Preliminary Market Consultation for the Procurement of a Finance System
The University is seeking to engage with the market through a Prior Market Consultation (PMC) to inform the potential future procurement of a modern Finance System.
In line with our enterprise architecture principles, we are seeking to reduce our reliance on customised systems and procure solutions we can adopt rather than adapt to meet our needs.
In undertaking this market consultation, the University hopes to:
Engage with the market so that suppliers know about the upcoming opportunity.
Understand the current market capability, including available solutions, technologies and innovation potential.
Validate our outline requirements and identify any gaps or unrealistic expectations.
Confirm what information bidders will require as part of the tender process to construct a detailed and realistic bid including mobilisation plan.
Explore the potential challenges, risk or barriers from a supplier's perspective.
Determine the most appropriate route to market.
Understand the optimum pricing and commercial model including optimal contract length and cost drivers.
Inform our budgeting and cost estimates.
It is important to note that a PMC is not a procurement exercise. Information requested at this stage is not for evaluation purposes.
Involvement in the PMC does not affect an organisation's positioning either positively or negatively should a procurement opportunity subsequently arise.
The University is conducting preliminary market engagement for an Identity and Access Management (IAM) System. This exercise aims to gather supplier insights to inform a future procurement process. Sheffield Hallam University is undertaking a Preliminary Market Consultation to inform a future procurement for a Campus Works Partner (CWP) to support the delivery of minor works and maintenance projects across the University estate.

The framework is expected to operate for four years and will involve collaborative working with the University's Estates team and a separately appointed Programme and Project Support Partner (PSP) providing professional services.
Sheffield Hallam University intends to appoint a single Project Support Partner (PSP) under a framework agreement to support the delivery of minor works, refurbishment and estate improvement projects across the University estate.
The PSP will work collaboratively with the University's Estates & Facilities team and the appointed Campus Works Partner (CWP) to support the planning, development and delivery of projects delivered through the University's minor works programme.
The PSP will provide a range of professional consultancy services required to support project delivery including, but not limited to:
Programme and project management
Quantity surveying and cost management services
Principal Designer duties in accordance with the Construction (Design and Management) Regulations and relevant building safety legislation
NEC4 Supervisor duties

Design services including architectural, structural and building services design (either directly or through sub-consultants)
The PSP will support the development and delivery of projects across the estate including maintenance works, refurbishment projects and workplace change initiatives.
Projects delivered through this framework are expected to range from low value maintenance works through to projects of up to approximately £3 million.
The PSP will work closely with the University and the Campus Works Partner to coordinate project development, manage programme delivery, support NEC4 contract administration and ensure projects are delivered safely, efficiently and in accordance with statutory and regulatory requirements.
The PSP may also be required to supplement the University's in-house Estates & Facilities resources, through secondments or task-specific commissions providing expertise in areas such as project management, cost management, health and safety, programme support and advisory services.
