The purpose of the Service is to provide children and young people aged 0 – 25
years with special educational needs and/or disabilities (SEND) and their parents/carers
with free impartial information, advice and support about matters relating to SEND including
information on matters relating to education, health and social care as defined in the SEND
Code of Practice.
The provision of one Project Manager and seven Qualified Social Workers to conduct Adult Social Care Assessments from 1st April 2024 to 28 September 2024
Sefton Metropolitan Borough Council (Sefton) as lead contracting authority for the North
West Legal Consortium(NWLC) wishes to procure a framework contract to provide external
legal services from firms of solicitors to support the in-house provision of its member
organisations.
The estimated total value of purchases for the entire duration of the framework agreement is expected to be worth up to £25 million. This figure is an estimate only and may be exceeded. However, no guarantee is given as to any level of business to be awarded through the framework.
Southport is an established destination for tourism and is developing as a place for investment, business, and where more people aspire to live. Over recent years, there has been significant work in developing the profile of the destination's external brand for tourism as well as financial investment in town centre regeneration, seafront development, transport connectivity and business innovation. Southport's ambition for prosperity and growth is set out in its development framework and the subsequent town investment plan that has attracted £37.5m through the Town Deal Fund.
To fully harness the power of Southport's strengths and ensure it can compete in markets that will bring economic benefit and social value, a place strategy is needed to accelerate regeneration and structure delivery. The strategy will help establish the case for further investment, build advocacy and express the destination's ambition through a coherent brand. Importantly, it will provide the conduit for a multi-disciplined approach to place-making that will guide Southport's economic development priorities, planning frameworks, community wealth-building and environmental responsibilities to achieve sustainable outcomes that are market-focussed and responsive to change.
Sefton Council requires to set up a Pseudo Dynamic Purchasing System (P.D.P.S.) for the provision of Children’s Residential Services.
The reason the Council has opted to establish a P.D.P.S. is to enable the Council to remain in touch with this marketplace on a greater frequency than would be permissible under a Framework Agreement. Once established the Council intends to re-open the opportunity for any potential providers that may have either:
a) joined this marketplace since the PDPS was established, or
b) were in this marketplace when the PDPS was established, did not opt to bid at the time of formation, but have since developed an interest in providing services to the Council, or
c) were in this marketplace when the PDPS was established and failed to gain a place on the PSPS.
The Council reserves the right to re-open the DPS to any further potential Service Providers for approximately 2 weeks on each 12-month anniversary of the PDPS. The Council also reserves the right to open the PDPS to new applicants at any point in time during the lifetime of the PDPS if the need arises.
The contract is Public Services contract for the provision of Development Management services to Sefton Council in respect of Phase 1 of the Bootle Strand Shopping Centre Transformation Programme (the Project), the first phase of the Council’s plan to drive regeneration in Bootle Town Centre.
Sefton Council are seeking to establish a Single Provider Framework Agreement, for the operation of a land based coastal remote sensing system to provide near continuous monitoring of the near shore and intertidal for a variety of coastal process and response criteria. This will include wave and currents, and beach and subtidal topography.
Packages of work will be called off as and when required by the Authority (or Authorities named below and able to use the Framework Agreement).
There is no guarantee of work for the successful contractor, the allocation of work will be based on the Individual Authority’s or Groups of Authorities’ requirements and subject to available funding.
1st March 2024 to 28th Feb 2026 ,with the option to extend for 2 x 12 month periods.

The contract is for a consultant to oversea the recruitment of a team of Social Workers and Project Manager to complete a specific number of Adult Social Care reviews.
Pseudo Dynamic Purchasing System for Domiciliary Care Services in Sefton 2023 - 2033.
Sefton Council wishes to set up a Pseudo Dynamic Purchasing System (PDPS) for the provision of Care at Home Services.
