The Scottish Enterprise Research Service supports companies by providing robust, unbiased market and company research to inform business decisions. To deliver this service, we subscribe to a range of market and company information databases, complemented by public domain sources, to answer specific client queries.
Most of our current subscriptions will expire at the end of March 2026.
Before issuing a new invitation to tender, we are seeking to understand the current market landscape. We welcome expressions of interest from providers of market research and company information who can support our service model.
The service will be split into individual contracts/lots for each research database requirement. The requirements for each contract/lot will be finalised after consultation with the market via a Supplier Development Programme 'Talking Tenders' event.
Scottish Enterprise intends to undertake a competitive tendering process to appoint a supplier to provide the full range of property management services across its investment property portfolio. This portfolio, which is subject to regular change, was recently valued (September 2023) at GBP153M and comprises industrial buildings, offices, multi-occupancy business centres, science & technology parks, development land and other property interests.
Scottish Enterprise envisage that the procurement process will commence with the publication of a full Contract Notice in January 2024, with a formal contract commencement date 1 July 2024. At present, the anticipated contract duration would be for 4 years, with the option to extend for 2 x 1-year periods, totalling 6 years overall.
The value range of the contract over the full duration is, at present, anticipated as being between GBP1,800,000 and GBP2,400,000 (excl VAT).

Pre-Procurement Engagement Session
Subject to sufficient interest, Scottish Enterprise has set aside time at 1:30PM on Tuesday, 21 November 2023 for a pre-procurement engagement session with potential bidders.
We envisage this will be facilitated via MS Teams and include further details of the contract to be procured, outline of the procurement process to be followed, and include time for Q&A.

Our Workplace Innovation Leadership Academy supports the ongoing development of business leaders at all levels and stages of experience. The Leadership Academy delivers programmes under a framework agreement with multiple suppliers across the Scottish Enterprise area, the programme plays a key role in cultivating leadership capability and innovation within businesses.
The current framework expires early April 2026 and we anticipate commencing a new procurement process in December 2025.
To inform this process, we are seeking to engage with the market to better understand current capabilities and approaches to delivering high-impact leadership development. We welcome expressions of interest from suppliers who possess specialist knowledge, proven experience, and the capacity to deliver innovative and effective leadership programmes tailored to diverse business needs.
The Workplace Innovation Leadership Development Framework will consist of a series of one-day workshops, one-to-one coaching sessions, and topic specific diagnostic tools, delivered over a period of 2 - 6 months, depending on the Lot. Delivery will follow a hybrid model, combining online and face-to-face formats to maximise accessibility and impact.
The Framework will deliver programmes across the Scottish Enterprise area, responding to demand. Where appropriate, programmes may also be delivered in collaboration with other enterprise agencies across Scotland.
We have a potential future requirement for an upgrade to our Finance System, with the additional requirements to potentially to roll out HCM, to replace our current suite of applications, and we are keen to understand where the market stands in terms of our requirement below.
We are therefore issuing this Prior Information Notice (PIN) as a means to seek information from suppliers in the market to help develop our future scope and specification.
