The Scottish Prison Service (SPS) requires a supplier(s) to provide a varied range of Janitorial Supplies to SPS Sites across Scotland. This shall include but not limited to the following:
Lot 1 Janitorial Products - janitorial hardware e.g. mop, bio-hazard products and chemical products; and
Lot 2 Paper Products - paper goods e.g. toilet tissue.
The Scottish Priosn Service (SPS) requires a Supplier to deliver Youth Work Services to HMYOI Polmont. The Supplier shall utilise specific and proven approaches to deliver youth work services, which take account of the specific needs of young people in custody and focus on the individual young person in assessing those needs.
The Supplier shall be required to provide interventions and activities that will aid the personal development and life skills of the young person and to help young people believe they can have significant control of their lives both within, and more particularly outwith, a prison environment.
Finally, the Contract will provide knowledge and professional skills transfer to specific SPS staff who will be undertaking formal youth work qualifications. There will as part of the contract be ad-hoc provision of this service in other SPS establishments through its estate.
SPS requirement for the provision of a vehicle and fleet service. The Supplier shall provide a leased vehicle service that delivers flexibility, value for money and takes account of environmental issues and measures.
The SPS require a Contract in place for the provision of Tamper Proof Evidence Bags, including Paper Bags and Evidence Tubes. The Supplier must be able to provide a variety of sizes of each product.
All Tamper Proof Evidence Bags are required to include a printed label and the Supplier shall implement a numbering sequence. It is crucial that all Evidence Bags produced contain different reference numbers (I.E. No two evidence bags are produced with the same reference number).
SPS recognises that the ability of those in custody to develop their digital skills is limited to that of a classroom setting. As a result, the SPS has undertaken an active role in promoting the use of digital technology within its establishments, through the use of virtual visits and mobile phone technology. More recently, the SPS has undertaken a Proof of Concept (Test of Change) for a KIOSK service in one of its operational Establishments. Following the success of the PoC, the SPS is now looking to roll this out to all SPS operational Establishments.
One of the Digital Strategy’s objectives is to enhance the digital skills of the Purchaser’s staff group and move away from various transaction activities that take up a considerable amount of their time. The Purchaser’s staff still rely extensively on paper based systems for managing basic day-to-day activities (including menu choice, staff requests, canteen purchases and other regular tasks). Research has identified that adoption of new technology requires active engagement and perceived positive outcomes from the user group(s) in order to accept new ways of working.
As a result of the above, the purpose of this tender activity is to appoint a supplier to install and manage a Self Service System to all operational Establishments. The system will include a standalone managed portal with a range of modules (including menu selectrion, PPC balance, staff messaging and notice board). The Contract Term shall be for a period of 5 years, plus up to an additional 2 year extension option.
This Contract will provide services for the Maintenance of Boilers, Burners, Heating, Ancillary Equipment and Gas Infrastructure at 18 Sites.The SPS has a wide range of equipment which is utilised to provide a suitable living and working environment within SPS properties by providing heating and hot water.
This Contract will provide maintenance services to the secondary power supplies for 15 sites: 13 Prison Establishments, the SPS College (SPSC), a combined central store and training facility (Fauldhouse).

The Scottish Prison Service (SPS) is seeking a competent service provider to undertake the delivery of the SPS-02206 Justice Partners Escort and Court Custody (Scotland) (JPECCS) contract. The SPS is the ‘lead’ authority in terms of managing the contract on behalf of the Scottish Government, led by the Criminal Justice Partners (including the Scottish Courts and Tribunals Service, Crown Office and Procurator Fiscal Services and Police Scotland). The Criminal Justice Partners will be seeking a service provider to deliver the full requirements of the JPECCS contract which covers all prisoner escorts in Scotland, including court movements, police custody unit movements, hospital appointments, inter-prison transfers, community work placements and transportation for home leave, together with court custody operations. In addition, there are a number of secure movements from police stations and prisons elsewhere in the UK to Scotland and vice versa. The service provider will also provide hospital watch escorts for those prisoners admitted to hospital. In 2023/24 there were approximately 37,000 secure and community movements transporting over 125,000 individuals under the contract. In addition, the service provider will require to have robust data collection systems and reporting tools to support the delivery of the contract and to measure performance.
The Scottish Prison Service (SPS) requires a supplier to provide a hosted and fully managed Body Worn Video Camera (BWVC) system to all public sector prison establishments in Scotland. This includes the provision of the Goods and associated equipment, the supported rollout (16 prison establishments), ongoing service delivery, system management and maintenance.
SPS is seeking suppliers as part of a Research and Evaluation framework agreement. The SPS commissions various research and evaluation projects (e.g evaluations of offender behaviour programmes and the implementation of control and restraint policy).
The duration of individual projects usually varies and is dependent on the scope of the research to be conducted. Indicatively, the duration will normally expect to be between 3 and 12 months and will be agreed prior to the start of each research project.

SPS has a wide range of Closed-Circuit Television (CCTV) and Perimeter Intruder Detection Systems (PIDS) equipment that requires to be fully operational and always operate at maximum efficiency.
SPS have led a collaborative procurement on behalf of a range of Scottish public bodies (circa 40 Collaborative Partners) to secure a provider of Occupational Health Services. The services include (but are not limited to):
-OH case referrals by OH Doctors and/or Nurses;
-pre-employment medical screening;
-advising re ill health retirements;
-various forms of statutory & non-statutory health surveillance;
-Health & Lifestyle screening;
-Vaccinations;
-Health promotion activity;
-provision of specialist assessment, diagnostic testing & therapies such as psychology, physiotherapy, etc; and
-general OH advice to the public bodies using the Framework.
Services will be provided across Scotland as required (within agreed service levels) in response to client need.
The scope of this Framework Agreement is to provide provide specialist services to assist the SPS Estates and Technical Services Team deliver a wide range, type and complexity of construction projects. The supplier is required to provide services covering a wide range of professional and engineering disciplines and other development and property / facility related issues.
The primary services SPS require are as follows;
- Architectural;
- CDM;
- Civil & Structural Engineering;
- Mechanical & Electrical Services; and
- Surveying.
The SPS is seeking a supplier to provide solid surface material to be used in the manufacture of in-cell furniture.
The Goods will have to achieve FR Standard EN 13501-1b (EN13501-1:2018.) and the Supplier shall provide supporting documents from a recognised test house to provide the Purchaser assurance of the fire rating.
The SPS has a wide range of Building Energy Management Systems (BEMS) throughout its estate which require to be fully operational at all times.
The Contract shall support this requirement by providing IT capability, specialist support to site engineers, safe and suitable planned maintenance activities, inspection, test, certification and reactive maintenance services.
The Scottish Prison Service requires a supplier to supply and maintain energy efficient televisions that are suitable for use within an in-cell environment.
The SPS currently have a contract in place for the provision of energy efficient televisions (with in-built DVD) for use within a prison environment.
This contract is due to expire and the SPS requires this service provision to be continued. The contract shall also provide for any necessary repairs throughout the contract term.
