The Senedd is looking to put a contract in place for the provision of a first-class broadcasting service that includes the production of broadcast quality sound and vision feeds of all Senedd proceedings for televising and streaming on the internet.
The term of the contract will be for a 5 year period.
The Commission wishes to engage a number of suppliers to provide diversity and inclusion training to Senedd Members, Support Staff, and also to employees of the Commission. The purpose of the training is to upskill and raise awareness for all individuals on all equality strands (race, disability, gender, sexual orientation, age, pregnancy, belief and more) to embed a culturally aware, safe, inclusive and diverse working environment where Members, Support Staff and Commission staff can be themselves.
The Senedd has a requirement to put in place a support contract to cover a variety of areas of its’ Microsoft Dynamics Business Central system. The contract will be for a 5-year period, with the option to extend for a further 5 years, commencing on 1st January 2024. The aim of this contract is to appoint a support partner to work with the Senedd Commission and maintain Business Central for the day to day operations of The Senedd, and potentially looking to move us to the SAAS version of the system in the medium to longer term.
The partner will also need be able to support the Members expense claim element of the system which is key to business continuity and to servicing our requirement to record and publish Members expense claims. The system also has elements (for example the screen to raise Purchase Orders) which are bilingual (English and Welsh). The successful supplier will need to be able to support any changes to these elements as and when they occur (supported by the Translation department of The Senedd).
The Senedd Commission (“the Commission”) are seeking to appoint a third-party pension scheme administrator (TPA) to undertake the administration of the Members of the Senedd Pension Scheme (the Scheme).
Currently, the Senedd has a contract in place providing an e-mail security platform, which forms an important part of the organisations cyber security infrastructure and programme. The solution delivers advanced e-mail filtering functionality, gives end users the ability to report suspicious messages, and provides phishing simulation capability. This additional layer of security ensures we are far more likely to detect and stop attacks, which are not detected by our Microsoft e-mail and security products, and includes Welsh/English delivery and end user interaction. This projects is designed to ensure the Senedd is able to benefit from this type of capability for the next contract cycle.
The proposed solution will need to give end users the ability to report suspicious e-mails and provide the security team with a native and efficient means of communicating with the affected users, regardless of the end users’ platform/OS. The proposed platform will include phishing simulation and, linked to it, interactive training content, which will also allow tracking users’ ability to spot potentially malicious messages. End-user-facing content needs to offer bi-lingual delivery, tailored to users’ language preference.
The Senedd is looking to replace its current e-mail security platform. The contract will include the supply and installation of the solution, with ongoing support.

The Client is looking to procure a fully bi-lingual (English and Welsh) business management system that includes (but is not limited to) Meeting Management, Senedd Member Management, Issue Management, and Management of Cross-Party Groups. The contract will consist of the supply, implementation and ongoing support of the system.
The contract will be for an initial 4 year period from the Go Live date, with the option to extend for a further 4 years.
We wish to establish a framework of suppliers that can support us with our efforts to engage the public in the work of the Senedd ahead of the 2026 election and beyond.

The proposed scope has been identified as the supply of a staff engagement survey.
The organisations that are able to call-off under the framework agreement in order to procure services from the successful bidder are the Senedd Commission, the Northern Ireland Assembly Commission and the Scottish Parliament Corporate Body.
The Senedd Commission has a requirement for the supply, installation and maintenance of a variety of physical security measures in Senedd Members’ constituency offices and homes.
The Senedd is looking to procure contractors that will work side by side with its Members Security Team (MST) to supply, install and maintain physical security measures for the constituency and homes of Members of the Senedd (MS).
The framework the Senedd Commission is creating will ensure a structured, manageable, efficient and robust service going forward, where services can be called off on an as and when basis for a variety of works relating to the enhancements of security within these offices and homes.
The framework will comprise of four regional Lots, broken down into the following areas:

The Commission seeks to appoint an experienced and suitably qualified Executive Search provider to work in partnership with HR, the Chief Executive and Clerk, the Senior Leadership Team and Committee Clerking Teams to design and deliver open, transparent and inclusive recruitment campaigns with successful outcomes.
Internal Audit is fundamental to strong governance and internal control arrangements. The client seeks to appoint an external provider to deliver a fully outsourced Internal Audit Function in accordance with the Global Internal Audit Standards and Government Functional Standard GovS 009: Internal Audit, together with any relevant UK public sector application guidance.
The appointed provider will be responsible for delivering an independent, objective assurance and advisory service that supports the Commission in achieving its strategic objectives through the evaluation and improvement of governance, risk management and internal control processes.
The successful bidder will act as the Head of Internal Audit and have overall responsibility for the provision of Internal Audit services. It is anticipated that around 80 to 90 days annual input will be required from the Contractor to deliver the required service. They will be expected to build a relationship, and work closely, with the Accounting Officer.
