South Lanarkshire Council's Community and Enterprise Resources, Enterprise and Sustainable Development Services required to appoint a suitably qualified and experienced service provider to deliver a Social Enterprise Accelerator Programme. The programme required to be completed within financial year 2023/2024, with the potential to extend the programme should additional funding become available to the Council.
The Social Enterprise Business Accelerator will deliver entrepreneurial training, upskilling and business support for leaders of Social Enterprises and Enterprising Third Sector Organisations based in South Lanarkshire.
The programme will be delivered through a mix of online and in person sessions.
Using the Council’s community benefit matrix, the Council calculated that the minimum total of community benefit points which must be delivered under this contract is a minimum of 40 Community Benefit points.
The Council's Housing and Technical Resources Property Service have an ongoing requirement for a specialist contractor to provide a maintenance service for the Building Energy Management System (BEMS) and Under Floor Heating (UFH) within South Lanarkshire across a number of establishments including Council buildings, education and social care settings.
Maintenance of both the BEMS and UFH is essential to ensure that there is:
- The optimum performance of the equipment controlled
- Provision of thermal comfort levels to the working environment for the occupants of South Lanarkshire Council’s properties
- Effective control of energy consumption, for energy efficiency purposes.
The maintenance of the works requires specialist skills and therefore the contract is split into four separate lots. These lots reflect the main types of equipment in use as follows:
Lot 1 - Trend Controllers
Lot 2 - Siemens Controllers
Lot 3 - Various Controllers
Lot 4 - Under Floor Heating
The contract will be procured via open procedure on the most economically advantageous tender (MEAT) criterion as a single source award per lot, which enables the Council to take account of criteria that reflect qualitative, technical, and sustainable aspects of the tender submission as well as price when reaching a decision.
The Council has adopted a sequential opening process for any tender exercise conducted per the following stages:
As part of Stage 1 the bidders will be required to complete a Single Procurement Document (SPD) as part of the Qualification envelope self-declaring that they meet the criteria requirements for the Lot(s) they have selected.
As part of Stage 2 the bidders will then be required to complete a Technical response based on technical specific questions related to the lot they have selected.
As part of Stage 3 the bidders will then be required to complete Commercial response based on activities associated to the lot they have selected.
As part of the tender evaluation process the Council will then request evidence from the bidder identified as having the highest MEAT prior to award.
The contract will be governed under the JCT Measured Term Contract (MTC/Scot) 2011 Edition.
South Lanarkshire Council seeks to secure the services of a suitably qualified service provider to deliver the management and operation of the Council’s Household Waste Recycling Centres, including the treatment, disposal, and recycling of the waste and recycling streams collected via the sites.
The Contract will be under the Council's Standard Terms and Conditions of Contract - Services
The Council’s current contract is due to expire on 31 March 2024. The Contract period is a period of 7 years with the option to extend for a further period not exceeding 3 years.
South Lanarkshire Council (the Council) have a new requirement for support for supported accommodation for service users who have been assessed as unintentionally homeless.
The service will be delivered to individuals referred to the service with a range of support requirements. The service will assist the Council to meet their statutory accommodation and support duties to homeless individuals with the most complex needs and who may be excluded from all other accommodation, with a view to working with homeless individuals with complex needs within a highly supportive environment and address support needs, build tenancy skills to break cycles of homelessness.
The supported accommodation will be provided within 15 units plus one peer unit as individual modular pods. The peer unit is available for peer support opportunities (including students). In addition the site will have a hub for activities and wider community engagement.
The Clyde Valley Learning and Development Group (“CVLDG”) has a requirement for an eLearning and Development Platform. The significant and sustained increase in usage of online learning across all member councils which first arose out of necessity during the pandemic has not decreased. As a result, it is now recognised that a robust and reliable learning platform is a fundamental requirement to deliver learning and development to support service delivery. The Tessello collaborative learning platform allows the CVLDG member Councils to deliver, track and optimise learning across multiple teams and platforms. The system has bespoke functions that have been developed by Capita Business Services Ltd and provides the CVLDG with a product that is tailored to meet each of the Local Authorities’ specific business requirements.

