a two storey extension with feature canopy to the east side of the building to form a new main entrance
- Improve the internal layout of the building including the foyer, circulation space and hospitality areas within the building and provide new additional WCs and baby changing facilities
- Improve access to and within the building including a new internal lift, accessible bar heights and step free access
- Alter the existing elevations including the painting of the lower level brickwork on the north elevation and new feature signage
- Re-landscape the external area to the east of the building to form a new public plaza including new paving, planting, lighting and art.

The Supervised tooth brushing programme is aimed at children attending primary schools in
areas of deprivation, experiencing poorer oral health. The tooth brushing activity will take
place in the school setting they attend. The main aims of the programme are to reduce the
prevalence of tooth decay, hospital admissions for dental caries and reduce health
inequalities in children. The objectives and related outcomes are: To develop healthy habits

fluoride toothpaste to teeth which reduces the incidence and severity of tooth decay in

families, To provide quality information, advice and training to school staff, To increase

For installation, testing and commissioning of new solar lighting as described in the specification M2526-11, including removing and making safe the existing mains powered lights.
Southend on Sea City Council are carrying out this procurement in the form of an Open Tender for the provision of the Back of House Refurbishment works to Southend Crematorium in order to accommodate 3 new Cremators and associated plant. The manufacture, supply, and installation of the 3 new cremators, associated plant and temporary external cremator will be carried out by Facultatieve Technologies (FT) who have been appointed by SCC under a JCT 2016 Design and Build Contract. It is a condition of this tender that the contract with FT will be novated over to the successful Contractor once they are appointed.
The refurbishment works includes the replacement of the three existing cremators and plant including a temporary external cremator to allow the crematorium to operate during the works (to be carried out by FT). It will also include the demolition of the existing brick chimney, renewal of the flat roof coverings, and structural and internal alterations to the internal spaces to create a more efficient work environment.
The contract will be let under JCT 2016 Design and Build Contract with Employers Requirements, drawings, contract sum analysis, building specification, mechanical and electrical specification, and structural specification.
