Southport market is a popular food and drink venue, we have two parts to the building the first being the main area with ten individual food vendors and very large bar. The seating area has large wooden communal tables, we also have a large out door seating area and two small eating areas to the front of the building. The back part of the building is a function room which is available for hire. \r

The market is aimed at families eating and drinking and we will at times have entertainment on. \r

Specification\r

A comprehensive channel music (speaker and amplifier) system providing background music to the main food and drinks hall and events space with the need to link into a smaller permanent existing system. The system must be capable of playing music to a high quality from several streaming devices such as fire tablet for example. The system will be on a rental basis and require a 24 hour call out system.\r
Sefton Metropolitan Borough Council (the Council) is seeking quotes to supply buildings valuations for insurance purposes for 232 properties, whilst also receiving assurance that the level of professional indemnity insurance provided by the supplier(s) is satisfactory for risk purposes. The valuations required are for reinstatement cost and should be undertaken by professionals holding a RICS, or equivalent, qualification.
The valuations are to be undertaken via a hybrid exercise. Buildings identified as being valued at £500,000 or more are to be categorised by the supplier(s) and 15% of these buildings to be visited and valued before extrapolating across the rest of the portfolio. Buildings identified as being under £500,000 are all to be valued via a desktop exercise by the supplier(s).
Within the list of buildings there are the usual types of buildings for a local authority, including, but not limited to, the following, and which includes some vacant properties:
• Schools, Nurseries, and other educational establishments
• Leisure Centres
• Children's Centres and Homes
• Residential Homes
• Town Halls
• Offices
• Depots
• Park Pavilions
• Cemeteries and Crematoria
• Libraries
• Market Hall
• Pumping Stations
There is no in-house building surveyor capacity in the Council to support with this exercise, and limited information to hand, although a broad range of the assets can potentially be categorised, such as year of build and area with some asset management surveys made available. Please therefore assume that there is limited information available.
A review of homelessness and homelessness services in Sefton was conducted in 2018 which formed the basis of Sefton's current Homelessness & Rough Sleeping Strategy (published in January 2019). This Strategy clearly sets out the strategic framework for Sefton by bringing together policies and initiatives agreed by stakeholder partners in one document, setting out a clear direction for preventing and reducing homelessness. The Strategy also informed subsequent decisions and actions for commissioning of homelessness services.
To continue to meet its statutory obligations under the Homelessness Act 2002, and to engage with service users and providers on homelessness issues, Sefton Council wishes to commission a further comprehensive review of homelessness services and its Homeless Strategy and is inviting submissions from qualified and experienced organisations capable of undertaking this work.
The successful organisation will be required to undertake this work in accordance with Communities and Local Government guidance and best practice. Please note that the Council will expect the successful organisation to take into account the additional duties introduced through the 2017 Homelessness Reduction Act.

Southport Air Show on 9th and 10th September 2023
The event sometimes switches between July and September due to the tides at Southport
To supply erect and dismantle 1400 crowd control barriers these will be positioned around the seafront area and on the beach
To supply erect and dismantle 800 heras fence panels with supports blocks and clips width 3 and a half m x Height 2m
These will be positioned around the seafront area and over uneven ground
4 sets of temporary steps 8 wide with handrails for pedestrian use during the event and to be positioned over the seawall
All the above to be completed by the end of Thursday 7th September and to be dismantled as soon as possible after the event ends on Sunday 9th September after 7pm

NEET Reduction and Early Intervention Service for Young People in Sefton
Sefton Council is seeking a professional Supplier to provide a targeted and comprehensive data tracking, careers advisory and support service working with young people who are not engaged (or at risk of disengaging) in education, learning or employment (EET) in Sefton, to add value to the resources already available to the majority of young people through schools and training providers.\r
\r
The Supplier will assist the Council in meeting the relevant statutory duties for tracking and monitoring of young people not in education, employment or training (NEET) data to government and will also provide a comprehensive range of information, advice, guidance, and personal support services for young people who are NEET together with personalised guidance services for young people deemed to be vulnerable and at a higher risk of becoming NEET in the future. These service elements will be underpinned by accurate data evidencing needs and patterns of participation. This service will also provide an integrated pathway for young people from year 9 who are at risk of becoming NEET by the age of 16 and are referred to the Supplier.
Airshow Catering for the 2023 Event With Two One Year Optional Extensions Available
Sefton Council is looking for a suitable Catering Contractor who can provide a varied selection of catering units at the Southport Air Show. These units should cater for the following:\r

• Minimum of 16 Mobile Vehicles selling a variety of hot and cold food\r
• Minimum of 6 mobile Vehicles selling alcoholic beverages & soft drinks\r

Sales at each location are to be conducted from a mobile vehicle, the design and type of which must meet with the Council's approval.\r

Bidders must have the finance available and be in a position to take up the Concession Agreement if such is offered by the Council. Any bidder not complying with this requirement may prejudice his right to be considered for a concession in future years.\r

