Greater Cambridge Shared Planning Map Reading and Placemaking Game (Using Digital Technology)
Introduction
The Greater Cambridge Shared Planning (GCSP) is looking for a service, in the form of a game, that encourages residents to move more and connect with their local area, within the publicly accessible areas in a new settlement in the Greater Cambridge region with a population of around 13,000, via walking, based on a orienteering approach to complete a prescribed set of destinations to visit, involving map reading and appreciation of placemaking with the use of digital technology in a safe way.
Service requirements
We envision the service provider to supply us with the IT technology fixed points to be installed across the area concerned to allow participants to 'check-in', to demonstrate that they have visited that place. These fixed points should be about 500m apart and be connected to an app that people can use with their mobile devices. We would like the results of participants' (individuals or groups) walking or wheeling distance (wheelchairs or mobility scooters or bicycles) and their views of the locality from a placemaking perspective analysed, and that a report is produced based on these results to demonstrate the impact of the service on health, well-being, community cohesion, minimizing carbon footprint and placemaking, as well as navigation/map reading skills. The report should provide data and recommendations concerning the population's wellbeing, insights into how people use the area and for what purpose, behaviour change leading to a more active lifestyle and thoughts on placemaking. The report should also include a section to evaluate the success of the masterplanning of this new settlement in terms of the 4Cs set out in the Cambridgeshire Quality Charter of Growth, covering: Character, Connectivity, Climate and Community.
We expect to have access to a website-based platform to view the participants' progress throughout the activity period.
Timeline
We are looking to have this service provided to us in June or July 2025 for several weeks, and the report, showing the results the game with the aforementioned recommendations, should be provided to us by the end of August 2025.
Resources required
1. Robust fixed-point equipment connected to a web-based platform registers the participants' visits. The service should include installation and obtaining relevant permissions from the relevant authority.
2. An app that allows participants to download it to their mobile devices which will allow them to do the 'check-in' when they visit these fixed points.
3. A web-based platform that is accessible by us (GCSP) to monitor participant's progress.
4. This web-based platform should also be accessible by the participants so that they can see their progress.
5. Production of maps identifying the fixed points, considering road safety and the need to reflect on the merits of those places from a placemaking perspective.
6. Provide PR and marketing support to promote the service.
7. Production of a report based on these results to demonstrate the impact of the service on health, well-being and placemaking. The report should provide data and recommendations concerning the population's wellbeing, insights into how people use the area and for what purpose, behaviour changes leading to a more active lifestyle and thoughts on placemaking.
The Waterbeach Renewable Energy Network WREN project is being delivered by South Cambridgeshire District Council (SCDC) in partnership with Cambridge City Council (City) under the title of Greater Cambridge Shared Waste Service (GCSWS) to facilitate both authorities becoming net zero by 2050. South Cambridgeshire District Council will lead on the procurement process.
GCSWS are looking for a suitably qualified and experienced company to tender for the Design and construction of the WREN project, at Waterbeach Cambridgeshire
General Description of the works:
The tender is for a single stage tender to complete the design based on the works information and complete the construction of the Solar farm and BESS
As part of the plans to meet these targets, the waste service is electrifying a proportion of its fleet, with 4 electric RCV (e-RCVs) currently operating within the service and an agreed programme to have a total of 18 electric e-RCVs operational by 2027/28, alongside electric vehicles for fleet management use. The WREN project will provide solar energy and battery storage to facilitate the e-RCVs.
South Cambridgeshire District Council - Consultation Platform Software
Soft Market Testing - South Cambridgeshire District Council (SCDC) is looking for suitable software to design, develop, and implement an innovative and user-friendly consultation platform. This platform will facilitate engagement between local government and its residents, enabling effective communication, feedback collection, and participatory decision-making.
The key functionality of the software should include features that would allow us to increase engagement with residents and to provide a comprehensive online platform where residents can track consultations from beginning to end. The platform should also contain a secure login option for residents to keep track of their engagement and so that we can contact residents when new consultations and opportunities for engagement are posted.
The consultation platform must be GDPR and accessibility compliant, with an intuitive and user-friendly interface for residents. The system should have flexible feedback collection tools, including question branching, polls and interactive maps as well as the ability to easily design and change templates to incorporate our branding. Training and support must be available for using and designing the platform. The platform must also provide a single access point for visibility of all current and historic consultations.
The platform should be able to provide us tools to geographically target consultations so that only residents of a certain geography can answer. We would also want the platform to include single sign-on functionality through our existing IEG4 portal and seamless integration with our existing Council website, with the potential for further integration with other platforms/tools if needed.
The platform should provide tools for efficient analysis and data collection. This includes aspects such as AI driven sentiment analysis, trend identification and free text categorisation, as well as interactive dashboards to present findings. It should also be easy to export data if needed.
Platforms that include AI and machine learning, community panels/forums, user profiles and activity tracking, anonymity options, offline capabilities and multi-channel communications would also be welcome.
We would welcome expressions of interest in relation to systems that are suitable for a range of local authority consultations, including those that can be proven to meet the specific requirement of detailed Planning consultations.

