South Cambridgeshire District Council and Cambridge City Council are seeking company to review and update previously published employment land, economic development and housing needs evidence to inform future stages of preparing the Greater Cambridge Local Plan, being prepared jointly by the Councils. Preferred Options for the Local Plan (called the First Proposals) were published for public consultation in November 2021 with a supporting evidence base. The Councils consider that the employment land, economic development and housing needs evidence completed to date (referred to below) is robust. The work now required to support future stages of plan making goes beyond what was envisaged in the original contract, reflecting changing circumstances in both the plan making process, including additional plan making stages, and the context in which the plan is being prepared, including the COVID-19 pandemic. As such this new procurement exercise seeks to incorporate all requirements now anticipated through to adoption of the Greater Cambridge Local Plan, any further support needed to inform the latter stages of North East Cambridge Area Action Plan, and also to incorporate the potential for advice on related topics. SCDC is leading on a procurement on behalf East Cambridgeshire and South Cambridgeshire District Councils to develop a series of Warm Hubs operated from community buildings across the Districts of East Cambridgeshire and South Cambridgeshire this winter (2022) to support vulnerable and isolated people, as well as those on lower incomes. Therefore SCDC is looking for a suitably qualified and experienced contractor to provide these services. The aim of the Warm Hub will be to provide support to those most vulnerable this winter to help mitigate the cost of living crisis. The Hubs will offer a warm, friendly and inclusive environment with access to hot food, tea and coffee; somewhere to socialise, take part in activities and receive information on how to reduce bills, access financial support, and stay healthy and well. SCDC is leading on a joint procurement exercise to acquire a Planning Obligation Administration system (the System) on behalf of the GCSP. In both Cambridge City and South Cambridgeshire records relating to Section 106 agreements are recorded in bespoke Microsoft Access databases. Both the Cambridge City Council and the South Cambridgeshire databases maintains records relating to around 1,500 developments, respectively. In addition, Cambridge City Council also maintains a dormant database containing information on around 500 developments. Records on how section 106 monies have been spent are held separately. Recent internal audits for the Councils highlighted weaknesses with the current systems and recommended the implementation of a new holistic database incorporating both information on the section 106 agreement and project spend management. At the same time Regulations (the Community Infrastructure Levy Regulations 2010 as amended) require annual Infrastructure funding statement and associated datasheets to the Government. The project must therefore deliver an established and nationally recognised Planning Obligation Administration software system satisfying the following objectives: • Ability for multiple Council departments to access data and maintain records • A public interface providing read only access to information by third parties • Ability to generate pre-population reports including the Infrastructure Funding Statement and Annual Monitoring Report • Ability to generate CSV files in accordance with Government guidance (Ministry for Housing Communities and Local Government) • Ability to create bespoke reports on any information field • Ability to create system notifications for when site visits or obligations (including contributions) become due • Ability to link with the TechnologyOne finance system Further information on minimum System requirements is contained in Section 2. Greater Cambridge Shared Planning Service (GCSPS) is a shared service for CCC and SCDC. Over the last few decades, GCSPS has experienced significant growth with the current local plan period. While most of this growth is being delivered on strategic sites, as urban extension and new settlements, there are infill sites and areas within the Cambridge such as some areas within the suburban estates to the north, east and south that are in need of regeneration. There are a number of infill developments coming forward for planning permission within these suburban areas incrementally whose designs are based at a site- specific level, in the absence of a strategic vision for how the area should evolve in the future. As land comes forward for development, within the constraints of the existing local plan these areas could benefit from reimagining their future. They would need to address some of the challenges of meeting zero carbon, making effective and efficient use of land in a sustainable location, whilst being sensitive to its historic and landscape context, improving the quality of homes and places for their communities GCSPS have been selected to be part of the Design Code Pathfinder programme by the Department for Levelling Up, Housing & Communities (DLUHC) to test the approach set out in the National Model Design Code (NMDC) and investigate how design coding may apply at an area wide scale. Planning obligations under Section 106 of the Town and Country Planning Act 1990, commonly known as s106 agreements, are a mechanism used to make a development proposal acceptable in planning terms. They are focused on site specific mitigation of the impact of development by way of either the direct provision of infrastructure (both on and off site of the development) and through the payment of financial contributions to the local planning authority.