The council has long identified Berinsfield as a key priority due to the socio-economic challenges faced by the people of Berinsfield, which include rural isolation and deprivation that lead to life outcomes that include poor educational attainment, low incomes and poor-quality health.
Extensive work has previously been undertaken to try and address these challenges. Most recently, Berinsfield was awarded Garden Village status in 2019, which was accompanied by additional funding from Homes England to progress aspirations to improve Berinsfield. The Garden Village status was enshrined in policy through the South Oxfordshire Local Plan 2011-2035, which was adopted in 2020.
More information on the project background and context relevant to this procurement is included in the project brief later in this ITT. There is also further information available on the Council's Berinsfield webpage.
A more detailed overview of the project, alongside relevant background information, will be shared with the successful bidder once appointed.
The Council's project team for this work will comprise mainly of colleagues in the Garden Communities, Strategic Property and Place teams, supported by staff from other areas of the Council as required.
The current campsite washrooms have been in place for around 20 years and are now in need of total refurbishment.
It is hoped that by modernising and updating the facilities, that it will improve people's site experiences, encouraging them to return to the Riverside Campsite
South Oxfordshire District Council and the Vale of White Horse District Council have both declared Climate Emergencies with the following targets for the councils' own operations:
• South Oxfordshire District Council to become a carbon neutral council by 2025
• Vale of White Horse District Council to reduce carbon emissions by 75 per cent by 2025 and become a carbon neutral Council by 2030.
The councils have published Climate Action Plans setting out a wide range of initiatives to reduce carbon emissions from our own estate and operations and this work forms part of the wider Climate Action programme.
The purpose of the projects below is to enable South Oxfordshire District Council and Vale of White Horse District Council to prepare for applications to expected future rounds of capital funding from the Public Sector Decarbonisation Scheme (PSDS) and any other relevant funding opportunities.
Aims
The main aim of this ITT is to select and appoint a competent architect-led multidisciplinary team, (the 'design team') who will provide excellent design services to enable high quality redevelopment of council owned property at 116, 118 and 120 Broadway, Didcot, Oxfordshire OX11 8AB.
The design team will work closely with the previously appointed 'project manager team', to enable the highest possible sustainability standards, for example PassivHaus, EnerPHit or other low-carbon compliant designs for sustainable, affordable homes and associated community space to replace the existing three properties.
The design team will be led by a RIBA or ARB qualified lead architect and will include the following appropriately qualified professionals as a minimum:
• structural and civil engineer
• mechanical, electrical and plumbing engineer (MEP)
• sustainability consultant
• fire safety engineer
• acoustic consultant
• daylight /sunlight consultant
• planning consultant
• principal designer for building safety (CDM Regs 2015).
The design team will provide design services set in accordance with RIBA Plan of Work 2020 Stages 1-3 including the submission of a full planning application for the development. Depending on the outcome of the planning submission and full council approval, based on the quality of design and cost estimates, the aim would be to continue to commission the design team for the project through RIBA Plan of Work Stages 4-6.
The contract for the design team services will be the council's Standard Services Contract.
Objectives
The council's three properties on Broadway are currently vacant and in a poor condition, and the overall aim is to regenerate this part of the Didcot Garden Town by delivering exemplar housing and community space design.
The proposed development is to incorporate the following council corporate objectives:
• action on climate emergency - seeking sustainable, low carbon design
• improved economy and community wellbeing - seeking a balanced approach to the inclusion of high street facing community space on the ground floor
• homes and infrastructure that meets local needs - designing an appropriate housing mix for affordable homes
• investment that rebuilds our financial viability - preliminary feasibility studies indicated that none of the various redevelopment options for the site would pay back the total cost of development within the industry standard period of 45 years, without public subsidy. That subsidy will be sought from accumulated Section 106 affordable housing funds and potentially some Didcot Garden Town funding.
The council requires the services of an experienced and qualified main contractor to carry out internal and external refurbishment works at the temporary housing accommodation at:
Elmside, 22 Gloucester Street, Faringdon, SN7 7HY
These works are expected to commence as soon as feasibly possible after contract award, with and expected completion date of late April/early May
South Oxfordshire District Council and the Vale of White Horse District Council (the Councils) are inviting quotations and seeking to award a contract for appropriately qualified consultants to carry out Sustainability Appraisal of our emerging Joint Local Plan, which (once adopted) will replace the Vale of White Horse Local Plan 2031 (Parts 1 and 2) and South Oxfordshire Local Plan 2035.

The Councils have secured Public Sector Decarbonisation Scheme Grant funding from the Department for Business, Energy, and Industrial Strategy to enable them to install Air Source Heat Pumps and Solar Photovoltaic Cells and to carry out all other required and associated works at the centres.
These projects will allow the councils to reduce their sites emissions and therefore the centres footprints, in line with the latest Governments CRC Energy Efficiency Scheme directives to negate or reduce carbon emissions by the year 2035.
The requirement is for project management of 3 sites to install Air Source Heat Pumps and Solar PV cells and associated work

The Councils’ management of the sites relies heavily on the use of groups of volunteers drawn from the local communities, this engenders a sense of ‘ownership’ from within those communities and plays a large part in ensuring that the sites can be managed economically. In return the managing organisation is expected to be experienced in the management and co-ordination of volunteers and to support their training needs and welfare. As a minimum, the Councils will expect volunteer and community involvement to be maintained at existing levels in any new contract.
All of the sites are managed to enhance their ecological value and several of the sites are subject to biological designations. A successful contractor would be expected to have experience of working on sensitive sites and an understanding of the biological processes that maintain their special interest
