The Scottish Police Authority (SPA) is seeking to appoint a suitably experienced and qualified Contractor for the provision of a Half Hourly Meter Operator (MOP) and a Data Collection/Data Aggregator (DC/DA) for their half hourly electricity supplies. This includes 00 and 05-08 profile classes.
The requested services for MOP are:-
A lease and maintenance’ model for the life of the contract. The Contractor will be required to maintain the meters and communications for all meters detailed in within the Current Portfolio and any new meters added throughout the Contract term.
An Online Data Provision to access stored half hourly data for the meters covered by the contract.
The requested services for DC/DA are:-
Data Collection: in accordance with Balancing & Settlement Code Procedure BSCP502 – “Half-Hourly Data Collection for SVA Metering Systems Registered in SMRS”; CP1182 - “Creation of a generic Party Service Line” and BSCP533 – “PARMS Data Provision, Reporting and Publication to Peer Comparison Data”
Data Aggregator: in accordance with Balancing & Settlement Code Procedure BSCP503 – “Half-Hourly Data Aggregation for SVA Metering Systems Registered in SMRS”; CP1182 - “Creation of a generic Party Service Line” and BSCP533 - “PARMS Data Provision, Reporting and Publication to Peer Comparison Data” for Data Provision
The Authority required a contract to be put in place for the ongoing support and maintenance of previously purchased Starlims perpetual licences. A Professional Services Day rate was also requested as part of the contract with the intention of being an option to utilise for any required enhancements in the interim period.
The Scottish Police Authority (known as the “the Authority”) requires a suitably qualified and experienced Contractor to undertake planned heritable asset valuations of its properties - land, building and radio sites.
This procurement will result in the appointment if a single Contractor. The successful contactor must provide valuers who are current, registered members of the Royal Institute of Chartered Surveyors (RICS) and all valuations must be carried out in full accordance with the RICS (Royal Institution of Chartered Surveyors) Valuation - Global Standards.
The Authority is re-tendering this requirement to ensure the engagement of a competent and reliable provider. The estate comprises approximately 500 assets, covering operational and non-operational properties. The assets represent a wide range of property types and ages, including heritage and listed buildings, many of which are in varied states of condition.
The valuations must be carried out in accordance with the RICS (Royal Institution of Chartered Surveyors) Valuation - Global Standards, incorporating International Standards (IVS) effective 31 January 2025, and having regard to the UK National Supplement effective from 1 May 2024.
The contract is expected to commence on 1st October 2025 for an initial period of three years, with the option to extend for up to two additional 12-month periods, subject to the Authority’s discretion.
The Scottish Police Authority (known as the “the Authority”) is seeking to procure professional surveying services to undertake a programme of 3D estates surveys across it’s property portfolio on an ad-hoc basis over the next 5 years.
The awarded Supplier must provide comprehensive documentation services through a visual, laser scanning platform.
All information created via surveys to be hosted on an integrated secure cloud based visual platform enabling users to capture, store, share, annotate and use ‘as-built’ visual records including photo, UAV/drone and 3D walkthroughs.
The Scottish Police Authority (“the Authority”) on behalf of Police Scotland has a requirement for Professional Medical Witness Services to support an ongoing investigation. The services of qualified and experienced professional Neurosurgeons are required to review the medical evidence and records available to support Police Scotland and the Crown & Procurator Fiscal Service (“COPFS”).
Police Scotland currently have in place back-office services with two separate Suppliers, due to expire within the next 12 months. Police Scotland require a single Supplier to migrate all chargers from existing Contract to a new single Contract.
Police Scotland require a Supplier to provide a Single Back-Office Solution for the Police Scotland EV Charging Infrastructure; this will involve transitioning groups of chargers from these current solutions as well as adding any newly installed chargers added to the Estate during the Contract term, placed immediately on to this new Contract.
The Scottish Police Authority requires six (6) Electrical Vehicle Dual Port DC Chargers including applicable warranty, maintenance and back office packages. Additionally, five existing Kempower chargers will be brought under maintenance and back-office requirements during the Contract period.