This PDPS is initially being established for the following lot listed below under the title Initial Lots. It is the Council’s intention to establish additional lots during the lifetime of the PDPS. The potential lots are also listed below (no timeframes for the potential lots have been determined):

a) Tier 1 contracts for specific localities will be awarded to successful bidders. These contracts will be for a period of three years. However, the Council, at its sole discretion, may extend the period for up to two years (either in a single extension, annual (12 month) extensions or separate extensions for periods that in total amount to a maximum two-year extension period from the expiry of the initial three-year contract period).
Ready to Learn Bridging Piece of work. This work will serve as a critical bridge
between discovery and delivery, turning insight into action and creating the conditions for confident
mobilisation including a multi-agency Best Start in Life plan.
The purpose of this Contract is to appoint a suitably qualified Contractor to provide materials and Construct Vehicular Crossings (Including industrial) and Pedestrian Ramps throughout the Borough of Sefton on a planned and on an ad hoc basis. A guide to the average value of the works issued under this Contract is approximately £85,000 per annum (incl VAT. However, the value and quantity of any work issued to the Contractor under this Contract cannot be guaranteed and a minimum or maximum annual value should not be assumed.
Sefton Public Health are seeking to commission an integrated model of young people’s and families substance use service , combining universal, targeted and specialist substance use treatment for young people aligned with family focused interventions where parental substance use is a factor. The service is an important part of the local substance use treatment system providing support to some of the Boroughs most vulnerable young people and families.
The specialist integrated substance use service for young people and families will support the ambition within the 2021 national 10-year drug strategy – From Harm to Hope, for 50% more young people to receive specialist substance use interventions, preventing longer term use into adulthood.
The Service will have a significant role in Sefton and be a lead partner in the Integrated Care System and locality based multi-agency working arrangements. The HCP will be structured in line with the wider Sefton’s Children and Young People (C&YP) offer, ‘Start Well’, which is currently in transformation. It will also align with the development of Family Wellbeing Hubs and the updated Social Care model and will work together to deliver an integrated service for children and young people. The aim is to reduce duplication across the workforce and improve efficiency and the experience of the children, young people, and families that the Service is working with.
Sefton Council invited tenders for the supply of services in respect of collaborating
with an experienced producer of pantomimes to co-produce their annual Christmas
pantomime at The Atkinson.
Sefton’s Arts & Cultural service is based from The Atkinson arts centre in Southport.
Significant investment has been made in refurbishing the stunning 19th century buildings.
Today, The Atkinson is home to a public library, museum, art gallery, theatre, studio, shop
and café.
The Atkinson’s programme reflects its multi-disciplinary commitments to their curatorial,
theatrical and community programming. Their small but dedicated teams deliver a rich and
varied range of activities to a high standard, with limited resource. The Atkinson’s marketing
team work to promote the programmes across the whole centre, with support from Sefton
Council central communications. In previous years the pantomime season has been
supported by an external PR company.
The Atkinson has a track record in delivering a quality pantomime which is well loved by local
people. Sefton Council is seeking a collaborator to present pantomimes that are authentic to
Sefton, exciting, engaging and ensure a positive experience of which local people can feel
proud. The pantomime will form a key part of the creative ambitions for The Atkinson and will
form part of the Council’s wider strategy to improve pride of place, raise aspirations, prioritise the wellbeing of residents and contribute to inclusive growth for the borough.
The Atkinson’s core audience travel within a 30-minute drive time of the venue. This
encompasses North Sefton and West Lancashire, from Crosby to Skelmersdale and Preston.
The anticipated contract commencement date is 1st May 2025.
The Council proposes to enter one contract for an initial period of 24 months with the
preferred supplier, with an option to extend for a further period of 12 months, making 36
months in total.
Sefton Council are seeking quotations from suitably qualified and experienced organisations
to undertake classified traffic counts across the borough of Sefton for a period of 2 years and
11 months from 1st May 2021.
The count information will be used to assess traffic conditions, pedestrian and cycle activity
in different locations across the Borough, in order to provide a basis for assessment and
possible further development into traffic schemes, area studies and different options for
junctions.
