development on land assets owned by South Holland District Council. These opportunities will serve to support the council in its aims of increasing the supply of new housing in the district for the benefit of local communities.

It is anticipated that each site will be run as an independent project but will maintain the same core team of designers and consultants to provide consistency. It is anticipated that additional sites may be added to the programme as identified and it should also be noted that all sites may not progress beyond appropriate gateways should they not receive support.

This work is expected to respond to the latest national policy and guidance and consider the needs for all groups that identify as Gypsy, Travellers or Travelling Showpeople. In this regard it is expected that the GTAA will be informed by the national definition of Gypsy and Travellers, and additionally consider and provide advice on the needs arising in accordance with the decision of the Court of Appeal in the case of Lisa Smith and Secretary of State for Levelling Up, Housing and Communities, June 2022. The GTAA will be focused upon needs within Breckland District Council's administrative boundary. However, the study will be expected to adequately reflect an understanding of any cross-border issues impacting needs and provision across Norfolk and Suffolk. As such, we are looking to procure both those requirements where a separate risk profile exists and join those requirements where there is some commonality and in particular due to the cross-over of roles and responsibilities between the parties.
As all three councils are separate legal entities, there is a requirement that for those Lots where we are looking to procure the three authorities' requirements under one Lot, the successful bidders have in place a process where, if separate policies are not issued, then costs can be apportioned to each authority in its own right.
