Commissioners within NHS Sussex are considering re-commissioning a Physical Activity Programme for people living with and recovering from Cancer. Contracts will be offered across 2 Lots: Lot 1 in Brighton and Hove and Lot 2 in East Sussex. This service provides pre-habilitation and rehabilitation for people with cancer or recovering from cancer. Lot 1: The current service provides on average 197 referrals per year in Brighton and Hove. Lot 2: The current service provides an average of 161 referrals per year in East Sussex. Lot 1: Value of contract for Brighton £90,500 per annum. Total over contract period (3 + 2 year option) = £452,500 Lot 2: Value of contract for East Sussex £74,000 per annum. Total over contract period (3 + 2 year option) = £370,000 Approach to market date: Contract start date = 1st April 2023 Contract end date = 31st March 2028 (based on a 3 + 2 year option contract) The aim of the service is to increase awareness of the benefits of physical activity when undergoing treatment for cancer and recovering from cancer. The long-term aim of this service is to reduce cancer mortality rates and improve the general health and wellbeing for patients. This programme aims to strengthen interventions along cancer care pathways and ensure that cancer survivors feel supported and have an improved quality of life. It is anticipated that the service would be offered for tender for Lot 1 and 2 under a standard NHS contract for a period of 3 years commencing on the 1st April 2023 with option to extend for a maximum of a further 2 years. The purpose of this PIN is to gauge market interest for the provision of a Physical Activity Programme for Cancer patients across 2 Lots, with Lot 1 in Brighton and Hove and Lot 2 in East Sussex. A Service Specification has been developed which is aligned to the vision, mission and values of the Surrey and Surrey Cancer Alliance and the NHS Sussex priorities to reduce health inequality for patients with cancer. Sussex ICB is seeking the views of healthcare providers in relation to Musculoskeletal Services. NHS Sussex has agreed a new model for the delivery of Musculoskeletal Services for the population of Sussex. In summary the new service will: • Respond to the development of more integrated systems of care and a 'population-health' based approach with a greater focus on prevention, personalised care and shared decision making, reducing health inequalities and meeting population health needs at scale. • Address variation experienced by patients in terms of quality and outcomes and inequity in terms of access, waiting times and service provision. • Ensure delivery of integrated care pathways that are seamless for patients. • Support post pandemic recovery with an ambition to deliver top performance in terms of GIRFT outcomes, productivity and equality of access measures. NHS Sussex is now beginning a period of market engagement with a view to procuring the community element of the MSK pathway. The successful provider(s) of the service will need to: • deliver a single point of access and undertake clinical triage of referrals against evidenced based clinical care pathways but with access to expertise in secondary care for advice, collaboration and onward referral when required. • enable people to get more control over their own health and offer more personalised care including shared decision making and supported self care. • deliver community based treatment pathways including physiotherapy but also pain and rheumatology services in conjunction with secondary care. The successful provider(s) will be expected to work with key stakeholders including Primary and Secondary Care to deliver the single service specification, ensure the key objectives of the service model are realised and that outcomes are met. Sussex Commissioners are commencing market engagement for a Mental Health Supported Accommodation Service in West Sussex. The aim of the service is to provide an accommodation-based service in the community that provides short term stays for people as an alternative to hospital care. Service Users may be at risk of admission or be being discharged from hospital. The service will provide a supportive environment to prevent an escalation of mental health Crisis including self-harm, suicidal ideation or distress, and subsequent hospital admissions or readmission, through the provision of 24-hour mental health support and short-term accommodation. It is anticipated that the service would be offered for tender under a standard NHS contract for a period of 3yrs commencing on the 1st April 2023 with option to extend for a maximum of a further 2yrs. The purpose of this RFI is to gauge market interest and feedback for the provision of the service and provide the CCGs with valuable information to help update and improve the proposed service specification. The overarching aims of the Service will be to: • Provide early and intensive support to prevent further deterioration for those experiencing a mental health crisis • Support people to regain stability in a safe and comfortable environment • Create a co-produced, personalised plan for each person using the service involving relevant community services and resources that mitigates the immediate circumstances that led to a mental health crisis and/or hospital admission • Increase the capacity and diversity of services in the local crisis and hospital discharge pathways • Increase the range of community-based crisis alternatives to traditional crisis teams, A&E, and in-patient care, within the Integrated crisis pathway • Reduce local inequality in access to crisis and community mental health care • Form part of a pathway that most efficiently meets people's needs in the community, with people only utilising hospital care when absolutely necessary and for as little time as is possible • Facilitate a Discharge to Assess approach for Service Users who are medically fit to leave hospital with ongoing social care and/or housing assessment being completed in the Service as opposed to the hospital • Enable health, social care, and housing assessments to take place within an appropriate community environment as opposed to inpatient care • Ensure that Service Users only use psychiatric hospitals when there is an established clinical treatment need that can only be met within an inpatient environment Additional information: This is a process designed to help the Commissioners form a view of the best way to commission the Service and is not the beginning of a tender exercise. This is a market engagement exercise. The Commissioner is seeking the views