South Cambridgeshire District Council - Roads and Paving Works Framework Contract
South Cambridgeshire District Council (SCDC) are looking for suitably qualified and experienced Contractors to provide SCDC with road and paving works. Before we go to tender for this requirement, we are looking to understand the level of interest in the market for this opportunity. Should we be happy that there's a sufficient level of interest in the market we will look to go to tender for this requirement early in the new year.
Description of Requirement:
The road and paving works required include, but not be limited to, car parks, footpaths, unadopted roads, dropped curbs and cycle ways. There could also be the occasional requirement for drainage works to be undertaken. Depending on planning permissions, these works can be undertaken via tarmacking, block paving or concrete. Use of gravel also varies depending on planning permission. There will be a need for ramped sections.
When we go to tender for this requirement we will be letting a Small Works Framework Contract (SWFC) that will comprise of 4 Contractors appointed to a below WTO threshold Framework Contract and the 4 Contractors appointed to the SWFC will be the 4 highest scoring bidders following the scoring and evaluation process. The estimated contract value is indicative only and does not guarantee any volume or value.
Each job (referred to as a call off contract) will be subject to a further competition. Each of the Contractors who are accepted on to the SWFC will be invited to submit a bid for each job. The further competitions will be undertaken using email or the electronic procurement system.

South Cambridgeshire District Council is seeking the views from potential contractors on the delivery of the new Northstowe Community Centre building using a single stage D&B contract.
The proposed Community Centre is to be located on the north-west corner of Parcel 6 of Northstowe’s Employment Zone. The land is owned and managed by South Cambridgeshire District Council and the reserved matters application was submitted to the LPA on 23rd August 2023, Ref 23/03248/REM – determination date TBC.
Parcel 6 is situated south of Longstanton park and ride, and it is bounded by Stirling Road to the North. The site is currently a green open space with the exception of a single-storey structure which is the temporary community centre. The proposed Design is organised around a large central double height foyer connecting the main entrance facing the green with the garden courtyard to the rear. The overall building size will have an internal floor area of approx. 950m2 and is intended to be a two-storey building, with a key aspect of the building embedding exemplar sustainable credentials into the design.
The aim of this exercise is to understand the current market for a single stage D&B contract with contractor design works commencing at RIBA stage 4 through to completion. SCDC would like to take this opportunity to not only establish the interest in this project, via the proposed procurement route and issues foreseen with the approach and delivery of this project.

Development and Delivery of Waterbeach Renewable Energy Network (WREN)
The Greater Cambridge Shared Waste Service (GCSWS) for Cambridge City Council and South Cambridgeshire District Council has made a commitment to decarbonise its fleet of refuse vehicles by 2030, which currently accounts for around 1,800 tonnes of CO2 per year.
To support fleet decarbonisation and meet the Councils’ 2028 and 2030 net zero targets, there is an urgent need for an on-site renewable energy solution to enable charging of electric vehicles at its depot in Waterbeach, where the local electricity network has insufficient capacity to meet the charging requirements of the Councils’ fleet.
The depot is located at Dickerson Industrial Estate, Cambridge CB5 0PG, off the A10, in between the Cambridge Research Park and Waterbeach Waste Management Park.
South Cambridgeshire District Council, on behalf of the GCSWS, will soon be procuring for the development and delivery of an integrated renewable energy and storage solution, to be operational by from June 2025, which will include:
• Ground mounted Solar Photovoltaic Array
• Local grid infrastructure including Local grid energy Centre
• Electric Refuse Vehicle Chargers
• Energy/Power Management system
• Energy Storage System
• Mains Point of Connection to the UKPN electricity distribution network
Innovative proposals to derive further environmental and community benefits from the project are also encouraged through the procurement e.g. potential re-use of EV batteries for energy storage.
South Cambridgeshire District Council - Income Management System
South Cambridgeshire District Council are leading on a potential joint contract working with Huntingdon District Council and Cambridge City Council to conduct preliminary market consultations with interested parties in relation to an Income Management System to be under the policy of purchase once use many times.
A team of project leads for each of the organisations will be in attendance and will be able to answer any specific questions around the delivery requirements.

South Cambridgeshire District Council - Corporate Website Re-Design
SCDC is looking to appoint a supplier to re-design our corporate website. As this is something we haven't done for a long time we're trying to ascertain how much this work is likely to cost and we'd like to obtain some quotes based on some different options.
Option 1:
• Carry out user research and analyse data to understand WHAT a new website for South Cambridgeshire District Council, Greater Cambridge Shared Planning and Cambridge City council would look like and why.
• Create a redesigned prototype for the project team(s) to review and get sign off on - the redesign should factor in all of the different templates the councils are looking to update. For instance, content pages, landing pages, URL redirects, the Bin calendar, What goes in Which Bin etc etc. We do not yet know the full size of the scope, however we do know we are looking to include every element of the website as part of this project.
• Create the necessary templates for us to then hand over to our in-house developers to implement (i.e. HTML files, CSS files)
Option 2:
• Carry out user research and analyse data to understand WHAT a new website for South Cambridgeshire District Council and Cambridge City council would look like and why.
• Create a redesigned prototype for the project team(s) to review and get sign off on - the redesign should factor in all of the different templates the councils are looking to update.
