This Market Engagement Questionnaire is being made publicly available to any organisations interested in the provision of Light & Heavy Vehicle Repairs (Mechanical and Electrical) for South Lanarkshire Council (the Council). The service will be delivered to the Council’s Community and Enterprise Resources Roads, Transportation and Fleet Services for the purposes of servicing and repairing the Council’s vehicles and plant. This will include mechanical and electrical repairs to the Council’s fleet of approximately 1700 vehicles. All repairs shall be covered by appointed contractors where the Council does not have an in house capacity to undertake this requirement.
This exercise is intended to provide potential bidders with the opportunity to view and comment on the Council’s requirements if they wish to do so. This builds on a commitment to engage with the market, by sharing information and seeking input from the market to enable us to develop the final Invitation to Tender in a fair and transparent manner. This exercise is to ensure that the final ITT provides all tenderers with a clear understanding of the Council’s requirements and help reduce the number of questions that may be raised in the tender period.
The service will be delivered to the Council’s Community and Enterprise Resources Roads, Transportation and Fleet Services for the purposes of servicing and repairing the Council’s fleet of vehicles and plant. This will include mechanical and electrical repairs, and servicing and MOTs to the Council’s fleet of approximately 1700 vehicles. Service Requirement
To cover the range of Vehicle Repairs, Service and MOTs required under a Framework Agreement the Council is looking to appoint several service providers to accommodate the Council’s vehicle fleet and plant. This will be based on the following categories of vehicle: -
- Cars / Car Derived Vans (to typically include all cars, small trailers, small and medium vans)
- Light Goods Vehicles (LGV) up to 3,500kg
- Goods Vehicles/Passenger Vehicles in excess of 3500kg
- Buses
- Plant, e.g. Forklifts and Lifting Plant.
And covers: -
- MOT – Both Heavy and Light Vehicles
- Servicing – Both Heavy and Light Vehicles
- Mechanical and Electrical Repair – Both Heavy and Light Vehicle
- Engine Repair/Replacement – Both Heavy and Light Vehicle
- Plant Repair and Servicing – e.g. Forklifts and Lifting Plant.
South Lanarkshire Council (SLC) currently operates a contract for the treatment of its Municipal Residual Waste (MRW) collected from its Waste and Grounds Operations, with the initial contract period due to expire within the next 18 months.
The purpose of this PIN Notice is to inform the Council about alternative treatment options that may be available with regards to:
(i) Current and future capacity at EfW facilities;
(ii) Availability of waste transfer infrastructure;
(iii) Treatment costs;
(iv) Waste acceptance protocols;
(v) Waste pre-sort requirements;
(vi) Future plans to limit liability under the Emissions Trading Scheme (EMS).
Quantities of MRW
Facilities are required for the receipt and treatment of up to 90,000 tonnes per annum of MRW collected by the Council. Contract waste is from households and street litter bins.

In the event the Council wishes to pursue a new contract for the treatment of its MRW, the contract requires to commence on 1 April 2027.
South Lanarkshire Councils Community and Enterprise Resources, Enterprise and Sustainable Development Services has a requirement to appoint a suitable specialist consultant to conduct a undertake an ambitious, visionary master planning exercise to transform access and connectivity with surrounding communities, extend dwell time, develop facilities, and most importantly enhance the visitor experience, create more inclusive use, sustainable management and promote our Country Parks as significant community assets.
South Lanarkshire Council has a requirement for a suitably qualified contractor for the provision of a comprehensive Chemical Analytical and Bacteriological Examination service throughout South Lanarkshire. This contract is being led by the Council’s Environmental Services Section.
Environmental Services carry out both proactive and reactive scientific analysis and bacteriological examination of a wide range of food, drinking water and certain environmental samples on behalf of the Council.
The service covers a range of tests including Air Pollution, Microbiology, Contaminated Land, Consumer Protection, Food Chemical and Water Quality & Safety.
These services are priced on a test-by-test basis.
South Lanarkshire Council is progressing the East Kilbride Masterplan, which includes redevelopment of the Centre West site (G74 1LL). This project will create a new town centre neighbourhood, high‑quality public realm, and a new Civic Hub building.
The appointed demolition contractor for Centre West is currently on site undertaking demolition and deconstruction activities. As part of their contract, they are responsible for segregating and storing materials on‑site for future repurposing into terrazzo tiles.
Under this procurement, the appointed organisation will be required to uplift, transport, repurpose, and securely store these materials off‑site. Materials identified for repurposing include terrazzo flooring sections (maximum size 700 x 700 mm), large‑format glazing, terracotta panels, and metal mesh. These materials are intended to be crushed and incorporated into new terrazzo tiles, supporting the Council’s circular economy objectives.
The anticipated scope of services includes:
1 - Uplift, transportation, sorting, and secure off‑site storage of reclaimed materials to support future manufacturing of new tiling products.
2 - Removal and preparation of specified items for direct repurposing within the Civic Hub and public realm components of the Masterplan.
Construction of the new Civic Hub is expected to commence in 2027, with completion scheduled for 2029.

