South Hams District Council is seeking to work with a play park provider for the design, supply and installation of play equipment at four Council owned play park sites:
- Rush Way, Totnes - replacement of toddler play equipment
- Gidley's Meadow, Dartington - replacement of existing play equipment
- Woolwell Community Centre play area - additional equipment
- Crowder Meadow, South Brent - replacement of existing play equipment
Further to the bid deadline of 14th November, the final design should be agreed by 19th December following any refinement through dialogue with The Authority. Installation and handover are expected to be completed by the end of May 2026 at the latest.
Applicants should submit 2D plan layouts as a minimum for each site showing new equipment (with existing equipment and features for context) but are invited to supply 3D visuals where it may assist with illustrating the proposal.

South Hams District Council undertook a below-threshold open tender exercise on behalf of Salcombe Harbour Authority to appoint a contractor to carry out dredging works across various areas within the South Hams area.
South Hams District Council undertook an above-threshold open tender exercise to appoint a contractor to operate a Park and Ride service in Dartmouth.
This is based on a 3 year contract with 1 optional extension year.

The Authority is issuing this Invitation to Tender (ITT) and is inviting expressions of interest and Bids from Applicants regarding private water supplies analysis for multiple authorities.
South Hams District Council and West Devon Borough Council have undertaken a procurement to appoint a supplier to be the sole maintenance provider for car parks within the 2 regions.
The contract value will be an estimate due to the nature of the contract being based on call-off rates as and when car parks need maintaining.
VEAT notice for South Hams wishes to enter into partnership with Plan B to provide a comprehensive materials marketing and sales service for the recyclable materials from their municipal operations and made available for collection at their Ermington Road Depot.

Repair and Maintenance agreement for fleet vehicles. There is a legal requirement for us to maintain HGV vehicles at set intervals and if this is not able to be completed, the vehicles are unable to go on the road.
Plan B wishes to enter into partnership with South Hams District Council (SHDC) to provide a comprehensive materials marketing and sales service for the recyclable materials from their municipal operations and made available for collection at their Ermington Road Depot, with the aims to:
• Become an integral part of the services team to ensure operational colleagues are well placed to supply good quality recyclables to market;
• Deliver SHDC additional income above comparative Lets Recycle valuations, net of the cost of a comprehensive and value adding service;
• Provide SHDC with significant resource savings (or opportunity to reallocate resources) on procurement/sales, administration and finance activities all related to the material marketing and sales processes;
• Protect SHDC through robust due diligence processes to manage and mitigate credit risk and deliver compliance (this includes permit/licence checks, Environment Agency Freedom of Information Requests to check compliance with permit/licence, HSE enforcement checks, regular credit checks using Dun & Bradstreet etc);
• Provide built in contingencies to the trading of material to manage market or reprocessor failure or risk with the breadth of markets, reprocessor and buyers within their network;
• Supply comprehensive and detailed reports on tonnage, end destinations, sales performance and market intelligence to aid budgeting and forecasts;
• Give access to Plan B's materials system which will allow Plan B and SHDC to share live data and act as the central data point to manage and administer the service;
• Assist SHDC with material quality management interventions and best practices.

Fusion Lifestyle went into administration on 1 April 2026 and, as a consequence, the Authority requires continuity of service to ensure that the following leisure facilities can continue to operate:

Ivybridge Leisure Centre
Totnes Leisure Centre
Quayside Leisure Centre (Kingsbridge)
Dartmouth Leisure Centre
WDBC:
Parklands Leisure Centre (Okehampton)
Meadowlands Leisure Centre (Tavistock)
The Authority intends to award a short-term management contract to maintain the operation of the above facilities. The Authority makes this award relying on Section 41 and Paragraph 13 to Schedule 5 of the Procurement Act 2023, as there is extreme and unavoidable urgency, for the following reasons:
the services to be supplied under the public contract are strictly necessary for reasons of extreme and unavoidable urgency and the urgency is unavoidable, as it is attributable solely to the administration of Fusion Lifestyle, which could not have been foreseen by the Authority, and it was not confirmed until 1 April 2026; and
as a result of the urgency, the public contract cannot be awarded on the basis of a competitive tendering procedure and the Authority has not been able to find a suitable alternative route to ensuring continuity of services in these complex circumstances.
The Authority will shortly start a formal procurement competition in accordance with the PA 2023 order to ensure that it is able to select an operator to provide the leisure service for a mid/longer term duration on the expiry of the short term management contract.
