Cambridge City Council and South Cambridgeshire District Council (the Councils) are producing two new development plans. A new joint Greater Cambridge Local Plan (GCLP), which will cover the combined geographic area of the two local authorities, and a joint Area Action Plan for the strategic development area of North East Cambridge (NEC) that straddles the administrative boundaries of both authorities.
The Councils are seeking suitably qualified consultants to:
prepare a strategic Infrastructure Delivery Plan (IDP) for the Greater Cambridge combined area and
to review and update the existing 2021 IDP prepared in support of the Draft Area Action Plan for NEC.

South Cambridgeshire District Council - Greater Cambridge AI for Digital Planning
Greater Cambridge Shared Planning [GCSP] have been awarded funding by the Department for Levelling Up, Housing and Communities [DLUHC] to improve efficiency in reviewing representations from Local Plans.
Part of the proposal is to investigate the opportunities for AI to be deployed to summarise responses to the Local Plan. If successful, this tool would be incorporated into the existing web-based consultation tool, Opus Consult.
GCSP are seeking assistance to develop a prototype to explore the efficacy and applicability of such tools.
Within this work, a thorough exploration of ethical considerations regarding the implementation of AI-based tools for the processing of Local Plan responses should be included.
We envisage this work will include the following stages:
1. Data Discovery: Understanding the current approach
2. Evaluation of Data
3. Design and test tool
4. Second round of development and testing
5. Exploration of ethical considerations
6. Final Review
The tool needs to be GDPR compliant and a GDPR impact assessment needs to be undertaken. A data sharing agreement between the provider and the local authority must be generated if data is shared through use of the product.
The system will need to have basic security controls in place.
