Solihull Metropolitan Borough Council (SMBC) values the positive contribution that the Voluntary, Community, Faith, and Social Enterprise (VCFSE) Sectors make within the borough. There are an estimated 3400 organisations of various sizes present within the borough and it is recognised that the services and activities delivered by the VCFSE sector are essential for communities to thrive. SMBC is committed to investment in the infrastructure that supports this sector. The current VCFSE Infrastructure Support contract will expire on 30 September 2024. There is a growing focus on prevention, early help, and a recognition of the contribution of the VCFSE sector in this agenda. The Council's relationship with and understanding of the VCFSE sector has also significantly changed, which is most noticeable in the growth of the Communities Division. A review and redesign of VCFSE Infrastructure Support in Solihull was carried out in consultation with stakeholders including the VCFSE sector during 2023 to ensure going forward the support will better reflect the operating environment and acknowledge the impact of the COVID pandemic, increases in the cost of living and the war in Ukraine. As part of the case for change the following areas were identified as needing more focus and improvement: o VCFSE engagement and representation. o Inequalities in the VCFSE sectors, particularly between the north locality and the rest of the borough. o Assurance and confidence in the capability and capacity of VCFSE organisations. This includes safeguarding. o Engagement with public sector procurement and commissioning The redesigned model includes 4 elements and will focus on prevention and early intervention and will better adapt to future challenges, utilising the strengths, and the characteristics of the borough. 1. The CAO will support the Council's objectives for prevention and early help through maximising opportunities for integrated working and embedding the VCFSE sectors in the health and care system in Solihull. The Provider will deliver: A Payroll and Managed Account Service to all people using the services including carers who need assistance to manage their Direct Payment arrangements. SMBC requires a flexible service and responsive service for different types of welding work and metal solutions within the borough. The scope of this requirement includes providing and installing bespoke made to order gates, height barriers and ad-hoc items as specified. It may also require modifications to existing access ways to increase security. This includes welding locking mechanisms, padlock housing and installing security bollards. Some urgent emergency repairs removal or make safe of council equipment. This would include: welding and metal works to skate park equipment, children's play equipment and fencing to ensure the safety and well-being of the general public. An element of the work may involve creation of design and/or refurbishment of Solihull borough heritage assets and art work items. The Council is intending to commission advocacy services in the borough to meet the statutory requirements for Adult Social Care. The council will be seeking a service provider to offer all areas of commissioned advocacy, this will include Independent Mental Health Advocacy (IMHA), Independent Mental Capacity Advocacy (IMCA), NHS Complaints advocacy, and Care Act advocacy services as a minimum. The scope of the service is currently under review and may contain: o Community and non-statutory advocacy services which provide support for people with difficulties understanding or retaining information which would allow them to make an informed decision on areas of their life, that fall outside of the scope of statutory advocacy services. o Peer support and advocacy services, involving people with similar needs to the person who needs assistance from the service. The prevention and relief of homelessness is a statutory duty for the Council. These statutory duties are triggered if households become homeless or are at risk of homelessness within 56 days. Solihull MBC are re-opening the Supported Living Services Flexible Contracting Arrangement (FCA) to apply new bidders to apply and previously unsuccessful bidders to reapply. The FCA will be with a range of providers to provide supported living services to adults who meet eligibility criteria. Delivery of services will be required within or close to the borough. The FCA will be used by the Council's brokerage team to make purchases of supported living services as and when these are required by the Council. Solihull Council is looking to appoint a suitable contractor for the delivery of landscaping works at Kingshurst Park on Marston Drive, Solihull. The works involve the removal of some of the current play equipment and the supply and installation of new play equipment and associated safety surfacing. Enhancement of the public park and play area to include: 1. Removal of some existing play equipment and installation of new play equipment. 2. New and replacement safety surfacing for play. 3. Solihull Metropolitan Borough Council recognises the need to prevent homelessness at a much earlier stage and that households may require additional support to manage their accommodation effectively in order to prevent homelessness. The 'Housing Related Support for Vulnerable Households' service will support the Council to reduce the number of households becoming homeless and help households avoid repeat cycles of homelessness. Solihull's Homelessness and Rough Sleeping Strategy (2024-2029) has identified several priority areas as core issues affecting homelessness in Solihull, this includes mental health, addictions and insecure accommodation. The priorities also align with our principles as set out in the Strategy; supporting a partnership approach, promoting prevention of homelessness, being intelligence and data led and seeking to improve life chances and health outcomes.
