The Rural Leadership Programme (RLP) has been running since 2006 and is targeted at business leaders and key influencers from across Scotland’s rural areas with a focus on agriculture (as a key part of the food and drink supply chain), energy, tourism and rural services sectors.

It does this by developing the capacity of individuals, building their confidence to lead, widening their boundaries, building industry and parliamentary trust, providing an awareness of rural economic and broader issues, and introducing individuals to the wider rural leadership network.
Scottish Enterprise (SE) is looking to appoint a single supplier to deliver activity under the Rail Cluster Builder (CB) - Phase Two project. Phase Two will provide an opportunity to build on the successes of the existing Rail CB. It is anticipated that the CB will see an increase in connections being made within the supply chain and deeper engagement with companies to fill information gaps. The activities delivered through the CB will support companies in overcoming information and access barriers, provide personalised signposting and enable collaboration between businesses looking to explore project opportunities. It is envisaged that the contract will commence on the 4th of July 2022 for a period of 3-years.

Scottish Enterprise is seeking to appoint multiple suppliers to a 5-lot framework (single supplier per lot) to deliver due diligence assessment services (covering technical, financial and IP evaluation) in support of applications to Scottish Enterprise for grant funding from businesses based (or looking to set up) in Scotland. It is envisaged that this framework will commence on the 12th September 2022.
The purpose of this ITT is to appoint a single supplier to deliver winter services (gritting, snow clearing, grit bin refills), as set out in the ITT, to Scottish Enterprise.
The purpose of this ITT is to appoint a single supplier to deliver a flexible content design resource to Scottish Enterprise.
We require the provision of a single supplier framework for a flexible content design resource to undertake content development projects across Scottish Enterprise and Scottish Development International’s customer channels.
Scottish Enterprise are seeking to put in place a contract with a single supplier to provide a SaaS based HR and Managed Payroll System.
It is envisaged that the contract will be for an initial duration o 6 years with the option to extend for up to 2 periods of 24 months each.
Scottish Enterprise is commissioning a Framework Agreement to deliver the Workplace Innovation Leadership Development Programme. The programme will be delivered across Scottish Enterprise’s geographical areas where there is demand.
The Framework will comprise of two separate single supplier lots as detailed below:
Lot 1 - Essential Leadership
Lot 2 - Growth Leadership
Bidders may submit for both lots but can only be awarded one lot. However, if there are no other acceptable bids for a certain lot, then more than one lot may be awarded.
It is anticipated that the Framework will start on 1 April 2023 for a period of 24 months. After this period, Scottish Enterprise will have the option to extend the contract for a further period of 12 months.
Mechanical & Electrical planned and preventative maintenance (PPM) and on-call, ad hoc reactive services for the maintenance of the Scottish Enterprise multi–occupied investment properties across Scotland. These properties are rented to a number of individual companies and organisations and therefore need to be maintained to provide safe and compliant offices in line with Health & Safety legislation and lease requirements and to achieve value for money to minimise service charges to tenants.
The contract is anticipated to commence in April 2023 and run for initial 60 months, with a further 12 month optional extension.

Scottish Enterprise is looking to appoint a single supplier to deliver a Company sponsored health cash plan for our UK based employees as an employee benefit. The plan should offer a wide range of health and wellbeing benefits with money back, up to set limits, towards everyday healthcare expenses.
It is anticipated that the contract starts on 1 August 2023 for a period of 48 months. The value of the contract is expected to be in the region of between GBP340,000 and GBP410,000 excluding VAT.
This procurement is for the appointment of a facilitator(s) for 4 agritourism monitor farms, 2 in the Scottish Enterprise geographic area, 1 in the Highlands & Islands Enterprise area and 1 in the South of Scotland Enterprise area. The project will include:
Recruitment of agritourism monitor farms, in person meetings, on-line meetings; expert sessions (key topics identified by both the monitor farmer and the wider community group members); annual reports, a final report and performance tracking of participating businesses.
Key topics will be identified by both the monitor farmer and the wider community group members who will be asked to be part of the project. The monitor farmer sets an agenda to improve the profitability, productivity, and sustainability of the business over the duration of the project. The monitor farm concept allows farmers to share experiences, find out how others have tackled problems and adopt best practice. Facilitation will be required at each meeting, but also in preparation for each meeting, and follow up thereafter.
It is anticipated that the contract will start on 24 July 2023 for a period of 41 months.
After this period, Scottish Enterprise will have the option to extend the contract for a further period of 12 months.

