The service is divided into two lots: Lot 1 NHS@Home Virtual Ward Service Lot 2 NHS Virtual Plus Health Monitoring The service will operate under an NHS Shorter-Form standard contract. This is an existing service. The service will commence on 1st October 2025. The contract values for the lots are for the thirty months of the contract, without extensions.

This is a Provider Selection Regime (PSR) intention-to-award notice under the Most Suitable Provider process. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the Procurement Act 2023 / PCR 2015 do not apply. The Trust now intends to award the Bromley Community Phlebotomy Service to the provider Bromley GP Alliance Ltd with an estimated lifetime contract value of £2,926,440 exc VAT. ------- NHS South East London Integrated Care Board (SEL ICB) is seeking to commission a Community Phlebotomy Service for the London Borough of Bromley. The Community Phlebotomy Service was first commissioned in Bromley in 2017 to provide accessible, out-of-hospital provision for blood collection for patients across the borough. The service provides blood tests in accessible community settings that enables earlier interventions to help manage more people in the community, reduces the reliance on hospital-based testing, and contributes to better referral quality to secondary care. The service aims to: • Provide an accessible phlebotomy service that facilitates GP direct access to blood tests and urgent access if required. • Enable GPs to effectively manage their patients in primary care or to improve referrals to secondary care with the appropriate diagnostic investigations already completed. • Ensure that the provision of tests is conducted consistently and effectively across Bromley through achieving a set of agreed core standards, key performance indicators, and reporting arrangements. • Support the commissioning of the highest value and quality services that meet national guidance. The key service objectives for this contract term are (and these will be used to evaluate potential expressions of interest) to: • Empowering Bromley GPs with phlebotomy services in a primary and community care setting. • Provide a more accessible service in community settings and convenient locations, as outlined in sections 2.4 and 2.14. For certain sites, the provider will be required to operate from locations specified by the commissioner, while others will be subject to assessment and confirmation. • Provide a flexible and appropriate service that is responsive to changes in demand, patient care and organisational requirements. • Provide a quality and clinically safe reporting service supported by the necessary trained, experienced and well-established workforce. • Deliver an integrated service that works seamlessly with GPs, the pathology provider, and wider health services, while developing and maintaining strong local relationships through collaboration with primary care clinicians, services, and pathways. • Works in integrated approach with other interdependent services in the local system to develop and contribute to a sustainable neighbourhood diagnostics provision in Bromley. • Work with the pathology provider on planned transformation of GP blood test requesting technology and adapting to changing requirements of the service. • Provide safe, efficient, responsive, comprehensive and effective services which meet National guidelines, quality standards, accreditation requirements and statutory regulations. • Provide services that comply with information governance, data privacy and sharing agreements, facilities requirements and governance standards. The provider is expected to demonstrate a proven track record in delivering community phlebotomy services for a minimum of three years in South East London, with prior experience in meeting the key objectives and service requirements as outlined. -------- Approximate lifetime contract value: 2 years + 1 year extension subject to review at the end of 2 years, Contract Value: Value excluding VAT: £975,480 per annum with per-unit price (per bleed) of £7.39 for 132,000 units (bleeds). The five key criteria were allocated a minimum weightage of 50% to qualify and 70% to pass the assessment. The provider scored 82% in total and was therefore deemed successful. 1. The provider is a NHS Foundation Trust, providing mental health care services including, but not limited to, Commissioner Requested Services (CRS) / Essential Services and specialised services. The provider is the only provider capable of delivering the services due to the nature of those health care services.

NHS South-East London Integrated Care Board (ICB) - Bromley has a statutory duty to meet the requirements of the (i) National Framework for Children and Young People's Continuing Care (CC) and (ii) National Framework for NHS Continuing Healthcare (CHC) and NHS-Funded Nursing Care. Overall the two frameworks constitute the key elements of All-Age Continuing Care (AACC). NHS South-East London Integrated Care Board (ICB) - Bromley has established an in-house AACC service comprising of managers, clinical leads, nurses and support officers. The service has a particular duty to deliver the ICB's statutory requirements and to manage the AACC budget. This service specification is for an All Age Continuing Care (AACC) Partnership Delivery Service (PDS) which will work alongside the ICB in-house AACC team to deliver the totality of requirements for the service. The PDS will be a clinical-led service that will deliver critical CHC nurse-led assessments and reviews, in support of the completion of Multi-Disciplinary Team (MDT) Decision Support Tools (DSTs). The service will also provide additional AACC administrative support services.

NHS South East London (SEL) Integrated Care Board (ICB) and the Dysart Medical Practice have procured GP Facilities Management Services (Hard and Soft FM) for the Bromley Health and Wellbeing Centre for the Dysart Medical Practice in the Bromley Borough. The MSK Community Service will play a vital role in supporting Greenwich in delivering its strategy to improve patient experience and health outcomes while optimising referral pathways. This service is for adults with multiple long term conditions, over the age of 18, who either live in the London Borough of Bexley or are registered with a Bexley GP practice. Following the publication of the NHS 10 Year Plan, Bexley Place is driving forward with establishing a Neighbourhood Health Service in each of its three neighbourhoods. A fundamental component of a neighbourhood health service is to support residents with the wider determinants of health which have an impact on how they are able to manage their long term conditions. The population in Bexley is diverse, both culturally and economically. The borough is split into 3 Neighbourhoods, these are: • Frognal (Sidcup & Bexley) • Clocktower (Bexleyheath & Welling) • North Bexley (Erith, Thamesmead & Abbey Wood) There are approximately 26,000 people living in Bexley who have 3 or more long term conditions. North Bexley is the most culturally and economically diverse part of the borough, with 15,995 residents living in the lowest 20% deprivation decile - this is 15% of the North Bexley population. In the other parts of the borough, the number of residents living in the lowest 20% deprivation decile is 2,774, which is 2% of that population. People living in the most deprived 20% of Bexley have a shorter life expectancy than those living in the least deprived 20%. For females, the gap is 2.2 years, and for males the gap is 5.2 years. Bexley Place seeks an established provider of voluntary services based in the London Borough of Bexley, with a proven track record in currently delivering social prescribing and peer support services. The provider must be an existing key partner of the integrated neighbourhood teams' development in the London Borough of Bexley. The provider must be able to mobilise the Health & Wellbeing Coaching with Social Prescribing Service within 3 months of the contract award.
