South Oxfordshire District Council, Havant Borough Council, Vale of White Horse District Council, Mendip District Council and Hart District Council ("the Councils") entered into a contract (for an initial duration of approximately 9 years) with Capita for a range of corporate and transactional services ("the Contract"). The opportunity was advertised under OJEU Notice 2015/S 057-100137 and the Contract entered into on 4 April 2016. Further details of the original Contract are set out in that OJEU Notice.
The Councils have previously varied the Contract as per notice numbers 109745-2020, 560746-2020 and 609089-2020.
The Contract permits the Councils to enter into an extension for a total period of up to 5 years from the end of the Initial Term. The Councils (with the exception of Somerset Council who will exit the Contract entirely upon expiry of the initial term on 1 October 2025), have elected to utilise the extension provision within the Contract to extend the services for Revenues & Benefits and Local Land Charges only for a period of up to 3 years from the expiry of the initial term, which may be up to October 2028 with the option to extend for an additional 2 years. South Oxfordshire District Council and Vale of White Horse District Council (the Councils) are seeking to appoint a contractor to provide refuse collection and waste related services (including, residual waste, dry recyclables, green waste, food waste, clinical waste and bulky waste services) along with a broad portfolio of street cleansing services in order to achieve cross-border efficiencies.
The successful contractor will be required to deliver the services as set out in the Councils' specification.
The Councils will make available their existing fleets of vehicles and containers to the successful contractor required to deliver the services. The appointed contractor will not be required to fund the purchase or secure the acquisition of any major plant necessary to deliver the services but nay have to arrange short term substitute vehicles whilst routine maintenance and servicing is undertaken.
The intention is for the Councils to establish a new depot at OX44 where the fleet can be operated from. However, there is the possibility for the depot to be located elsewhere within the South Oxfordshire/Vale of White Horse area and further details on this is set out in the procurement documents.
The Councils are not requiring the contractor to provide its own depot and/or fleet and/or containers in order to deliver the services.

Former site is currently warehouses and offices and used for the manufacturing of garden machinery, including lawnmowers. Warehouses range from 8 to 10 metres in height. Combination of two storey and single storey buildings.
This work will include the safe removal of a small quantity of asbestos that could not be removed during the enabling ACM removal works due to its location at the base of the fixed frame of the roller shutter doors and mains incoming electrical supply switch. These minor phase 2 ACM removal works will need to be undertaken as part of the safe demolition and site clearance
Works will consist of demolition of all but one warehouse (located toward the southeast of the site) and creation of hard standing areas/parking. The new site would be used as a depot for parking waste and recycling collection vehicles, street cleansing and maintenance vehicles and where members of staff would operate from. The proposed depot would not be used to store or dispose of waste or operate as a waste transfer station. The current plan is to redevelop and retain one of the existing buildings and make improvements to the site. The external cladding will be largely retained; however, some areas will need to be removed to allow for the new roller shutters and windows. There will also be elevations that will require existing roller shutter openings to be blocked up.
The new office accommodation will be provided within the retained warehouse toward the eastern aspect of the floorplan; the remainder of this warehouse will be used for fleet vehicle maintenance and storage. The office will be single storey and be of a lightweight construction with metal stud infill walls between SHS columns. These will all be fixed into the existing ground floor slab. The roof construction will consist of primary steel beams with timber joists within webs of steel with plywood deck. Full fill rockwool insulation will be provided between the joists, and these will be underscored with plasterboard to minimise void and negate the need for void detection.

If option 1 is adopted, PSDS funding requires a "whole building" approach to the decarbonisation measures identified for the M&E Services upgrade, including all reasonable steps to reduce heating demand and minimise the total building energy use.