The purpose of this ITT is to appoint a single supplier to deliver a company healthcare plan for Scottish Development International and SCTR Limited employees, based in the US as part of their healthcare benefits package, as set out in the Invitation to Tender documentation, to Scottish Enterprise.
We envisage that the contract will be for 3
years with the option to extend for a further year, commencing in October of 2023.
The purpose of this ITT is for Scottish Enterprise to appoint a property consultant to (i) develop an appropriate search criteria and scoring methodology for property acquisitions that reflect current SE strategy, (ii) provide the necessary professional services to support property acquisitions in line with SE’s obligations for best value under the Scottish Public Finance Manual (SPFM), (iii) represent SE in acquisition negotiations with vendors, (iv) liaise with SE’s professional and legal advisors to conclude acquisitions on satisfactory commercial terms. The services may also encompass providing advice on property appraisals, and associated commercial advice, where SE considers providing grant aid funding for existing landowners is an appropriate way to unlock sites for future development.
It is anticipated that the contract will start in July 2023 and is anticipated to end in June 2025. SE will retain the option of two extension periods. The first extension period will be for a further 48-month period, the second extension period will be for a further 12-month period.
The total estimated value of the contract over the total duration is estimated to be between GBP150,000 and an overall fee cap of GBP200,000 (excl VAT).

Scottish Enterprise is seeking to commission a supplier to provide a property asset valuation service for Scottish Enterprise’s investment property portfolio. The value of the land and property assets is required to ensure that the value of the property assets of Scottish Enterprise are properly represented in its financial accounts and is to be carried out in accordance with the RICS Appraisal and Valuation Standards.
The requirement is to prepare bi-annual and annual valuations of the properties on the basis of “fair value” which to all intents and purposes will be the open market value. Scottish Enterprise’s investment property portfolio is currently valued at GBP149M (as of March 2023), and comprises:
- Industrial buildings
- Offices
- Business parks
- Business centres
- Energy, Science and Technology parks
- Development land
- Other property interests
This contract will for a three-year period commencing on c.1 August 2023. After this time, Scottish Enterprise will have the option to extend the contract for a further one-year period. The anticipated value of the contract over the maximum four year duration is anticipated as being between GBP200,000 and GBP300,000 (excl VAT).
Scottish Enterprise is seeking to establish a Framework Agreement to provide a range of due diligence on companies in difficulty and/or where significant job losses are anticipated, to inform decision making for Scottish Enterprise.
We intend to appoint up to 4 suppliers to the Framework and each will be expected to deliver a full range of integrated professional services including accountancy/financial management, legal and tax advice, specialist technical expertise and other considerations including UK Subsidy Control.
The Framework is expected to commence on 20 October 2023 with an end date of 19 October 2026. After this time Scottish Enterprise will have the option to extend the Framework for a further 12 month period.
The purpose of this ITT is to appoint a single supplier to deliver Pensions - Administrative, Actuarial and Ancillary Services on behalf of the Trustees of the Scottish Enterprise Pension & Life Assurance Scheme (the Scheme). The supplier must be able to deliver all the services under this part of the contract.
The purpose of this Invitation to Tender (ITT) is to appoint either one or two suppliers to provide on-site security services for Scottish Enterprise’s two main investment sites; Edinburgh BioQuarter and the Scottish Enterprise Technology Park (SETP).
The contract will be split into two lots:–
1 – Edinburgh BioQuarter (EBQ)
2 – Scottish Enterprise Technology Park (SETP)
The contract(s) are anticipated to start in October 2023 for a period of 72 months (6 years) with an overall anticipated value range of between GBP2.15m - GBP2.8m (both lots).

This project will provide an overarching framework for Scotland’s growing portfolio of hydrogen innovation assets. It will enable collaboration between those assets and help to enhance Scotland’s international hydrogen innovation reputation by displaying all that we have to offer in one place through an online portal and in person resource. It will also provide additional personnel resource to boost industry engagement.
Scottish Enterprise wishes to appoint a lead consultant to deliver a detailed design and tender ready package for a deep retrofit project at the Brunel Building at the Scottish Enterprise Technology Park at East Kilbride.
The contract is anticipated to start in November 2023 and conclude in March 2024. The value of the contract is estimated as between GBP140,000 and GBP200,000 (excluding VAT).
The purpose of this ITT is to appoint a single supplier to a Framework Agreement to deliver International eCommerce Challenge - Programme Accelerator Framework, as set out in the Invitation to Tender documentation, to Scottish Enterprise.
It is anticipated that the Framework Agreement will start in November 2023 for a period of 24 months. The value of the Framework Agreement is expected to be in the region of between GBP110,000 and GBP160,000 excluding VAT.
After this period, Scottish Enterprise will have the option to extend the Framework Agreement for a further period of 24 months with an estimated value between GBP110,000 and GBP160,000 excluding VAT.
