The Council is intending to commission information and advice services for people in Solihull to meet the needs of Adult Social Care, offering a general advice service which is accessible to residents, alongside targeted, specialist services delivered to communities. The scope of the service is currently under review and may contain:
Improved health and wellbeing – for example, tenancy advice and support, safe housing support, supporting people in food poverty, supporting people in crisis to access further support, support to people with cognitive impairment, mental health guidance, low level information and guidance for those with long term conditions and disability, promoting healthy lifestyles, information and guidance on direct payments.
Increased capacity and ability to cope – connecting people with community groups, support to retain safe housing, self-advocacy, work with other local support offers, identify national support offers, support refugee and migrant communities with guidance on visas, work rights, immigration status etc., support for carers.
Increased financial stability and resilience – early access to debt support and advice, support with completing forms for financial support, LPA, deputyship and appointeeship applications, budget planning and support, debt and benefits low level and specialist support, distribution of grant funding on behalf of the Council.

SOL-Schools Grounds Maintenance DPS
Solihull Metropolitan Borough Council is to establish a Dynamic Purchasing System (DPS) covering Schools' Grounds Maintenance Services which will be open for use by Schools and other educational establishments within the Borough of Solihull. This broadly covers:General Grounds Maintenance, Maintenance of Trees, Maintenance and Repair of Artificial Surfaces 2G/3G/4G including Sports pitches. The DPS will be divided into 18 Lots. Each Lot will cover a geographical ward within the Borough of Solihull and within those wards will be a number of schools. Suppliers can apply join one of more Lots, or may wish to be considered for Lot 18 which covers all Lots and hence all schools within Solihull.