\r \r The section 106 information relating to Cambridge City Council are recorded in a bespoke Microsoft Access database built around the year 2000 and contains details relating to around 1,600 agreements (excluding deeds of variation). Information relating to agreements completed before then are held in a now dormant database. Section 106 records for South Cambridgeshire are similarly stored in a Microsoft Access database built in around 2009 and which stores records of around 1800 agreements (excluding deeds of variation).\r \r GCSP has recently acquired a database from Exacom Systems Limited and now requires data contained within these section 106 agreements, along with the compliance held by GCSP in the current databases, needs to be uploaded onto Exacom. \r From 1 April 2012 GCSP has completed 1010 section 106 agreements (excluding deeds of variation). Some of these agreements relate to appeals that were dismissed thereby reducing the number of the total number agreements to be migrated (this is estimated to be 20-40 agreements). \r \r Around half of the total number of agreements are for minor developments which secure a small number of financial contributions only and where there are no obligations relating to (for example) affordable housing or public open space. The balance of agreements comprises a mix of major residential development schemes and commercial developments. Four example agreements are appended demonstrating the type of major and minor agreements that are to be expected. \r The quantity of deeds of variation is unknown but is estimated to be in the region of 100, however, many of these are for the sole purpose of incorporating new mortgagee provisions relating to the affordable dwellings (i.e. monitored obligations are often unaffected).\r \r Around 10 of these agreements relate to particularly large new settlements or urban extensions (i.e. those of 1000 dwellings or more). It is intended that the details relating to these developments will be uploaded by GCSP and are therefore excluded from the instruction.\r \r GCSP is looking to upload data relating to around 1000 agreements as an initial undertaking. SCDC is leading on a joint procurement exercise to acquire a Biodiversity Net Gain system (the System) on behalf of the GCSP. \r \r In both Cambridge City and South Cambridgeshire records relating to Biodiversity Net Gain within planning agreements need to be reviewed by a software product that need to be commercial off the shelf product that his a full turn key solution. \r \r The software should align to and utilise Defra's Biodiversity Metric and BNG criteria, facilitating the import and verification of that service output It should also include the functionality to adjust these criteria, in line with any policy changes that may occur. The software needs to be able to validate planning applications through a process of assessment and determination.   \r \r It is important that the software platform be cloud based, compatible with Windows 10 and 11, and able to be used via Microsoft Edge, which is the Councils preferred browser. The server ideally should be hosting data within the UK. \r \r The system needs to be GDPR compliant and a GDPR impact assessment needs to be undertaken. A data sharing agreement between the provider and the local authority must be generated if data is shared through use of the product. \r The system will be used by multiple individuals with the organisation. Any software licence procured should enable its use across a minimum of six machines. The Cambridgeshire Waste Collection Authorities ("the Authorities") collect dry mixed recycling from domestic and commercial premises across Cambridgeshire. This tender is for the transportation/receipt, sorting and onward sale/re-processing of commingled dry recyclable materials.\r \r The RECAP Councils have worked collaboratively for many years in the delivery of DMR across Cambridgeshire. That collaboration continues for this procurement. The procurement itself is being conducted as a single procurement, but with the award of contract being in the form of separate Lots, as described in more detail in the ITT. The Lots are presented as alternative Lots (by reference to size), to enable the Councils to seek the broadest possible market response. ?This means that an award will not be made for every Lot. This is described in more detail in 'Lotting Guidance' of the ITT.\r \r The RECAP Councils will make the decision collectively as to which Lots to award and to which bidders. Following award, the ensuing contracts will either be concluded with an individual Council or a number of them, depending upon which Lots have been chosen as the best value for money. This transport will be coordinated such that materials are moved from each transfer site at a suitable frequency.\r \r The RECAP Councils have worked collaboratively for many years in the delivery of DMR across Cambridgeshire. That collaboration continues for this procurement. The procurement itself is being conducted as a single procurement, but with the award of contract being in the form of separate Lots, as described in more detail in this ITT. The Lots are presented as alternative Lots (by reference to size), to enable the Councils to seek the broadest possible market response. ?This means that an award will not be made for every Lot.