South Lanarkshire Council is conducting this procurement on behalf of the Clyde Valley Learning and Development Group (“CVLDG”) for the provision of a new Learning Management System (LMS).
The CVLDG comprises seven local authorities that share a strategic need for an externally hosted LMS. This system should be capable of hosting online learning resources for all council employees.
This Prior Information Notice is for organisations interested in the provision of Employability services for South Lanarkshire Council (the Council). South Lanarkshire Council, Housing and Technical Resources, Building Services provide a Repair and Maintenance Service to various properties throughout South Lanarkshire operational area and have a requirement to appoint a suitable single source supplier for Supply and Delivery of Double and Single Glazed Frameless Units.
A mandatory requirement of this contract is to provide a Service Delivery Model which is available Monday to Friday, 5 days per week, 52 weeks per year.
The contract is based on volume of orders, where purchase orders will be placed on a daily basis.

South Lanarkshire Council’s Housing and Technical Resources, Property Services requires a service provider who is an accredited ‘Honeywell Fire Approved Partner' to deliver the installation, commissioning, servicing and maintenance of the Honeywell Gent Fire Alarms.
The Council has approximately 100 properties across public buildings, sports centres and schools that require the service. The service provider must be able to provide 2 service visits per annum to each property.

South Lanarkshire Council's Community and Enterprise Resources, Enterprise and Sustainable Development Services have a requirement to appoint a qualified organisation to produce, deliver and manage a programme of staged Christmas celebrations at their Christmas Lights Switch On Events.
The Christmas Light Switch On Events are highly popular, family-based events staged every year in the build up to the festive season.
South Lanarkshire Council invites tenders to provide an event package and event management service for five Christmas Lights Switch On Events in the following five towns: -
- Lanark
- East Kilbride Village
- Rutherglen
- Cambuslang
- Carluke
Each Christmas Light Switch On Event should last for approximately two hours on a fully rigged outdoor staging unit. Sites for each event have been identified, the detail of these will be provided to the successful tenderer. Previous events have included street entertainment, presenters, giveaways and children’s entertainment. The events may contain additional elements such as fairgrounds and Christmas
markets. These are not included within the scope of this tender however the successful tenderer may have to liaise with organisers of these elements during the event planning process to provide a holistic event experience.
The lights are traditionally switched on by Santa and South Lanarkshire’s Provost at 5pm (although this may vary by town).
The events are primarily targeted at families with children aged 16 and under.
Proposals should include the following:
- Provision of staging, pa, lighting and generators.
- Inclusion on technician, riggers and stage production.
- Pre-production
- Potential backline hire for live acts
- Provision of live entertainment (including a headline act)
- Provision of presenters (main presenter and back up MC)
- Complimentary street entertainment
- Provision of suitable first aid cover

South Lanarkshire Council (the Council) are looking to commission an Intensive Family Support Service that will support families with young people aged 12 to 18 years.
The service will be delivered to children currently in residential care settings such as residential schools, internal and external children’s houses and foster placements to support children to return to their communities in a safe way. This will involve intensive work with identified young people, to actively work with key stake holders and families to return young people appropriate for their needs to their families or alternative community options. Also, to work intensively to prevent young people aged between 12 - 18 years of age at risk of becoming accommodated. This will involve intensive crisis intervention in a preventative way with young people at risk of accommodation or accommodated on an emergency basis for an intensive rehabilitation to the family home. South Lanarkshire Council (the Council) is expecting to carry out a new procurement process in 2024, for the provision of passenger transport services, to ensure attendance of pupils at South Lanarkshire Council schools and establishments, and also other general taxi requirements.
The Council have an ongoing requirement for a contractor to provide a maintenance service for the Building Energy Management System (BEMS) and Under Floor Heating (UFH) within South Lanarkshire across a number of establishments including education and social care settings.
Maintenance of both the BEMS and UFH is essential to ensure that there is:
- the optimum performance of the equipment controlled
- provision of thermal comfort levels to the working environment for the occupants of South Lanarkshire Council’s properties
- effective control of energy consumption, for energy efficiency purposes.
The maintenance of the works requires specialist skills and therefore the contract is split into four separate lots. These lots reflect the main types of equipment in use as follows:
- Lot 1 Trend Controllers
- Lot 2 Siemans Controllers
- Lot 3 Various Controllers
- Lot 4 Under Floor Heating
The Council’s, Roads, Transportation and Fleet Services has an ongoing requirement to continue its Roads Investment Programme which requires the Hire of Roads Planers and Pavers complete with operator and Road Sweepers and Tipper Lorries with drivers.

The Council’s Environmental Services has an ongoing statutory obligation in terms of air quality under the Environment Act 1995. The obligations on the Council include the monitoring and subsequent reporting of air quality to protect and enhance standards of air quality within the South Lanarkshire geographical area.
The Council, upon successful application, receives external funding from the Local Air Quality Management Funding (LAQM) administered by the Scottish Government Air Quality Grant Scheme to fund obligated activities to develop measures to record, protect and enhance standards of air quality throughout the South Lanarkshire geographical area.
The Council is looking to appoint a suitably qualified environmental consultant to carry out these essential services on their behalf.
The following information is required to be completed on an annual basis:
1. Progress Report - Detailed review and provision of the annual progress report on air quality across South Lanarkshire for submission to the Scottish Government as specified in the Local Air Quality Management Technical Guidance TG16 and 18.
2 Quality Audit and Quality Control Services - Provision of one year quality control, audit, and data management for Hamilton and Uddingston air quality monitoring sites.
3. Local Site Operator Services - Provision of Local Site Operator (LSO) Services at eight automatic air quality monitoring stations.
In addition to the above requirements, there maybe ad=hoc requirements that require to be carried out throughout the year such as an Air Quality and Climate Change Co-Benefits Evidence Base Study, Temporary Hyperlocal Sensor Network, etc.