Culham has been designated as the first AI Growth Zone by the UK Government. As part of this, a 100MW data centre is being developed on Culham Campus, with aspirations for up to 500MW of data centres in the longer term. There may also be a further data centre proposed for the adjacent No. 1 site which is allocated for employment use. There is an opportunity to recycle waste heat from large computer systems storing internal data to supply heating for the local community, supplying heat to multiple buildings from a central source. The National Zoning Model does not yet identify this area as a potential heat network zone as the waste heat sources do not yet exist.
The timescales for completion of the data centre are uncertain and subject to planning permission, however it is likely to be within the next five years, with an ambitious completion date suggested to be April 2028. Therefore, the council urgently needs to better understand how to capture the opportunities for low carbon heat networks arising from these developments.
The South Oxfordshire Local Plan 2035 (adopted December 2020) has allocated:
• land adjacent to Culham Campus for construction of 3,500 new homes - this development is a potential end user of the heat network.
• A net increase of at least 7.3 hectares of employment land at/adjacent to Culham Campus - this may be a heat supplier or end user depending on the types of commercial development which come forward.
A Local Development Order is being developed for the site.
A previous heat mapping and energy masterplanning study for Culham was developed in 2017. This proposed three different potential heat network technologies for the site:
• gas engine CHP with supplementary backup gas boilers;
• centralised biomass boilers with supplementary backup gas boilers;
• water source heat pump in River Thames with supplementary backup gas boilers.
While the modelling and information in this study remains useful as background information, there have since been significant technological advances and changes to planned development for the site which means that this work would need to be revisited and updated as part of the techno-economic feasibility study.
At this stage, the council has not committed to taking forward beyond the techno-economic feasibility study stage. Restrictions associated with local government reorganisation (LGR) will limit this council's ability to progress this project beyond the feasibility stage. However, the feasibility study will put the project in the best possible position for a third party or the successor authority, once established, to decide to progress the scheme.
Furthermore, the planning applications for data centres and other nearby development are highly likely to be submitted before LGR is complete in 2028. Therefore, information is needed now so that South Oxfordshire District Council can consider whether planning powers could be utilised to require developments to be designed and constructed to supply or connect to a future heat network, including through the forthcoming Culham Local Development Order.
The Council is seeking a single supplier to provide these consultancy services.

c) the current waste transfer facilities are only used for "dry mixed recyclate" (DMR) which is the co-mingled recyclable waste stream. The non-recyclable (residual), garden waste and food waste all have existing in-district drop-off points and are not included in the contract being tendered.
d) the current transfer station is not secured for the long term. Therefore, the Councils are seeking alternative transfer provision

South Oxfordshire District Council and Vale of White Horse District Council (the Councils) as second tier Waste Collection Authorities operate a shared household waste and recycling collection service. This is currently contracted out to a waste collection company whose material sorting arm accepts the Dry Mixed Recycling (DMR) material at its Material Recovery Facility (MRF). The DMR is fully co-mingled in line with the Governments Core Materials Set. That means that all recycling other than food and garden waste are collected within the same receptacle from households. The current contractual arrangements for this service is due to expire on 28 June 2026. This procurement concerns the proposed award of a new contract to a suitable Supplier that is intended to replace/succeed the existing arrangements which is anticipated to commence from Monday 29 June 2026.
This proposed contract is for the transport of the Councils' DMR from the Waste Transfer Station to a MRF for separation and onward sale to the markets for re-processing.
Under the proposed contract the Councils require that the DMR be collected from the Waste Transfer Station. The Councils will not be supplying vehicles for this purpose and it will be the responsibility of the successful Supplier to secure suitable vehicles for the provision of this service.
The Waste Transfer Station is operated by FCC Recycling (UK) Limited, who the Councils hold a contract with for receiving DMR and making it available to Hauliers.
The Waste Transfer Station is located at Appleford Sidings, OX14 4PW.
Once the DMR has been picked up from the Waste Transfer Station and transported to a MRF the successful Supplier will be responsible for ensuring that all the recyclable materials received at the MRF or MRFs will then be separated out into the key material types and sold onto re-processing markets.
Under this contract the successful Supplier will be required to separate out the maximum amount of DMR received and pass this on to re-processors, minimising the amount of recyclate sent for disposal.
A split from the sale of materials, as described within the Pricing Schedule, will be passed on by the Supplier to the Councils. It will track the LetsRecycle pricing index.
The Councils are in the top 5 in the country for recycling performance and have been so for over a decade. The recyclate in scope for this contract is, in comparison to many other local authorities, low in contaminants. Total annual tonnages are circa 27,000.
