Solihull's hospital discharge service, called the Home Discharge Service (HDS) and admission avoidance service, called Early Response Service (ERS) have both been running since 2020 and 2021 and the contracts are due to expire in September 2023. Both services provide care and support to people in their own home with a significant focus on maximising people's independence. Solihull Metropolitan Borough Council is embarking on an exciting programme to deliver its five-year strategy for adult social care and has published an ambitious Day Opportunities Strategy to improve the experience for adults accessing day opportunities as part of the Council's preventative approach. The extra care housing schemes in Solihull offer specialist housing designed for older people aged 55 and over that are able to live independently with some care and support. Individuals have a tenancy agreement with the landlord who will advise them on the services provided at the scheme in addition to landlord and tenant responsibilities, rent, service charges, emergency alarm systems, health and safety procedures, available activities and any wellbeing support provided by the landlord. The care element of the service will be delivered to individuals with eligible care and support needs as defined in the Care Act 2014. The care service will be available 24 hours a day, each day of the year to meet the assessed care and support needs to meet the outcomes detailed in the care and support plans. During the day the care provider will be required to determine staffing levels according to the current assessed needs and risks for people in the scheme, responding to care calls and be able to respond to emergencies. Where it is determined there is not a need for an on-site presence during the day based on assessed care and support needs the care provider will communicate to landlords, residents and commissioning the operational procedure for an emergency response. Solihull MBC is seeking to create a framework of providers in respect to Care at Home and Sitting Services in in the borough Solihull. This contract opportunity is split into TWO lots. Bidders may apply for either or both lots. Lot 1 - Long Term Care at Home Lot 2 - Sitting Services Long Term Care at Home (Lot 1) and Sitting Services (Lot 2) aim to allow people who use the service to live as independently as possible in their own homes and to sign-post people to other services where needed. The service provided should help to delay and reduce the need for additional long term care through a focus on promoting wellbeing and independence. It should safeguard adults, protecting them from avoidable harm. Care and support should be delivered in line with the person's wishes, as best as it can be. The care and support delivered should meet the person's cultural needs and maintain their dignity and respect. Sitting Services (Lot 2) are required when a carer needs a break, but replacement care is required to look after their loved one in their own home. The Fairer Futures Fund (FFF) is a mechanism to support the Birmingham & Solihull (BSol) Integrated Care System to move to new ways of working that bring teams together to think, plan and deliver in a different way. The Integrated Care Board has delegated responsibility for allocation and management of the Solihull fund to the Solihull Place Committee to administer in line with the needs of local citizens. The fund is designed to seed-corn and support activities that will contribute to improved integrated working which in turn will improve outcomes and help to tackle inequality. Initially, the majority of these may be on a very localised or team-based level, with a view to some initiatives creating new ways of working that can be scaled up and adopted across Birmingham and Solihull. The Fund will be allocated and managed fairly with particular reference to: o Impartiality and transparency in decision-making by the Place Committee; o Objectivity in evaluating projects; o Projects to be informed by expertise of practitioners, as well as communities; o Co-production and equal partnership with the voluntary sector and communities. Solihull Metropolitan Borough Council is to establish a Flexible Contracting Agreement (FCA) covering Holiday Activity Fund Services which will be open for use by SMBC. As a result of this programme, we want children who attend this provision to: • eat healthily over the school holidays • be active during the school holidays • take part in engaging and enriching activities which support the development of resilience, character and wellbeing along with their wider educational attainment • be safe and not to be socially isolated • have a greater knowledge of health and nutrition • be more engaged with school and other local services Holiday provision is for school aged children from Reception to Year 11 (inclusive) who receive benefits-related free school meals. Benefits-related free school meals (referred to as FSM) are available to pupils if their parents are in receipt of one of the qualifying benefits and have a claim verified by their Local Authority. As of November 2023, there were 9665 children who attend a Solihull school, registered as FSM from Reception to Year 11. Providers are asked to ensure that the offer of free holiday club provision is available for all children in receipt of FSM in their area, though this does not mean we expect all to attend as the provision is voluntary. All children in reception, year 1 and year 2 in England's state-funded schools receive a free meal under the Department for Education's universal infant free school mean (UIFSM) policy. Infant pupils who receive a free meal under UIFSM must also be eligible for benefits-related FSM to be able to access a place on the HAF programme. This FCA broadly covers: 1. Activities Enrichment activities Holiday clubs must provide fun and enriching activities that provide children with opportunities to: • develop new skills or knowledge • consolidate existing skills and knowledge • try out new experiences • have fun and socialise This could include but is not limited to: • physical activities, for example, football, swimming, table tennis or cricket • creative activities, for example, putting on a play, junk modelling or drumming workshops • experiences, for example, a nature walk or visiting a city farm • free play, for example, fun and freedom to relax and enjoy themselves Physical activities Holiday clubs must provide activities that meet the physical activity guidelines on a daily basis. Solihull Metropolitan Borough Council (SMBC) values the positive contribution that the Voluntary, Community, Faith, and Social Enterprise (VCFSE) Sectors make within the borough. There are an estimated 3400 organisations of various sizes present within the borough and it is recognised that the services and activities delivered by the VCFSE sector are essential for communities to thrive. SMBC is committed to investment in the infrastructure that supports this sector. The current VCFSE Infrastructure Support contract will expire on 30 September 2024. There is a growing focus on prevention, early help, and a recognition of the contribution of the VCFSE sector in this agenda. The Council's relationship with and understanding of the VCFSE sector has also significantly changed, which is most noticeable in the growth of the Communities Division. A review and redesign of VCFSE Infrastructure Support in Solihull was carried out in consultation with stakeholders including the VCFSE sector during 2023 to ensure going forward the support will better reflect the operating environment and acknowledge the impact of the COVID pandemic, increases in the cost of living and the war in Ukraine. As part of the case for change the following areas were identified as needing more focus and improvement: o VCFSE engagement and representation. o Inequalities in the VCFSE sectors, particularly between the north locality and the rest of the borough. o Assurance and confidence in the capability and capacity of VCFSE organisations.