of healthcare providers for this requirement using a Request for Information document. The document provided includes information about the requirement (a draft specification) and asks some questions aimed at obtaining the views of prospective healthcare providers. The Children's Integrated Therapy Service (CITS) brings together the health and local authority provision across the therapy services of Speech and Language, Occupational and Physiotherapy AND the assessment, prescription and supply of relevant equipment. The fundamental aims of integrating the commissioning of children's therapy services and equipment is to remove duplication and inefficiencies, promote equality of access and increase value for money, with the resulting service improvements for children, young people, parents and carers. The Children's Integrated Therapy and Equipment Service's will ensure that all children and young people known to the service achieve their best possible developmental potential, physical and emotional health and well-being both in childhood and through transition into adulthood. The Children's Integrated Therapy and Equipment Service has a key role to play in the services for children with SEN and Disability and is required to contribute to the SEND Reforms of the Children and Families Act 2014. The Objectives of the service are to: Provide a timely, accessible therapy service that is responsive to the needs of children, young people that are referred to the service and their families • Offer multi-agency and inter-agency working to enable therapy objectives to be effectively integrated into the child's everyday life. This includes training for other staff to enhance their skills and support to therapy programmes. • Provide training to parents and carers to improve their ability to support the ongoing needs of their child/children • Maintain a quality service through investment in continuing professional development, supervision and support to all team members. • Contribute to multidisciplinary assessment of children and young people on neurodevelopmental pathways • Prescribe, order store refurbish and distribute equipment. Maintain appropriate management control of process in respect of predicted equipment demand, alert commissioners to unforeseen demand • Contribute to the 5 outcomes as co-produced and agreed by East Sussex leaders from health, education and social care, parents and young people • Ensure the provision is actively working to address Equality and Diversity by developing & implementing plans to engage areas of deprivation and hard to reach communities in East Sussex. The envisaged contract period will be 3 years with the option of the Authority to extend for up to a further 2 years. Providers/suppliers are invited to submit a bid for the supply and delivery of a series of Brighton and Hove (B&H) Primary Care Network (PCN) based mental wellbeing courses and workshops. Funding will be provided to develop and provide a range of full course, short courses, and individual workshops to each of the six PCNs within B&H. Courses and workshops provided will be based on each PCNs local population and health inequality needs. Standard courses or workshops should be offered on the following topics: • Managing overwhelming emotions • Living with suicidal thoughts • Managing anxiety • Five ways to wellbeing Anticipated contract start date = 03 October, 2022 Anticipated contract end date = 02 October, 2023 To allow greater flexibility of delivery should this be required, a time-based extension of 6 months will be allowed for which no additional funding will be payable. Bidders must provide the quotation requested in this document and reply to those questions required. • Full courses may run for approx. 8 weeks, and short courses may run for approx. 4 weeks with sessions lasting a maximum of 2 hours. Workshops may be one off half or full day sessions. • Drinks / refreshments should be made available at each course. • Full / short courses should accommodate between 12-16 service users and individual workshops between 6-12 service users. • Courses should be adapted according to the needs of each PCN. The content and focus of specific courses and workshops will need to be agreed with each individual PCN in advance. • Courses will be delivered by both an appropriately qualified mental health professional (where the course content requires it this will include a member of staff with a clinical professional registration) and an expert by experience (someone with lived experience of mental health needs). • Delivery of the courses and workshops will be at a PCN / neighbourhood level. Where PCN estates do not support the delivery of courses or workshops in-house, alternative local venues and community spaces should be identified to support the delivery at neighbourhood level. Course / workshop venues must be accessible for all service users. A proportion of course / workshop sessions may be delivered virtually, however, the preference will be for face-to-face sessions or hybrid arrangements.

NHS Sussex ICB intend to award a contract to Arch CIC following engagement with providers. The current contract with Arch CIC is due to expire on 31st March 2023. This justification relating to the direct award of this 84-month contract will cover security and stability of provision for a service in a market with limited provider interest. The current contract was awarded by NHS Brighton and Hove CCG (now NHS Sussex ICB) following the publication of a Prior Information Notice (PIN) as a Call for Competition on 023488-2021 (Ref number). This interim arrangement was put in place to enable service continuity whilst the CCG took time to build a better understanding of the potential market interest in providing the service in the longer term. Subsequent to the publication of this PIN an RFI was issued to seek interest, with the incumbent being the only provider to respond. In order for Sussex ICB to deliver against this agenda, the ICB intends to direct award (effectively extending the existing contract) to Arch CIC. The rationale and evidence to support this decision is contained in the section below. The extension will be for a period of 84 months from 1st April 2023. The direct award will satisfy secure high quality, safe, effective, and efficient provision of a difficult to procure service with limited market interest. The stability of the service via a longer-term award will enable greater engagement from the provider in partnership discussions for the strategic development of the service and interactions with other related services.
