Sefton Council are inviting expressions of interest from established Service Providers to join a Dynamic Purchasing System (DPS) for selection and commissioning of Residential Substance Misuse Rehabilitation Services. The Council are looking to commission rehabilitation placements at three levels, Standard, Enhanced and Specialist and Service Providers are invited to submit bids against one or more levels. Requirements and criteria for service provision at each of these levels is outlined in detail throughout the enclosed Service Specification. It is anticipated that prospective Service Providers will describe their experience and capability in providing these services at one or more of the levels described. Sefton Council set up this Dynamic Purchasing System (D.P.S.) for the provision of Residential Substance Misuse Rehabilitation Services in 2022. The reason the Council opted to pursue a D.P.S. was to enable the Council to remain in touch with this marketplace on a greater frequency than would be permissible under a Framework. Project Objectives - To carry out opening up & survey works to establish the scope and quantum for the future Southport Pier Refurbishment Works. The programme aims to tackle inequality by harnessing targeting support and interventions for our most disadvantaged communities and vulnerable groups and includes those with mental health problems, heart disease, lung cancer, liver disease and other cancers which are the main causes of deaths in the most deprived communities in Sefton. To address the health needs and health inequalities within the borough the 'Living Well Sefton - Community' (LWS) commission will need to be continually responsive to the day-to-day challenges that people face and which are often a barrier to them achieving positive behaviour change. It is intended that the LWS - Community will support people to maximise health opportunities by addressing the wider social determinants of health and multiple lifestyle behaviours. The aim is to reduce the levels of preventable disease and future reliance on health and social care and for the people of Sefton to have a good quality of life for as long as possible. The first phase of the LWS Community was commissioned in July 2016 as Sefton Council looked to contract with a provider/s to develop and operate a flexible, innovative, and integrated health improvement service that focused on prevention and early intervention. The service is now in its seventh year of operation and is comprised of three elements. This LWS - Community element is a key part of the wider LWS service, which also includes two additional specialist areas: Smoke free Sefton and Active Sefton . These are commissioned separately . This procurement is intended to build on the successes of the existing LWS - Community offer, harnessing excellent practice and prioritising activity aligned to early intervention and prevention in communities and responding to local need. This will be done by commissioning a lead provider who will develop, implement, and manage an agreed delivery model through a series of subcontract arrangements with but not limited to VCF community providers. This contract will commence 1st April 2024 and run for a core period of three years, with two one-year extension options. This procurement is being undertaken in accordance with section 7 of the Public Contracts Regulations 2015, also known as the "Light Touch" regime under the EU Procurement Directives. Southport Air Show requires an Air Display Management Company to deliver all aspects of a professional flying display based over the seafront. The successful organisation will be expected to provide the following: 1. Act as the CAA authorised Flying Display Director and ensure safety compliance in accordance with CAP 403 (Flying Displays: A Guide to Safety Arrangements). Select high calibre and well qualified members for the Flying Control Committee. 2. Obtain permission under the provisions of Article 162 of the Air Navigation Order to hold the air show having ensured air and ground compliance with CAP 403 and appropriate military requirements. 3. Negotiate airspace reservation. Set up an Air Traffic Control Plan and maintain a close working relationship with neighbouring airfields on air show related matters. 4. Obtain a special event Air/Ground radio frequency in liaison with the CAA/OFCOM. 5. Provide an Air/Ground radio service to participating display and visiting aircraft with suitably qualified and display experienced operators. 6. Provide a written brief for display participants and give oral briefings on show days. 7. Produce and coordinate an aircraft movements plan including engineering, operational and administrative requirements for Airport and organising staff. 8. Retain appropriate civilian performers to provide a balanced programme with known military participation and within budget constraints. 9. Check specialist insurance permits to fly, display authorisations and after due consideration of all aspects advise on suitability for inclusion in the flying programme. 10. Maintain a close working relationship with other organising staff to assist the smooth running of the operation. 11. Attend pre and post display meetings with the Event Organisers as reasonably requested. 12. Maintain close watch on domestic arrangements for participating crews and ground support functions including emergency and ground planning. 13. This will include wave and currents, and beach and subtidal topography. The site has a trendy shipping container food court with street food traders, a bar operator and seating areas for al fresco dining which is set to launch in April 2024. Sefton Council Tourism Team are seeking a partner to support the project with relevant Event Production. The Music Weekender will offer a three day programme of music from 16:00-22:00 on site at Salt and Tar, Bootle. Entry to the event is ticketed for up to 3000 people per day. Sefton Council are seeking quotations from suitably qualified and experienced organisations to undertake classified traffic counts and surveys across the borough of Sefton for a period of 3 years from 1st April 2024 to 31st March 2027 with an option to extend on a year by year basis to 31st March 2029 subject to performance (3 + 1 + 1). The count information will be used to assess traffic conditions, pedestrian and cycle activity in different locations across the Borough, in order to provide a basis for assessment and possible further development into traffic schemes, area studies and different options for junctions.