SOL - The Supply & Installation of Cremator & Ancillary Equipment
The procurement is for the provision of two phases under two contracts to be entered into by the successful Contractor:-
i) Phase 1: Delivery Contract for cremator, charger and associated ancillary equipment (the "cremator system")
Phase 1 is for the demolition, removal and disposal of the existing cremator and the subsequent procurement of a new cremator, charger and accompanying ancillary equipment (the "cremator system"), related design services and works to be carried out by the Contractor. The design for the cremator system should take into account the possible procurement by the Council at a later date of compatible mercury abatement equipment and potentially a second cremator; and
ii) Phase 2: Maintenance Contract in relation to the Cremator, charger and associated ancillary equipment.
Phase 2 is for a contract for 15 years all inclusive maintenance services (both scheduled and fault call-out, all parts, materials and labour included) with an option for the Council to extend the maintenance term by a further period, or periods, of up to a total of five more years.
Street Lighting and Tanker Services are seeking to implement a standalone traffic management framework contract.
The contractor is required to provide traffic management on all roads including motorways for Streetlighting and Tanker Services. There are approximately 5,000 highway drainage gullies on roads that are or greater than 40mph speed limits that require cleaning on an annual basis. There are approximately 24,000 streetlighting columns that require testing on a cyclical basis. Both services require gully cleansing and testing in a safe manner under the provision of traffic management.
Works are being procured for urban tree planting in Solihull. The project was included in a successful application (named ‘Frogs and Logs’) agreed in 2021 for match funding from European Regional Development Fund (ERDF) grant via the Small Habitats Grant (SHG), and these works in are programmed to be completed by end of February 2023. The aggregate overall split for the SHG ‘Frogs and Logs’ is formed by 60% Solihull funds and 40% match funding from ERDF. In the agreement the £236,048.00 is allocated to this project from a planning obligation Section 106 Agreement for Jaguar Land Rover Logistics Operation Centre Great Crested Newt Mitigation Tree and Hedgerow Planting.Due to the timescale of ERDF funding closing in spring 2023, a separate 12 month maintenance contract is included as part of this tender, to run immediately from practical completion of the planting works, this has been agreed to be funded from the balance of Section 106 Agreement for Jaguar Land Rover Logistics Operation
SOL - Blythe Valley Innovation Centre - Estate and Facilities Management Services
Blythe Valley Innovation Centre (BVIC) is a Council asset located on Blythe Valley Park and is a multi-let office complex of excellence intended for use by innovative start-up or expanding companies from the local area. This is a full property management service contract that offers day to day on-site, financial and legal management services including management of the service charge for the Blythe Valley Innovation Centre.
Solihull's hospital discharge service, called the Home Discharge Service (HDS) and admission avoidance service, called Early Response Service (ERS) have both been running since 2020 and 2021 and the contracts are due to expire in September 2023.
Both services provide care and support to people in their own home with a significant focus on maximising people's independence. HDS supports people who have been discharged from hospital and ERS supports people to prevent admission to hospital or long-term care.
As the contracts are due to expire in September 2023, we are issuing this Invitation to Tender, with award to be for two separate contracts for ERS and HDS to two separate care providers.
SOL – Community Day Opportunities - Flexible Contracting Arrangement
Solihull Metropolitan Borough Council is embarking on an exciting programme to deliver its five-year strategy for adult social care and has published an ambitious Day Opportunities Strategy to improve the experience for adults accessing day opportunities as part of the Council’s preventative approach. This is focused on supporting people to maintain and develop life skills, offering opportunities to socialise and providing respite for carers. Day opportunities also form part of the long-term care support for people with complex needs, providing a safe space and stimulating activities as a core element of care and support arrangements.The aim of the Flexible Contract Arrangements is to have a choice of provision to meet a range of needs, including specialist support for particular care needs and culturally appropriate provision. It is the intention that all future day opportunities placements will be made using this contracting vehicle.
The Contractor shall assist the Employer to maintain and improve the current stock of street lights, illuminated bollards and illuminated signs.The Contractor may be required to undertake some or all of the following activities as instructed and specified by the Employer’s Contract Manager:• Install new or replace existing lanterns• Install new or replace existing illuminated traffic sign light unit or traffic bollard unit• Bulk change and clean lamp units, illuminated traffic sign light units or traffic bollard units• Undertake periodic electrical testing of street lighting assets• Provide electrical operatives on a day rate basis• Provide electrical operatives to cover an out of hours standby service • Painting of new and existing assets
Flexible Contract Agreement (FCA) to deliver tuition services for Children within the Solihull Borough. The Service will help to provide appropriate alternative education for those who are not enlisted on a school roll, and look to improve current available services and increase the range of tuition provision within the Borough.

The extra care housing schemes in Solihull offer specialist housing designed for older people aged 55 and over that are able to live independently with some care and support. Individuals have a tenancy agreement with the landlord who will advise them on the services provided at the scheme in addition to landlord and tenant responsibilities, rent, service charges, emergency alarm systems, health and safety procedures, available activities and any wellbeing support provided by the landlord.The care element of the service will be delivered to individuals with eligible care and support needs as defined in the Care Act 2014. The care service will be available 24 hours a day, each day of the year to meet the assessed care and support needs to meet the outcomes detailed in the care and support plans. SOL - Residential and Nursing Care Home Beds for Older People FCA - opening and mini-competition
Solihull MBC established a Flexible Contracting Arrangement (FCA) under the Light Touch regime of the PCR 2015 to purchase residential and nursing care home beds for older people in 2021. The FCA is with a range of providers and is used to purchase both individual placements and also to run mini-competitions to award block contracts.This opportunity is a re-opening of the FCA to allow additional providers to apply to join the FCA (Stage 1) and also a mini-competition for Pathway 2 Nursing and Dementia Respite beds (Stage 2). New providers must complete Stage 1 but Stage 2 is optional. Existing providers do not need to re-complete Stage 1.The FCA will run until 30th September 2026 with options to extend for up to 24 months plus 24 months. The Council does not commit to any volumes through the FCA. Block contracts will be for a 2 year period and delivery of the block contracts is required to be within Solihull Borough.Deadline for submissions is noon on 31st October 2023.