The objective of this procurement exercise is to put in place a fully managed ICT managed service for Education which builds on this position of strength, which continues to offer schools with modern and transformative environments and digital solutions.
South Lanarkshire Council wish to procure a service to provide independent impartial advice and guidance to support and help advance customer participation in South Lanarkshire, including in-person and online meetings with tenants and the Council, support via phone calls and email, sharing paperwork, and delivering presentations and training.
The service provider will be expected to develop and implement a workplan agreed between the Council and tenant representatives with clear tasks, timescales, responsibilities, methods, and outcomes.
South Lanarkshire Council’s Ground Services have an ongoing requirement to procure for the supply of Grounds Maintenance Materials that are currently stocked at five depots: East Kilbride, Lanark, Blantyre, Rutherglen and Hamilton for distribution and use throughout the Council area.
The contract objective is to ensure the continuity of provision and fit for purpose goods in line with the current standards/legislation are held in stock at appropriate levels.
A suitable and accessible route to market has been identified: by using a multiple supplier contract in accordance with the Open procedure by advertising in the Find a Tender website for the Provision of Grounds Maintenance Materials to support in-house service provision which comprises of the following lots:

The solution should provide a secure, yet practical and efficient method of ingress and egress from offices for both staff and, where appropriate, members of the public.
This solution requires to have an automated operation requiring minimum staff intervention, yet allow manual override in case of emergencies, and provide proper provision for people with mobility issues in the event of any evacuation scenario.

The Council identified a requirement to appoint an suitable Consultant for the provision of a highly accurate and reliable road weather forecasting and consultancy service. This service shall assist and aid all roads authorities who are members of the Weather Forecast Partnership (hereinafter referred to as the “Councils”) in the delivery of their operational winter and flood response service plans.
The Consultant shall also provide a maintenance service for all Council owned weather stations and monitoring equipment located within the local authority areas of the Councils in the Weather Forecast Partnership
South Lanarkshire Council's Roads, Transportation and Fleet Services require to appoint a suitable contractor for the Hire of Roads Planers and Pavers complete with operator including supplementary plant to undertake improvements of the Council’s Roads Network.

South Lanarkshire Council has a legislative requirement to service and maintain the Air Conditioning (AC) and Air Handling Unit (AHU) installations in their properties to ensure:-
- Optimum performance of the equipment is achieved and maintained;
- Provision of thermal comfort levels for occupying staff are maintained; and
- Maintain equipment as per manufacturers recommendations.
Currently South Lanarkshire Council have approximately 231 properties that Housing and Technical Resources are responsible for maintaining (includes various education establishments, roads depots, social work establishments, leisure centres, etc) with Air Conditioning (AC), Air Handling Unit (AHU) installations, common ventilation and heat reclaim installations. In addition, there are 8 continuous air quality monitoring stations within the South Lanarkshire area which require to be maintained to ensure the optimum efficiency of the equipment.
Properties maybe added or removed during the contract period.
The contract consists of:-
- Service and Maintenance visits.
- Pre-maintenance inspections, as and when required – prior to any new properties being added.
- Remedials - identified during a service visit.
- Call outs – 24 hour, 365 days per year.
All works and services are required to be carried out in accordance with F-Gas Regulations 2007; REFCOM F-Gas Company Certificate 2009 and Supplementary information, good working practices, AC and AHU equipment manufacturer’s recommendations.
South Lanarkshire Council's Housing and Technical Resources Property, Housing Management and Homelessness Services have a requirement to provide a service for the Removal, Storage and Disposal of items. In addition, there is also the requirement as part of the Council’s wider buildings estate portfolio to include internal office/Education moves for short or longer term decants to other buildings.
This service has been split into the following Lots:-

Lot 2 - Commercial Removals Storage and Disposals

South Lanarkshire Council has a requirement to ensure that its property portfolio is protected against financial loss that could result from an insured peril leading to loss or damage to the property. The policy extends to cover the following elements:

The Council have identified a collaboration led by Crown Commercial Services for a framework agreement with various contractors for the provision of Fuel Cards and Associated Services - RM6186. The framework is accessible by all UK Councils and will cover the period 22 February 2022 to 21 February 2026.

Bidders will have the opportunity to bid for one or both Lots. The weightings associated with the award of the contract are as follows;
30% Technical
70% Commercial
The contract will be for a period of 2 years with the option to extend for a further period of up to 24 months with the anticipated contract start date being 01 October 2023.
The Council has an ongoing requirement for the provision of Festive Lighting, encompassing the maintenance, storage, erection and dismantling of Council owned Festive Lighting and associated kit for use throughout the towns and villages within the boundary of South Lanarkshire.
