The South Central Ambulance Service Foundation Trust (SCAS) estate includes Hubs (Oxford City, Nursling, Cosham, Winchester and Eastleigh), Resource Centres (High Wycombe, Petersfield, Reading, Bracknell), NEPTS (Non-Emergency Patient Transport Services) sites and Standby points.
In the more populous areas of the region SCAS operates a hub and spoke model with its hubs and resource centres, where most of the buildings also house PTS vehicles and crews. There are a further 20 PTS-only buildings. To support the service there are some 38 standby points (which are continually changing in reaction to changes in service need). Other functions include three training venues, aerial masts and two air ambulance bases.
SCAS runs three call centres in Otterbourne, Hampshire and Bicester, Oxfordshire and Milton Keynes Buckinghamshire where resilient space (i.e, backed with UPS and generator) is provided for a shared 999 and 111 service. PTS call centre services are also located at these locations as well as at three others. In total SCAS, SCAS owns, leases or licences 110 buildings
SCAS is looking to Tender for Hard FM Services, including Mechanical and Electrical, Building Fabric and Specialist Maintenance Services to support the running of the estate.
The contract will be for a period of 5 years with an option to extend for a further period of up to 2 years, to a maximum term of 7 years.
The annual value of these services is approx. £2.5m per annum for a combination of PPM, remedial and reactive works. Therefore, the potential total contract value (including optional extension periods) is approx. £17.5m.

Market Engagement for Commercial Strategy Implementation for Urgent Care PPs
South Central Ambulance Service NHS Foundation Trust (SCAS) is tendering for A&E Private Ambulance Services. SCAS has used Private Ambulance Services for over 10 years to supplement its internal capacity. Following a strategic review of existing contracts, SCAS is planning to replace existing contracts, purchased under a dynamic purchasing system with longer term contracts to provide increased certainty and stability of private service provision. Services will be required 24 hours per day, 365 days per year including all public holidays.
The procurement activity is expected to commence in December 2022, with new contracts to be operational in the period June 2023 – December 2023. Existing contracts will be extended to support a phased transition to the new service.
SCAS is undertaking service and contract design activity and would encourage the input of interested suppliers via market engagement activity over November and December 2022.
