Sefton Council is looking for a suitable supplier for the provision of fencing and barriers at the Southport Air Show and the British Musical Fireworks Championship. Background Sefton Council's Tourism Section is responsible for arranging events for the Southport area which includes the Southport Air Show and the British Musical Fireworks Championship. These are hugely popular events that are well attended. Specification Southport Air Show - 9th & 10th September 2023 The event sometimes switches between July & September due to the tides at Southport • To supply, erect and dismantle 1400 crowd control barriers - these will be positioned around the seafront area, and on the beach. • To supply, erect and dismantle 800 heras fence panels with supports, blocks and clips - width: 3.5m x Height: 2m. These will be positioned around the seafront area and over uneven ground. • 4 sets of temporary steps, 8' wide with handrails for pedestrian use during the event and to be positioned over the seawall. • All the above to be completed by the end of Thursday 7th September and to be dismantled as soon as possible after the event ends on Sunday 9th September after 7pm. British Musical Fireworks Championship - 22nd & 23rd September 2023 Victoria Park, Southport • To supply, erect and dismantle 265 crowd control barriers. • To supply, erect and dismantle 367 heras fence panels with supports, blocks and clips. • All the above to be completed by the end of Thursday 21st September and to be dismantled on Monday 25th September. All prices to be listed individually, as per Pricing Schedule within this document. Supplier must provide all equipment necessary for the job ie forklift truck. Please see uploaded site plans. The Air Show plan gives an indication of the size of the event site and not all barriers have been included on the plan. The Council has opted to establish a Pseudo Dynamic Purchasing System (PDPS) to enable the Council to remain in touch with the Domiciliary Care marketplace on a greater frequency than would be permissible under a Framework Agreement. This PDPS will be referred to as the Sefton Partnership PDPS. This Sefton Partnership PDPS is issued by Sefton Metropolitan Borough Council. This PDPS is advertised under Light Touch Regime of the PCR 2015.

Sefton Council is looking for a suitable Catering Contractor who can provide a varied selection of catering units at the Southport Air Show. These units should cater for the following: • Minimum of 16 Mobile Vehicles selling a variety of hot and cold food • Minimum of 6 mobile Vehicles selling alcoholic beverages & soft drinks *Please note that there is a separate tender for the sale of ice cream. Sales at each location are to be conducted from a mobile vehicle, the design and type of which must meet with the Council's approval. Bidders must have the finance available and be in a position to take up the Concession Agreement if such is offered by the Council. Any bidder not complying with this requirement may prejudice his right to be considered for a concession in future years. The Council shall only consider the highest overall scoring bid offered from a bidder at his known address to prevent the submission of multiple bids. The Council will take action against the bidder for any breaches of covenant. Upon the submission of a quotation, the bidder will be deemed to have full knowledge of all the facts relating to the concession. Sefton Council wish to understand better the use and performance of its main town centres over the next two years by analysing footfall data for four of its main town centres: Bootle, Crosby, Maghull and Formby. To do this it wishes to commission data capture and analysis through a series of intensive data studies undertaken for each centre, looking primarily at data relating to footfall and movement patterns these town centres. In addition, it wishes to monitor change, pre and post pandemic, to monitor change over time and the level of economic recovery of each centre. Sefton need this information and data to help inform the performance of the town centres individually and collectively and be able to report to members on the position of each centre. The data in turn will help inform regeneration and investment decisions as well as demonstrate town centre performance and recovery from 2019 -2025 period. This in turn will be used to help inform both baseline positions for each centre and enable monitoring data to be captured. Funding for this project will be allocated through the UK SPF grant monies and estimated costs are in the region of 30,000 GBP for delivery of this commission. All UK SPF guidance will be followed as part of the procurement process to ensure requirements have been met. Contract term: 21st May 2023 - 21st May 2025. No extensions available.