The Council shall only consider the highest overall scoring bid offered from a bidder at his known address to prevent the submission of multiple bids. The Council will take action against the bidder for any breaches of covenant.\r

Southport Pier Decking Refurbishment - Appointment of an Architect
Southport Pier is a Grade-II listed structure, the oldest cast iron pier in England and the second longest. The asset is a critical element to Southport's visitor economy, along with the wider economy of the Borough.\r

The Council requires to engage design and specialist services to progress the design, development and delivery of the Pier refurbishment.\r
\r
The scope of the Project to which your service shall be provided shall include the refurbishment works to the Pier consisting of the full replacement of timber decking, all or part of the timber softwood sub-base as well as the installation of security gates and CCTV.\r
\r
Phase 1, consisting of the replacement of bays 1-6 has now been completed, with the Pier remaining open while these works took place. Therefore, the Scope of the Project includes bays 7 to 68 (Phase 2), which is an area of circa 8,806 sqm.
Provision of Parking and Environmental Enforcement Services
Sefton Council is seeking to appoint a contractor to undertake both Parking and Environmental Enforcement services across the borough of Sefton over a 5 year period
Town Centre Footfall Data Collection and Evaluation
Sefton Council wish to understand better the use and performance of its main town centres over the next two years by analysing footfall data for four of its main town centres: Bootle, Crosby, Maghull and Formby. To do this it wishes to commission data capture and analysis through a series of intensive data studies undertaken for each centre, looking primarily at data relating to footfall and movement patterns these town centres. In addition, it wishes to monitor change, pre and post pandemic, to monitor change over time and the level of economic recovery of each centre.\r
Sefton need this information and data to help inform the performance of the town centres individually and collectively and be able to report to members on the position of each centre.\r
The data in turn will help inform regeneration and investment decisions as well as demonstrate town centre performance and recovery from 2019 -2025 period. This in turn will be used to help inform both baseline positions for each centre and enable monitoring data to be captured.\r
Funding for this project will be allocated through the UK SPF grant monies and estimated costs are in the region of 30,000 GBP for delivery of this commission. All UK SPF guidance will be followed as part of the procurement process to ensure requirements have been met.\r
Contract term: 21st May 2023 - 21st May 2025. No extensions available.

Review and Redesign of Early Help and the Front Door - Direct Award via Bloom / NEPRO3
Sefton Children's Services is on their improvement journey and as part of the improvement plan, it has been identified that Early Help and the Front Door (MASH) is requiring improvements and efficiency in order to deliver timely and high quality services to Sefton residents and better manage demand. It is considered that both Early Help and the Front Door services are well resourced but are not working optimally , leading to increased demand that could be better managed through the provision of the right provision at the right time by the right agency, with aspiration to introduce and embed a Family Hub model.

The Enterprise Arcade in Southport is part of the Southport Town Investment Plan and has been identified as one of the projects to be delivered using part of the Towns Deal Funding.\r

The Enterprise Arcade will be in Southport's Crown Buildings, linked to the Atkinson Arts Centre via the ground floor retail units in the Bank Building and alongside the adjacent Cambridge Walks shopping arcade. The refurbishment will create collaboration space, a floor for a large SME anchor tenant and 2 floors for growing SMEs as office workspaces as well as co-working spaces.\r

Sefton Council require an appropriately experienced, reputable, and innovative, business & enterprise support organisation to deliver Sefton's UKSPF Place Based Business Support and Town Centre Business Support business start-up priorities and performance target outputs/outcomes, with a specific focus on supporting new business creation in key town centre locations, including (but not restricted to) Bootle, Crosby, Maghull and Southport.
Enterprise Arcade - Digital and Creative Sector Support
The Enterprise Arcade has been funded through Southport's Town Deal. The contractual obligations aligned with the property lease serve to ensure that the building/s are operated to the intended purpose to meet the Outputs and Outcomes as set out in Southport's Town Investment Plan (2020) and replicated in the Business Case and the council's and Governments agreed business case. A condition of the money from Government is regular monitoring and evaluation reporting on Town Deal outcomes agreed and needing to be achieved by the project.
The service provider for Enterprise Arcade Creative and Digital Sector Support Commission will be expected to be competent and experienced in the provision or curation of support services for start-up, scale up and high growth potential businesses and in particular with a focus on Southport's emerging creative, digital and tech sector; using the available space within project and other available Council assets for networking to encourage cross collaboration, innovation and business growth.
The provider will also be expected to use the space to integrate education and young people & learners of all ages with business and innovation: partnering with schools, colleges, universities, with other training providers and wider stakeholders locally such as The Atkinson and the Southport BID but also from the wider business and community including 3rd Sector organisations.
The provider will ensure that support packages and business networks developed are fully integrated with local, regional and national initiatives and programmes.
This is a one year contract with the possibility to extend for a further year subject to budget availability. Estimated value is £50,000 per year.
